(AM#2)<TXT>No separate payment will be made for stripping, excavation, backfilling, compactions and disposal of materials required for placement of stone protection and the costs in connection therewith will be included in the Contract unit price.
1.3.2.2 Measurement
Riprap placement is to be measured in short tons (2,000 pounds) using any of the following methods, which are more fully discussed in Appendix C of EM 1110-2-2302. The Contractor may use other methods of measurement conditioned on the Government's approval.
Where the loss of material resulting from stockpiling, re-handling, or its transportation is possibly significant, re-measurement prior to placement may be directed.
a) Measurement by Weighing Railcar and Truck Loads. Certified railroad car or truck weights measured on appropriate scales, before and after loading or before and after unloading will be accepted as the tonnage of stone placed in the finished section(s). From this weight, rejected stone will be deducted accordingly. The weight of the rejected stone will be estimated by the Government, or if the Contractor elects, the stone may be weighed. Stone is to be weighed on standard scales whose calibration has been certified by a Weighmaster. Each scale used shall be tested in the presence of a Government inspector at any time directed. Promptly after a railcar or truck has been weighed, and before the stone is placed, provide

(TO ACCOMPANY AMENDMENT NO. 0002 TO SOLICITATION NO. W9126G17B0016)
Amendment 0002 Page 6 of 26 the original printed scale ticket or certified copy. The certified scale ticket must show the gross, tare, and net weights. Explain any changes on a report in writing, attach the explanation to the report, and have the Weighmaster sign it. The Government may employ an inspector at the scales to observe the weighing. In this event, provide the necessary facilities for the Inspector to observe the weighing and recording of the scale weights and stenciled light weights on the railcars or trucks. The Contractor is responsible for the expenses incurred to weigh the stone.
Determine the weights of sideboards, stakes, and skips by actual weighing or by estimating using a method the Contracting Officer's Representative accepts. The weights so determined, together with the tare weight of the car or truck, shall be deducted from the gross weight to determine the net weight of stone delivered.
b) Measurement by Barge Load. Barge displacement measurements will be accepted for determining the weight of stone placed in the finished section(s). Provide the Contracting Officer a barge displacement table not less than 10 work days prior to unloading the riprap from any barge. Each table submitted shall show the name and/or number of the barge owner, the name of the fabricator, and the certification and date of certification of the person or firm that prepared the table. Provide with the displacement tables a drawing or sketch of each barge, dimensioned in sufficient detail to permit checking of the tables. The drawings must show, as a minimum, the length, width, depth of the barge and the dimensions of the rake or rakes. Each table shall have its accuracy certified by a person or firm, other than the Contractor, customarily performing this service. Each table submitted shall contain, in parallel columns, the barge freeboard in feet and tenths from zero to the full depth of the barge and the corresponding gross displacement to the nearest ton.
For the purpose of weighing the stone, fit each barge (at the Contractor's expense) with gages graduated in tenths of a foot increments. Locate the gages either on the inside or outside of the hull, as may be directed, and attach them solidly to the hull. Install the gages at each corner of the barge near the lower end of the rake and install two additional gages, if directed, amidship on each side. If the gages are located inside the hull, provide for the free passage of outside water to a transparent tube placed, or capable of being placed, in contact with the gage. If located outside the hull, the gages shall be protected by solid fenders or recessed into the planking, if the hull is wooden, or placed directly on the plates of a steel hull and identified with punch marks. Install the gages such that the zero mark is below water when the carrier lies in its normal trim, is light, and free from water. Do this installation when the barge is staged in a protected area near the site where approved. The Contractor may, at its option, provide an equal number of wells for determining the load instead of gages on the inside of the barge. Locate the wells as specified for the interior gages and install in an approved manner.
Fit the barges with the gages sufficiently ahead of commencing the work.
Notify the Contracting Officer a minimum of 5 days prior to the planned gage installation date to give the Government an opportunity to have an inspector present. When taking measurements, the barges must be dry-docked (at the Contractor's expense). Provide the materials and facilities necessary for taking the measurements to prepare the barge displacement tables. Pump the water from the barges when directed. Do not pump water between the time it is gage-loaded and lightened when weighing the barge load.

