NOTES:

1. ARITHMETIC DISCREPANCIES (EFARS 14.407-2)

(a) For the purpose of initial evaluation of bids, the following will be utilized in resolving arithmetic discrepancies found on the face of the bidding schedule as submitted by bidders:

(1) Obviously misplaced decimal points will be corrected;

(2) In case of discrepancy between unit price and extended price, the unit price will govern;

(3) Apparent errors in extension of unit prices will be corrected; and

(4) Apparent errors in addition of lump-sum and extended prices will be corrected.

(b) For the purpose of bid evaluation, the Government will proceed on the assumption that the bidder intends his bid to be evaluated on the basis of the unit prices, the totals arrived at by resolution of arithmetic discrepancies as provided above and the bid will be so reflected on the abstract of bids.

(c) These correction procedures shall not be used to resolve any ambiguity concerning which bid is low.

2. If a modification to a proposal based on unit prices is submitted, which provides for a lump sum adjustment to the total estimated cost, the application of the lump sum adjustment to each unit price in the CLIN Schedule must be stated. If it is not stated, the offeror agrees that the lump sum adjustment shall be applied on a pro rata basis to every unit price in the CLIN Schedule.

3. Offerors must bid on all items.

4. Costs attributable to Division 01 - General Requirements are assumed to be prorated among bid items listed.

5. Responders are advised that this requirement may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process based on decisions related to DOD changes in force structure and disposition of the Armed Forces.

6. 52.217-5 EVALUATION OF OPTIONS (JUL 1990)

(a) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

CLIN SCHEDULE

Section 00 11 00 Page 5

(b) The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.

7. EXERCISE OF OPTIONS (SWDR 715-1-1 (16 January 1996))

The Government reserves the right to exercise the option(s) by written notice to the Contractor either singularly or in any combination for up to 120 calendar days after award of the Base Offer without an increase in the Offeror's Price. Completion of added items shall continue at the same schedule as the Base Offer unless otherwise noted in Section 01 00 50.00 44 GENERAL REQUIREMENTS, paragraph

1.4 entitled 52.211-10 COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK (APR 1984).

8. The Army will procure this facility through a design and cost competition in accordance with the provisions set forth in this Request for Proposals (RFP). When a contract is awarded, it will be a "Firm Fixed Price Contract."

9. Any proposal that is materially unbalanced as to prices for the Base CLIN Schedule may be rejected. An unbalanced proposal is one that is based on prices significantly less than the cost for some work and prices that are significantly overstated for other work and can also exist where only overpricing or under pricing exists.

TASK ORDER STATEMENT OF WORK

1.0 PROJECT OBJECTIVES

The project objective is to design and construct facilities for the military that are consistent with the design and construction practices used for civilian sector projects that perform similar functions to the military projects. For example, an AIT Barracks has the similar function as a Student Dormitory in the civilian sector; therefore the design and construction practices for a barracks should be consistent with the design and construction of a dormitory.

Comparison of Military Facilities to Civilian Facilities

Military Facility Civilian Facility

AIT Barracks Student Dormitory

It is the Army's objective that this building will have a 25-year useful design life before a possible re-use/repurpose or renovation requirement, and a 50-year building replacement life. Therefore, the design and construction should provide an appropriate level of quality to ensure the continued use of the facility over that time period, including normal sustainment, restoration, modernization activities that would be industry-acceptable to a major civilian sector project OWNER. The site infrastructure will have at least a 50-year life expectancy with industry-accepted maintenance and repair cycles.

The project should be developed for efficiency and to convey a sense of unity or connectivity with the adjacent buildings and with the Installation as a whole.

Requirements stated in this contract are minimums. Innovative, creative, and life cycle cost effective solutions, which meet or exceed these requirements are encouraged. Further, the OFFEROR is encouraged to seek solutions that will expedite construction (panelization, pre-engineered, etc.) and shorten the schedule. The intent of the Government is to emphasize the placement of funds into functional/operational requirements. Materials and methods should reflect this by choosing the lowest Type of Construction allowed by code for this occupancy/project allowing the funding to be reflected in the quality of interior/exterior finishes and systems selected.

1.1. SECTION ORGANIZATION

This Section is organized under 6 major “paragraphs”.

(1) Paragraph 1 is intended to define the project objectives and to provide a comparison between the military facility(ies) and comparable “civilian” type buildings.

(2) Paragraph 2 describes the scope of the project.

(3) Paragraph 3 provides the functional, operational and facility specific design criteria for the specific facility type(s) included in this contract or task order.

(4) Paragraph 4 lists applicable industry and government design criteria, generally applicable to all facility types, unless otherwise indicated in the Section. It is not intended to be all-inclusive. Other industry and government standards may also be used, where necessary to produce professional designs, unless they conflict with those listed.

(5) Paragraph 5 contains Army Standard Design Criteria, generally applicable to all facility types, unless otherwise indicated in the Section.

(6) Paragraph 6 contains installation and project specific criteria supplementing the other 5 paragraphs.

2.0 SCOPE

2.1. GENERAL

The goal of this project is to renovate Buildings 915 & 916 to meet AIT dormitory standards. These facilities are three-story structures and house single trainee soldiers in addition to company administrative, training and command operations.

The Design-Build (D-B) Contractor shall provide all labor, equipment, and materials to design and construct the renovation. The project specifications shall be prepared by the Designer of Record using current USACE Guide Specifications. The following link will take you through the Construction Criteria Base (CCB) to those guides. No CCB membership is required to access the guidelines. http://www.wbdg.org/ccb/browse_org.php?o=70 .

If a UFGS or SWF guide specification cannot be found, contact the Contracting Officer’s Representative (COR) for a determination if a guide specification exists. If a guide specification does not exist the DB Contractor will prepare a job-specific specification. The UFGS shall be edited and adapted by the designer for this project, incorporating UFGS instructions and recommendations in the notes to specifier contained in the guide specifications. The designer shall delete inapplicable portions of the guide specification and revise and/or supplement, as required, the applicable portions to provide a complete project specification.
