1 MS. KELLY: Thank you all for coming. Thank 2 you for your interest in the San Antonio Mission Reach, 3 Phase 2a. This is a presolicitation conference and site 4 visit. My name is Charissa Kelly. I'm the project manager 5 for the Army Corps, the Corps of Engineers and I just -- I'm 6 not going to stand here very long. Introduce a couple of 7 the key players and then we'll kick it over to somebody 8 else. Before I forget, 'cause he's standing way back there, 9 is Mark Sorenson with San Antonio River Authority. He's 10 program manager for the river improvements project. And 11 here is Hector. Say your last name.
12 MS. KELLY: Villanueva.
13 MS. KELLY: 'Cause I know I won't say it 14 right. Real estate with SARA. Russell Persyn, project 15 manager for the Mission Reach for SARA. Bob Perez, project 16 manager for the Mission Reach. Betterments, primarily, for 17 SARA. June Wohlbach is our contracting officer for the 18 Corps. Terry Teichmann is the contracting specialist for 19 the Corps of Engineers. Denny Dodge is our ACO for the 20 project, for Mission Reach. Neil Thomas is designer for 21 Jacobs Engineering. Jacque is project manager for Mission 22 Reach from Jacobs Engineering.
23 So we're going to get going and we're going to start with 24 June. Give you some administrative things and then I think 25 Neil is going to do a little bit of a technical overview for 1 you and then Russell or Denny may add to that. Welcome.
2 MS. WOHLBACH: As Charissa said, my name is 3 June Wohlbach. I am the contracting officer for this 4 project. I welcome you -- I thank you very much for 5 participating on this project. The solicitation is 6 W9126G-09-R-0065. It was posted on the street on 14 7 September. That does not seem right. Today's the 14th.
8 Okay. Proposals are due on the 25th by 2:30 p.m. That 9 means they have to be in my office. In the building, the 10 Federal building of Fort Worth District. This does not mean 11 in the lobby, does not mean parked in your car. It means in 12 our room. 2A19.
13 We do have a locked room so you will have to be able 14 to call us. We do have a phone out in the lobby that you 15 can pick up and call us. We will have a note on the door to 16 give you those instructions again there.
17 It is a best value procurement, meaning that we are not 18 going with low bid. We are looking at your technical offer;
19 evaluating it for its best value in comparison with your 20 price. The value of this project is between 25 million and 21 100 million. So I want to just kind of cover a little bit 22 about best value.
23 You may have already been through the process once, but I 24 want to make sure if you are new to the process that you do 25 understand what we will be doing. We have already posted 1 the advance notice. We already have our solicitation and a 2 couple of amendments out on the streets. If you're not 3 familiar with the process, you are also using Projnet for 4 bidder inquiries. So you do need to put your questions into 5 that system if you have a bidder inquiry key on the 6 solicitation. If you sign in, you'll need to get a bidder 7 inquiry key to get to this particular project to empty your 8 comments.
9 Once we receive those questions in our district, we do 10 have other people or myself or the contracting specialist 11 review those questions, make an evaluation of the questions 12 and then Terry Teichmann will be posting the replies and 13 they will be available to anyone who has the bidder inquiry 14 key. So I suggest you go out there everyday and look and 15 see what's going on.
16 Once we receive your submittals, we separate the pricing 17 information from the technical information and we give the 18 technical information to the Technical Review Board and that 19 Board is comprised of people who are very familiar with this 20 project. We are also inviting representatives from an 21 architect engineering firm that's been identified in the 22 solicitation.
23 So we do have an outside consulting firm also looking at 24 your technical evaluation. So that is a business decision 25 you will have to make as to whether or not you want to allow 1 that firm to see your information. If you do submit a 2 proposal to us, we're making the assumption that you're 3 giving us your permission to allow them to look at your 4 offer. Once the Technical Review Board receives the 5 information, they are sequestered and their only job is to 6 look at your technical information.
7 Make sure that you address everything in the solicitation.
8 Do not assume that we know anything about your firm. We 9 cannot evaluate information that is not in the proposal. So 10 if you have worked with us before, that's great. But if you 11 don't tell us that in writing in your offer, we don't know 12 that. Okay? Might seem kind of an odd thing, but it makes 13 it fair.
14 The Board makes an evaluation using adjectival ratings.
15 We do not do any numeric scoring at all. That is strictly 16 prohibited by the Department of Army. Once those adjectival 17 ratings are given to each of the firms, we may also identify 18 any deficiencies in your proposal and we may, but we do not 19 have to, open it up for discussions. That is something I 20 want to make sure that you understand.
21 You should give us your best proposal the very first time 22 around. We are authorized to open up discussions, but we 23 are not required to. Discussions will allow you to actually 24 change your offer during the technical evaluation period.