Amendment 0002 Page 7 of 26
Fore and aft displacements due to the load must not differ more than 10 percent from their mean when determining the tonnage of each barge load of stone ready for placement. In determining the cargo tonnage, use the change in gage readings after the cargo has been offloaded.
Promptly report any repairs or additions made to the barges during the progress of the work. The Government may elect to have a barge re-measured at the Contractor's expense. If so, this shall be done under the observance of the Contracting Officer's Representative. No barge shall be employed that is not seaworthy or that leaks excessively to render gauging difficult. The barges used shall be so constructed that when loaded they do not bend or warp to where the gages can become unreliable. Each barge load shall contain only one class of stone.
When weighing the load, take measurements immediately before a barge starts for its point of unloading and immediately upon its return from that point. A Government inspector will record the gage readings, at which time the Contractor can be present. Any disagreement on the Contractor's part concerning the measured stone weight must be reported in writing to the Contracting Officer's Representative within 10 calendar days of the occurrence. Disputes will be handled in accordance with the CONTRACT CLAUSE entitled DISPUTES. To make sure the proper density of the surrounding water is used in calculating the weight of stone from the barge gage readings, the Government will take hydrometer measurements alongside each barge when it is empty, fully loaded, and empty again.
1.3.2.3 Unit of Measure
Unit of measure: Ton.
1.3.3 Geotextile
1.3.3.1 Payment
Payment will be made at the Contract unit price for "Geotextile - Station 0+00 to Station 201+06", in Schedule No. 1, which will constitute full compensation for providing plant, labor, material, and equipment and performing the operations necessary for the complete and satisfactory installation of the geotextile. No payment will be made for geotextile replaced because of contamination or damage due to the Contractor's fault or negligence.
1.3.3.2 Measurement
Measurement for geotextile installed shall be in Square Yards of the as-built surface area covered by getotextile. No allowance will be made for waste, overlaps, damaged materials, repairs or material used for the convenience of the contractor.
1.3.3.3 Unit of Measure
Unit of measure: Square Yards.

1.4 DEFINITIONS
1.4.1 Shoreline Erosion Protection System
shoreline erosion protection system is defined in this Contract as a system consisting of a layer or layers of filter material, such geosynthetic fabric (geotextile) beneath a layer or layers of riprap.
1.4.2 Graded Riprap
Graded riprap is reasonably well graded, or other material that is durable and dense and deliberately selected and graded. It is loosely placed along or around shorelines, streambeds, bridge abutments pilings, and other shoreline structures to protect these features against water erosion.
Riprap is normally produced by mechanical with a jaw crusher and grizzly after the stone has been mined by blasting in a quarry.
1.4.3 Reused (or reusable) Stone
Reused stone is stone obtained from the required excavations and removal of existing shoreline erosion protection system within the shown work limits.
The removed or excavated stones will be reused to reconstruct the shoreline erosion protection system at the project sites. (AM#2)It has been estimated that at least 30% (thirty percent) of the riprap material will come from reusable riprap for the protection system at the repair areas.

