The minimum acceptable navigational aids shall be Class "A" U.S. Coast Guard approved lights and horn. The U. S. Coast Guard is responsible for buoys and markers that may be directed or needed in this instance.
(9) The location of work associated with the demolition, debris removal and disposal of material is as shown. The existing pipelines crossings within the work area limits are shown. These pipeline locations were determined from information available at the time of drawing production and are not a complete and accurate representation of the pipelines in the area. The Contractor is required to ultimately determine the locations of pipeline crossing within the work area limits. Anchor patterns shall provide for safe operations and anchors shall be suitably distant from pipeline crossings.
(10) Downtime due to insufficient equipment, failure of Contractor's equipment, lack of spare parts or inadequate tools for servicing shall be at Contractor's expense.
(11) Provide transportation for the Contracting Officer and its party while at the removal and disposal sites.
3.5 VERIFICATION THAT WORK AREAS HAVE BEEN CLEARED
Verify the work areas are cleared to minus 20 feet MLT by trawling and performing multi-beam (acoustic sweep) surveys before and after debris removal of the entire work area limits. At the end of each work period, the Contractor shall conduct hydrographic side scan and single-beam surveys of the GIWW within the work area limits to verify the channel is clear of debris and/or hazards above the authorized depth of minus 12 feet MLT. It will be the Contractor's responsibility to verify and maintain a safe and navigable channel throughout the duration of the underwater demolition and debris removal operations.
3.5.1 Trawling
Trawling activities shall be performed by a licensed independent trawling subcontractor to the Contractor. The Contracting Officer also reserves the right to provide a representative on board during the trawling activities.
Trawling operations shall provide 100 percent bottom coverage of the work area limits. Rubbish and debris encountered during clearing operations shall be completely removed and disposed as specified. The Contractor shall ensure that no debris or other existing structure remains above the required removal depth of minus 20 feet MLT. Evidence of clearance shall be submitted as specified.
3.5.1.1 Survey of Trawled Area
Submit a written survey report to the Contracting Officer no later than 15
SECTION 02 41 16.01 45 Page 12 calendar days after completion of debris removal operations.
At a minimum, the report shall include the following information:
(1) Summary of all trawling activities performed throughout the debris removal operations;
(2) Date(s) the trawling work was performed.
(3) List of all remaining debris found during trawling activities, if any, with follow-up trawling reports verifying the identified remaining debris was removed.
(4) Certification from the trawling subcontractor that verifies all debris has been cleared within the specified work area limits.
3.5.2 Multi-Beam Surveys
Provide multi-beam surveys to the Contracting Officer as specified. The Contracting Officer shall be notified at least 5 days prior to soundings or sweepings so that a USACE representative may accompany the survey party.
3.5.2.1 Survey Equipment and Quality Assurance(QA)/Quality Control(QC)
Equipment applied for multi-beam surveys shall comply with the guidelines stated in EM 1110-2-1003. Surveys shall be taken using a frequency of 400 kHz. Perform QC patch tests and periodic QA performance tests as described in Chapter 6, Section IV of the EM 1110-2-1003. Documentation of tests shall be submitted to the Contracting Officer with overall survey results.
3.5.2.2 Survey Limits
Surveys shall provide 200 percent bottom coverage of the work area limits to ensure debris objects are ensonified from two aspects and to confirm at least three multiple hits are obtained on these objects.
3.5.2.3 "Before Debris Removal" Multi-Beam Survey
"Before Debris Removal" surveys shall be performed within 15 days of commencement of removal work.
3.5.2.4 "After Debris Removal" Multi-Beam Survey
"After Debris Removal" surveys shall be performed after the completion of demolition and debris removal work. Should any shoals, lumps, or other lack of depth be disclosed by this examination, the Contractor shall remove same and repeat surveys to show that work areas are clear.
3.5.2.5 Quantity Computations
Provide volume calculations to the Galveston Resident Office based on comparison of BD and AD multi-beam surveys. These volumes will not serve as the Contract pay volumes and are for informational purposes only.
Volumes shall be provided within 30 calendar days of completion of field surveys if the work area has been cleared to required dimensions.
3.5.2.6 Data Processing
Selected representative "shot", "average" and "minimum" depths shall be
SECTION 02 41 16.01 45 Page 13 derived from the entire edited multi-beam dataset. Extraneous noise and spikes shall be removed from the raw dataset before any other data processing is performed.
(1) Shot depth shall be applied to represent the general condition of the bottom for plotting and graphical purposes. Shot depth shall be defined as the depth reading closest to the center of 1 foot by 1 foot cells.
(2) Average depth shall be applied for volume computations (not for pay purposes). Average depth shall be defined as the average of all depths within 1 foot by 1 foot cells. Volume calculations shall be performed through development of a triangulated irregular network (TIN) as described on page 10-27 of EM 1110-2-1003.
(3) Minimum depth shall be applied to determine acceptance to the required depth as described in Chapter 10, "Dredge Clearance & Acceptance Surveys (Shoal/Strike Detection)" of EM 1110-2-1003.
Minimum depth shall be defined as the "shoalest" depth within a 1 foot by 1 foot cell. Shoals shall be delineated by a minimum of 3 hits over successive passes. A single high spot unsupported by other data will be disregarded.
3.5.2.7 Plots
Provide survey data plots within 10 days of completion of field surveys.
Plots shall consist of surface renderings for visualization of each "Before Debris Removal" and "After Debris Removal" survey. In addition, a surface rendering of each of the 8 target hazard areas and demolition work areas outside of the 125 foot wide channel template shall be printed on separate sheets. A color scheme shall be applied that clearly highlights shoals and/or locations that exceed the required debris removal depth. Plots shall have sufficient scale sizes to show the obstructions in the "Before Debris Removal" survey dataset and clearance of same obstructions in the "After Debris Removal" survey dataset. The Contractor is encouraged to provide preliminary or draft plots for Government review and concurrence, prior to submitting the final multi-beam survey results for acceptance.
3.5.2.8 Acceptance
Submit the "Before Debris Removal" multi-beam survey plots, "After Debris Removal" multi-beam survey plots, and "minimum depth" plots showing no debris above the required removal depth of minus 20 feet MLT, at which time the Contracting Officer will accept the debris removal work as being complete.
3.6 CONDUCT OF DEMOLITION, DEBRIS REMOVAL AND EXCAVATION WORK
3.6.1 Adjacent Property and Structures
No demolition, debris removal and excavation will be permitted within 25 feet of any structure that is not specified to be removed. Damage to private or public property or structures resulting from the removal operations shall be repaired promptly by and at the Contractor's expense.
Damage to structures as a result of Contractor's negligence will result in suspension of operations and require prompt repair at the Contractor's expense as a prerequisite to the resumption of operations. Where demolition and/or debris removal to obtain the required dimensions might endanger a structure, the Contracting Officer, upon request, may reduce the
SECTION 02 41 16.01 45 Page 14 required excavation in the vicinity of this structure.
3.7 SIGNAL LIGHTS
The Contractor shall display signal lights and conduct operations in accordance with the general regulations of the Department of the Army and of the U. S. Coast Guard governing lights and day signals.
3.8 DISPOSAL
3.8.1 Debris Materials