25 So you may have an opportunity to change your proposal, but 1 you may not. And that is at the discetion of the 2 contracting officer and the source selection authority. So 3 be aware of that.
4 Once we have all of the information that we feel is 5 necessary and we've made our best decision regarding the 6 technical proposal and whether or not we've done 7 discussions, at the end of that, we reach consensus on your 8 overall technical rating. After I receive that, as the 9 contracting officer, then I make a decision on whether or 10 not the pricing information will be revealed to the board.
11 And I would tell you, just generally, it usually is. And 12 the reason for that and there are technical people who can 13 determine the best whether or not the price is reasonable.
14 So it's not until after all of the technical ratings are 15 stamped and signed in blood saying this is what we believe 16 is the correct and true technical evaluation for each offer 17 is the pricing information revealed. Otherwise, it would 18 skew the results, as I'm sure you would understand that.
19 So once the pricing information is revealed, we make a 20 best-value determination as to which firm should receive the 21 award. And that information then is presented to the Source 22 Selection Authority who has the final decision-making 23 authority.
24 The Source Selection Authority does not have to take the 25 recommendation of the firm. Of the board. Excuse me. So 1 there is one person who makes the final decision.
2 After we make award, all firms will be notified, all 3 firms will receive an opportunity to get a debriefing. And 4 I strongly encourage that even if you are the successful 5 offer, that you do request a debriefing. And, certainly, if 6 you're an unsuccessful offer, you should be requesting your 7 debriefing.
8 It's imperative that you respond to us with your request 9 in writing. If you give it to us verbally, I will not 10 accept it. Our hire regulations require us to only receive 11 written requests for debriefings and then we are required to 12 provide you a debriefing within a certain time period at 13 your discetion as far as the type that you would like to 14 have, and you have your choice of a written, in person or a 15 telecom. Are there any questions about that particular 16 process? You-all are way too quiet.
17 I know you're construction contractors, but I know you 18 must have questions. All right. If not, I'd like to give 19 you some tips on preparing your proposal.
20 Make sure you read the solicitation. It may seem like a 21 very simple thing, but, in reality, you can always tell, the 22 offer that comes in, who has not read the solicitation. Ask 23 questions. We have the forum called ProjNet with the bidder 24 inquiry key to ask your questions. It's very good about 25 making sure that we get all of the questions, but it's also 1 very good about making sure that we do answer the questions 2 because it gives us little reports.
3 Does your proposal contain all of the items that we've 4 asked for? We try to make the solicitation fairly easy to 5 go through and making sure that you can get your information 6 into your proposal. Never assume that we know anything 7 about your company, as I've identified before.
8 Consider who you are writing your proposal for. I've 9 told you already that the board members are people who are 10 extremely familiar with this project. They are architects 11 and engineers, biologists, field people, who have worked on 12 this project.
13 What do you consider that might be important to us, as 14 the owner-users of this facility. Provide narratives that 15 are easily understood. If you're using abbreviations that 16 you don't know that we may understand, make sure you spell 17 them out. Again, do not assume that we know anything.
18 Look at your past performance information. If you have 19 access to your CCASS ratings, I suggest that you go out 20 there and look at them before we do. Because we do pull 21 down all of the CCASS ratings. Your firm should have access 22 to all of those ratings that are now electronically given to 23 you -- with permission to certain people within your 24 company. They do have to apply for that.
25 If there is any negative information on any one of those 1 evaluations -- I'm not talking about the final evaluations, 2 I'm talking about any negative comments that may be found 3 within those evaluations, even if it's a positive rating, 4 you should address those in your offer.
5 Talk to us about what happened on that negative comment;
6 talk to us about how you're going to prevent that from 7 occurring again. Give us examples of how you've improved 8 that since that time. If you are having problems getting 9 into your CCASS ratings, give us a call. We can help you 10 out.
11 In looking at the experience evaluation factor, this is 12 just not a listing of projects. We want you to talk to us 13 about your projects. Give us a narrative. Talking about 14 your key players, make sure you look at all the references 15 where we discuss where the qualifications are required for 16 each key player.
17 On the Specification section, go back and read that 18 Specification section. It's a narrative that we've included 19 in that section. Then make sure you carefully read it. If 20 we say it requires eight years of experience, we do not mean 21 five years of experience. We do mean eight or more. All 22 right? This is one of the biggest areas why firms are 23 kicked out of the technical rating, are key personnel, 24 because they do not follow the instructions or the 25 specifications given. So 1 Schedule. Show the milestones that we are requiring.