1.6 SYSTEM DESCRIPTION
Factors Used for Converting In-Place Volume to Weights
The following factors were used in converting the in-place volume to the quantities shown in the BID SCHEDULE.
Bulk Stone Material Bulk Specific Gravity
(SSD)
Percent Voids
Cubic Feet of Volume per Ton, including Compensation Voids (for Excess Quantity Calculations)
Graded Riprap 2.65 28 16.80
Reused Stone 2.65 31 17.53
1.6.1 Revision of Bid Schedule Quantities
The estimated stone quantities given in the BID SCHEDULE were computed based on stone having a bulk specific gravity (saturated surface dry (SSD) basis) relative to water having a unit weight of 62.4 pounds per cubic foot and percentage of voids as shown in the above table. When the bulk specific gravity (SSD) of the stone to be used in the work is other than that shown in the above table, the estimated quantities will be revised by multiplying them by the fraction which results when the bulk specific gravity (SSD) of the stone furnished is divided by the value shown in the table for each respective stone gradation. Revision for the percentage of voids will likewise be made. The Contracting Officer will issue a modification to the Contract in accordance with the Contract Clause:
CHANGES to adjust the estimated quantities in the BID SCHEDULE. The revised quantities will then be the quantities from which the allowable fifteen percent (15%) variation in estimated quantity, for payment purposes, will be determined as defined in CONTRACT CLAUSE entitled
VARIATIONS IN ESTIMATED QUANTITY.
1.6.2 Re-revision of Estimated Quantities
If during the progress of the work it is determined that the stone actually placed has a bulk specific gravity range or percentage of voids different from that on which the quantities in the BID SCHEDULE are based, the BID SCHEDULE will be further revised in accordance with Subparagraph: Revision of Bid Schedule Quantities.
1.7 CHANGES TO SHORELINE EROSION PROTECTION SYSTEM ALIGNMENT
The Contracting Officer reserves the right to make adjustments to the new shoreline erosion protection system alignment and to the position of the stone templates relative to the baselines shown as he or she deems is necessary before or during the progress of the work. Should changes in the alignment be made due to Contracting Officer discretion, the resulting changes in the quantities of geotextile and riprap will be appropriately added to or deducted from the estimated quantities established on the templates shown. No additional payment will be made however to make modest adjustments as directed.

1.8 QUALITY ASSURANCE
1.8.1 General
New stone shall be durable material that has been approved by the Contracting Officer. Stone removed from existing shoreline erosion protection system within the work area will be used to reconstruct the shoreline erosion protection system. (AM#2)Removed stone to be reused shall be cleaned (free from fines and sediment) as much as possible before placement over the newly placed geotextile material. New stone shall be of a suitable quality to ensure permanence in the structure and in the coastal climate where it is being placed. It must be free of cracks, blast fractures, bedding, seams and other defects that would tend to increase its deterioration from natural causes. Inspections for cracks, fractures, seams, and defects are to be made by visual examination. If, by visual examination, it is determined that 10 percent or more of the stone produced contains hairline cracks, then all the stone produced by the means and measures that caused the fractures shall be rejected. A hairline crack that is defined as being detrimental is one having a 4 mil width continuous for one-third the dimension of at least two sides of the stone. The stone shall be clean and reasonably free from soil, quarry fines, and contain no refuse. Any foreign material adhering to or combined with the stone as a result of stockpiling is to be removed prior to placement.
1.8.2 Sources
Stone may be obtained from any source the Contractor chooses provided the Contracting Officer has accepted the source. In determining the acceptability of a proposed source, the source's quality test data on produced stone or its service records on other work are items that can be considered. For the stone to be acceptable on the basis of service records, stone of a similar size must have been placed to a similar thickness and exposed to weathering under similar conditions as are expected for this project, and must have satisfactorily withstood such weathering for a minimum of 5 years.
a) Selection of Source. Designate in writing only one source or one combination of sources from which the stone will be provided. It is the Contractor's responsibility to determine that the stone source or combination of sources selected is capable of providing the quality, quantities, and gradation needed, and at the rate needed, to maintain the scheduled progress of the work.
b) Acceptance of Materials. The acceptance of a source of stone is not to be construed as acceptance of all material from that source. The Contracting Officer reserves the right to reject individual units of produced specified materials in stockpiles at the quarry, at all transfer points, and at the project construction site when such materials are determined to be unsuitable. During the course of the work, the stone may be tested by the Government, if the Contracting Officer determines that testing is necessary. If such tests are determined necessary, the testing will be done by a commercial laboratory selected by the Government, which will bear the cost of the testing. During the contract period, both prior to and after materials are delivered to the worksites, the Contracting Officer may inspect and measure the stone materials. If, during these inspections, the stone quality, gradation, or weight is found not to be compliant with the specifications or is questionable, re-sampling and re-testing will be required. In this instance, the Contracting Officer will direct how

Amendment 0002 Page 15 of 26 the stone is to be sampled and the manner of testing. This additional sampling and testing shall be performed at the Contractor's expense when the test results indicate that the materials do not meet specified requirements. When the test results indicate that the materials meet specified requirements, an equitable adjustment in the contract price will be made for the sampling and testing. Any material rejected is to be removed and disposed of as specified and at the Contractor's expense.
1.9 SURFACE TOLERANCES
1.9.1 Stone for Shoreline Erosion Protection System
The finished surfaces and stone layer thicknesses shall not deviate from the lines and grades shown by more than the tolerances given below.
Tolerances are to be measured perpendicular to the neat lines. Within the acceptable tolerances, place the stone such that the average completed section conforms as nearly as possible to the prescribed template. Keep extreme differences between the top surfaces of abutting stones to a minimum as much as practicable. The extreme limits of the specified tolerances shall not be continuous in any direction greater than 200 square feet of the structure surface. The average tolerance in the finished surface of the riprap for a given worksite shall not be more than 50 percent of the tolerances specified.
NEAT LINE TOLERANCES
Material Above Neat
Line (inches)
Below Neat Line

Graded Riprap 18 6
Reused Stone 18 0
Intention is to build the shoreline erosion protection system to the required elevations, slope and grade and to establish outer surfaces that are relatively even and present a neat appearance. Placed stone not meeting these limits may be required to be removed or reworked as directed at no additional cost to the Government. New stone placed beyond the maximum tolerances specified for the graded riprap, and reused stone placed beyond the maximum tolerance specified for the shoreline erosion protection system will be allowed to remain in place, but will not be counted in the quantities for which payment will be made. For the purposes of ensuring conformance and computing the quantities of new and reused stone placed, take cross section surveys at 25-foot intervals when placing the geotextile and again when placing the riprap for the shoreline erosion protection system. Show the survey results in the As-Built Drawings.

1.9.2 Excess Stone Placement
1.9.2.1 Determination of Excess Stone
All stone outside the limits and tolerances of the structure cross sections, except variations so minor as not to be measurable, will be deducted from the quantity of new stone for which payment is to be made.
The weight of excess stone will be determined from cross sections obtained by the method provided for in Subparagraph: Final Surveys. The weight will be based on the assumption that the cubic feet of volume (including voids) for each type of stone listed in the Table in Paragraph: SYSTEM DESCRIPTION is equal to one ton, or 2,000 pounds, for the bulk specific gravity and percentage of voids shown. Should any excess stone be disclosed above the surface tolerances specified, its volume will be computed by the average end area method, based upon the cross sections in the following manner:
The average end area of excess stone above the tolerance line for two
(2) successive cross sections, multiplied by the distance between the cross sections will be accepted as the volume. The Contractor will not be required to remove the excess stone. Instead, the calculated weight of the excess stone placed will be deducted from the quantity for the applicable stone type (i.e. Riprap).
In addition to the above, stone which has been delivered to the site and has been lost or wasted or otherwise not properly incorporated into the final required work, will be deducted from the quantity for which payment is to be made.
1.9.2.2 Final Surveys
Survey work and measurements required for determining excess volume computations for stone are to be performed in the presence of the Government's representative. Accordingly, notify the Contracting Officer not less than 3 days in advance of each survey. In the event the Government's representative cannot be made available, perform the survey and certify to the Contracting Officer that it complies with these specifications. Cross section surveys are to be taken perpendicular to the axis of the structure. Take elevations and soundings along lines not exceeding 25 feet apart, measuring along the structure profile, with readings at every 4 feet and at breaks in the grade along the line. Other survey intervals and readings may be directed if the Government's on-site representative deems appropriate or advisable. The Government's on-site representative may also direct that additional cross sections be taken if determined necessary. Determination of quantities will be made by the representative and having once been made, will not reopen, except upon evidence of obvious error, collusion, or fraud. Prior to performing any survey work under this Section, coordinate the activity with the Government's on-site representative so that excess volume surveys will be made at the appropriate time. Stone quantity computations shall be based entirely upon the weights of new stone as determined from carrier displacement or certified scale weight tickets.
1.9.3 Stockpiled Stone
Excavated stone that is stockpiled in the designated Stockpile Area does not have to be placed to within any specific tolerance in the finished grades. However, do not stack the stone more than 10 feet high unless otherwise allowed.