2 Show us the major milestones that you might consider that 3 might be one of your constraints. Show us your long lead 4 items. Give us a logical sequence. Show us that you 5 understand things such as logistics and weather 6 transportation issues. Explain what risks you are expecting 7 on this job and how you're going to mitigate those risks.
8 And the last thing is, look at the relative order of 9 importance that we gave you as our selection factors for.
10 In what areas would you most likely want to spend the most 11 time on? Probably not the least important factor. I'm not 12 saying that it will not be considered, but your best effort 13 should be on the most important factors. Okay?
14 Still no questions? This is the time. I've asked now.
15 I've told you several times, "Ask questions. Ask 16 questions." All right. Our proposals, again, are due by 17 the 25th of September at 2:30 p.m. and this is at the 18 Federal Building in Fort Worth, Room 2A19. Still no 19 questions?
20 SPEAKER: There's no way that would get 21 pushed back?
22 MS. WOHLBACH: That's a question that has 23 already been put on ProjNet. We are considering that at 24 this time. Just watch for the reply and watch always for 25 the amendments. Also, to let you know, we will be posting a 1 copy of this presolicitation meeting to Fedbizopps. It will 2 not be posted as an amendement. It will be posted as a 3 document attachment, so please look for that. It will also 4 include a list of attendees. All right.
5 SPEAKER: And the amendments are going to be 6 posted to Fedbizopps?
7 MS. WOHLBACH: Yes.
8 SPEAKER: And ProjNet?
9 MS. WOHLBACH: No, just Fedbizopps. That is 10 the official government website for government solicitation.
11 SPEAKER: ProjNet. What is your -- You go 12 through the -- through the -- through the solicitation to 13 get to Projnet, correct?
14 MS. WOHLBACH: No. You log into Projnet 15 independently. You use the bidder inquiry key.
16 SPEAKER: Okay. What is that website 17 address?
18 MS. WOHLBACH: ProjNet.
19 MS. KELLY: Dot org.
20 MS. WOHLBACH: Dot org. P-r-o-j-n-e-t dot 21 o-r-g.
22 SPEAKER: P-r-o-j 23 MS. WOHLBACH: N-e-t dot org. And that 24 website is also in the solicitation.
25 SPEAKER: And you said that the solicitation 1 has to be in Room 2A19 prior to 2:30 or the door is locked 2 or it's locked?
3 MS. KELLY: The door is already locked when 4 you get there. It's locked. We have a secured office, but 5 what I'm saying is if it gets there at 2:31, it is late.
6 SPEAKER: What if we FedEx it?
7 MS. WOHLBACH: Then you need to verify that 8 we have received it. I would make sure that you follow up 9 and do that. If FedEx delivers it late, it is not our 10 responsibility. You are using a third-party delivery 11 service and that was your responsibility.
12 SPEAKER: Okay. But if it gets to your 13 building, but not to the room, whose responsibility is that?
14 MS. WOHLBACH: That is your responsibility.
15 SPEAKER: What is the follow-up phone number 16 that we need to call?
17 MS. WOHLBACH: You may call the solicitation 18 number. What is it?
19 MR. TIESHMAN: 817-886-1033.
20 MS. WOHLBACH: And that will be Terry's phone 21 number and he'll be responsible for receiving the offers.
22 Okay. We do have another government representative here who 23 just stopped in. This D.C. Harris. She's from our Office 24 of Counsel. And has everyone signed up on the sign-in 25 sheet? Including the government representatives wherever 1 you may be sitting, 8(a) representatives wherever you may be 2 sitting.
3 MS. KELLY: SARA.
4 MS. WOHLBACH: SARA. 'Cause we have several 5 of them going around. We want to make sure so we can post 6 them to the website. All right. No other questions, I'm 7 going -- 8 SPEAKER: I have one question. I just want 9 to -- Would you rather me just post it to ProjNet?
10 MS. WOHLBACH: If it's a technical question, 11 I will ask you to post it to ProjNet because this is more of 12 an administrative forum. You may ask those.
13 SPEAKER: It's a (inaudible) requirement as 14 far as the bidder requirement as far as the clarification.
15 I think that just looking at it you're only asking for one 16 volume, 1 and multiples or Volume 2; is that correct?
17 MS. WOHLBACH: If Volume 1 is the pricing 18 information, that would be correct.
19 SPEAKER: Okay.
20 MS. KELLY: But it's electronic and hard 21 copy. Both.
22 MS. WOHLBACH: Right, electronic and hard 23 copy for both. Okay. I'm going to turn it over to Neil.
24 MR. THOMAS: Morning everybody. I've been 25 asked to provide a brief -- brief technical overview of the 1 project. I do want to make one -- one point about the 2 project. And read the title of the project. Okay? It's a 3 ecosystem restoration and recreation project. There is 4 about a million cubic yards of earth work involved on the 5 job, but it's not an earth work job. Okay?