1.10 STORAGE OF CONSTRUCTION MATERIALS
Construction materials received with certified weights which cannot be used immediately for construction, but must be unloaded from the barges, rail cars, or trucks shall be stored in approved storage areas. The storage area shall be reasonably near the jobsite and shall be approved. The storage area shall be a relatively smooth area so that the stored material can later be recovered free from dirt or other foreign materials.
PART 2 PRODUCTS
2.1 STONE
2.1.1 General
The stone materials used must consist of durable natural stone meeting the quality requirements below. The sources from where the Contractor proposes to obtain the stone must be coordinated well in advance of the time the stone is needed to assure that construction of the work will be completed within the specified construction performance period. Submit test reports attesting that the graded Riprap meet the specified requirements.
2.1.2 Quality
The properties of the stone shall be evaluated by performing quality tests on the stone. Quality testing must be, or have been conducted by an accredited laboratory that has been validated by the Materials Testing Center (MTC), U.S. Army Corps of Engineers Engineering Research and Development Center (ERDC). Satisfactory test data and service records can be used as a basis to determine the acceptability of the stone. If test reports and service records are not available, such as when newly operated sources are used, the stone must be tested to make sure of its properties and acceptance for use in the work. Acceptance testing will be a Contractor responsibility, to be paid for at its expense, and is to be done with Government observance.
Acceptable quality stone will be stone that meets the minimum and maximum physical requirements as determined by the testing standards given in the table below. Provide stone that is durable and of suitable quality to ensure permanence in the completed work and in the environmental conditions to which the stone will be subjected. The stone must be free of cracks, clay pockets, seams, and other defects that may tend to increase unduly its deterioration from natural causes. The inclusion of objectionable amounts of dirt, sand, clay, and rock fines will not be permitted.

2.1.2.1 Gradation Test
The Contractor shall require that the selected quarry perform gradation tests from representative samples of stone prior to its shipment to the work site. Take the sample in the presence of the Contracting Officer.
Submit the gradation tests using a GRADATION TEST DATA SHEET. At least one gradation test shall be performed for the specified riprap stone. The gradation tests shall be reported using the forms, GRADATION TEST DATA SHEET attached at the end of this section and ENG FORM 4794. Acceptance of stone as to conformance with gradation requirements will be made at the jobsite.
2.1.2.2 Proportional Dimension Limitations
The maximum aspect ratio (greatest dimension:least dimension) of any piece of stone for size ranges shall be not greater than 3:1 when measured across mutually perpendicular axis. Not more than 25 percent of the stones within a gradation range shall have an aspect ratio greater than 2.5:1. A maximum of 5 percent flat and elongated pieces by weight will be acceptable. A flat and elongated piece of riprap is defined as having a ratio of width to thickness or length to width greater than 3:1. ASTM D4791 shall be used as a guide to perform the test.
2.2 GRADED RIPRAP
2.2.1 General
Riprap shall consist of quarried stone sufficiently well graded between the specified upper and lower size limits to achieve a dense (tightly arranged) stone layer having no significant voids or lack of the larger sizes after placement. Objectionable amounts of gypsum, shale, and chert within the riprap will be rejected.
2.2.2 Gradation
Riprap gradation shall conform to the following gradation:

Perform a gradation test on the riprap at the quarry in accordance with with ASTM D5519, Test Method A. Take the sample in the presence of the Contracting Officer. Notify the Contracting Officer not less than 5 days in advance of the test. Submit the gradation tests using a Gradation Test Data Sheet. In the event the Contracting Officer cannot be made available, perform the tests and certify to the Contracting Officer that the riprap shipped complies with the specifications. At least one gradation test shall be performed per 50,000 tons of riprap placed, but not less than one test shall be performed. The gradation tests shall be reported on a Gradation Test Data Sheet and on ENG FORM 4794, attached at the end of this Section. The sample shall consist of not less than 50 tons of riprap and shall be collected in a random manner that will provide a sample which accurately reflects the actual gradation arriving at the worksite. Failure of the test on the initial sample and on an additional sample will be considered cause for rejection of the quarry and/or quarry process, and all riprap represented by the failed tests shall be set aside and not used in the work. Any additional tests required because of the failure of an initial test sample will not be considered as one of the other required tests. If collected by the truckload, each truckload shall be representative of the gradation requirements. The test results and certification shall represent the riprap shipped from the quarry. These documents must be received by the Contracting Officer before the riprap is used in the work.
PART 3 EXECUTION
3.1 GENERAL
Construct the work in a manner that does not compromise or degrade the existing shoreline erosion protection system and any adjacent existing structures that are to remain in place. Complete the respective construction activities in compliance with the Contract documents, approved Work Plan, and applicable regulations. In the Work Plan, provide details on how the geotextile and riprap will be placed, including the proposed method of placing stone under water, contending with a dynamic wave environment.

3.2 BASE PREPARATION
Excavate to the lines and grades shown to provide relatively smooth placement surfaces. For areas below the neat lines shown and where over-excavation is done to remove the existing stone, fill and backfill the areas with satisfactory materials as specified in SECTION 35 41 00.01 45 - SEMI-COMPACTED BERM CONSTRUCTION, but before the installation of geotextile. Dispose excess soil and existing geotextile encountered in the excavation as specified in SECTION 31 23 16.19 45 - EXCAVATION. The prepared base will be subject to the Contracting Officer's acceptance.
3.3 STONE PLACEMENT
3.3.1 Geotextile
Install geotextile as specified in SECTION 33 46 13.00 45 GEOTEXTILES USED AS FILTERS before placing the stone.
3.3.2 Riprap
Place the stone on the geotextile layer within the templates shown and as otherwise specified or directed. Construct to within the specified surface tolerances. Use a method or methods that will produce a well-graded rock mass having a minimum practicable percentage of voids and minimize punching failure of geotextile. Accordingly, distribute the large-size stones within the entire stone mass to ensure that the specified gradation is conformed to when the stones rest in their final position and to keep within the construction surface tolerances specified in Paragraph: SURFACE TOLERANCES. Rearranging of individual stones, to the extent necessary, may be required to obtain a well-graded distribution of stone sizes.
Begin placing the stone at the bottom of the area to be covered and work upslope. Placing stone by dumping it at the top of the slope and pushing it down the slope will not be allowed. Do not drop stone through air from a height greater than 1 feet. Place subsequent loads of stone against previously placed stone in such a manner as to ensure a relatively homogenous mass. The finished work must not contain objectionable pockets of small stones and clusters of large stones. Construct the layer such that the stones are even and tight. To obtain the desired distribution of the various sizes of stones throughout the mass, selectively load the material at the quarry or other source, control the dumping of successive loads during final placing, and employ other methods of placement that will produce the desired results. To the extent practicable, place the stone in the dry. When placing stone upon the bedding layer in water, lower the stone below the water surface before releasing.
A maximum of 5 percent, by weight, of chips and fragments resulting from handling will be allowed in the finished section. Hammering or pounding of the riprap layer or surface with an excavator bucket or other practices that could possibly displace or fracture the stone, or unduly stress the underlying geotextile in the interest of placing more stone beyond that which is required to conform to the surface tolerances specified will not be allowed. After its completion, do not allow equipment to operate directly on the shoreline erosion protection system. Maintain the shoreline erosion protection system until accepted by the Contracting Officer. Any material displaced prior to acceptance due to the Contractor's negligence shall be replaced with no additional payment and to the lines and grades shown.

3.3.3 Stone Placement in Advance
Stone construction in advance of the completed permanent protection will be be at the Contractor's risk. Keep the Contracting Officer informed as to any and all situations that may result in a possible interruption of work.
Do not construct the shoreline erosion protection system structure more than 50 feet in advance of completed placement of riprap.