6 The way this project is going to be measured is the 7 success of the design team, success of its contractor, the 8 success of the project overall, is how well native grasses 9 and, ultimately, other vegetation are established in the 10 river. Okay?
11 Right now, the San Antonio River, in this stretch, is a 12 drainage ditch and the whole point of the project is try to 13 turn that back into a more natural functioning river system.
14 It's going to be just as engineered so don't -- don't -- 15 don't think that it's not. But the end result is that we 16 get on in there in ten years and there's a -- you know, a 17 lot of cool native grass growing and, you know, river 18 structures, you know, bobbing along. So, you know, it's -- 19 it is very engineered, but that is the ultimate goal. So 20 don't -- don't lose sight of that.
21 Having said that, there are six grade control structures, 22 ripples, on the project. The project is about a mile long 23 along those -- along the line of the river. There's about 24 6,500 linear foot of recreation trail. That trail is about 25 10-foot wide concrete. There is a shade pavilion involved.
1 There is one pedestrian bridge. It's about 120-foot span 2 across the pilot channel. Okay, that's not a low-water 3 crossing, but it is a -- the elevations of that bridge are 4 correct. It is low in the channel. It crosses only the 5 pilot channel of -- of the river. When the channel itself 6 is full, that bridge is submerged. So it's a stout little 7 bridge. There is a -- one other point I made here.
8 In terms of the number of acreage to be planted is about, 9 roughly, 50 acres of native vegetation that is all going to 10 go -- this is going to be native seed that is not entirely 11 easy to come by. It is available out there. I believe some 12 was actually going to be government furnished. That's all 13 100 percent native stuff. Great pains have been taken by 14 the Corps and the AET team to ensure that that's all -- that 15 it either can be available or it can be harvested within 16 this bioregion. Okay. So that's a pretty long -- long 17 lead -- lead item out there.
18 But I think, generally, that's -- that's about as brief 19 as I can make it. So I'm not going to entertain as many 20 questions as -- I don't think as June did, but if SARA has 21 anything else to add.
22 MR. PERSYN: Well, I'm glad to see that the 23 room is full. First, I want to introduce -- Tony, would you 24 get up and introduce yourself and 25 MR. CANEZ: My name's Tony Canez. I'm with 1 Bexar County. I work for the SWB Department and we're here 2 involved with SARA and glad to assist in any -- any small 3 minority or women-owned business firms that are identified 4 as needing for your subcontracting opportunities. Thank 5 you.
6 MR. PERSYN: Thanks, Tony, for being here.
7 Just to point out, SARA is the non-Federal sponsor in this 8 project. It's a joint Federal/non-Federal project, but we 9 work in partnership with the local community. The River 10 Oversight Committee is a public committee that's been 11 involved in this project for over ten years. There's the 12 city and the county that are partners in the project. So I 13 just wanted to point that out to you so that you know some 14 of the players locally that are a part of the project.
15 Some things I wanted to point out to you is that this 16 project is in an active flood control channel. Okay? And 17 you're doing a lot of excavation, there's a lot of work 18 going on. You've got to be able to care for the water while 19 you're doing your work. You've got to be able to understand 20 the risks associated with the potential for flooding.
21 This particular segment is going to be downstream of the 22 confluence of San Pedro Creek and the San Antonio River. So 23 it's going to be downstream of the gates that are downtown 24 that are released for flood flows that come through downtown 25 and impact -- will impact the project. There's two flood 1 control channels; one that dumps downstream from the San 2 Antonio River at Lone Star Boulevard and now, with this 3 phase of the project, San Pedro Creek, there's also a tunnel 4 system on San Pedro Creek.
5 So you just need to be aware and probably do your due 6 diligence in understanding the flood control mechanisms in 7 the City, how they're operated, how it impacts the flow 8 coming down is something you'll have to deal with as a 9 contractors in the channel. And, as you know, that creates 10 havoc at times when you're trying to get your work done. At 11 the same time, we're trying to protect the channel, not have 12 any damage or not have any downstream effects of anything 13 that we're doing. So just wanted to point that out to you 14 as something that you should consider and think about.
15 The other is there is another major, I guess -- not as 16 major as San Pedro, but the Concepcion Creek is also in this 17 segment. So there are two additional tributaries that are 18 in this particular segment of the river that will be the -- 19 the ultimate person -- or the ultimate contractors will have 20 to deal with.
21 We're just very glad that everybody's here today and we 22 look forward to continuing down the river. The community is 23 very excited about this project. As many of you know, we've 24 got great support to get it to completion and we're working 25 very hard to do that. This is the next step in that 1 process.
2 The local community has voted to add amenities to the 3 river project that are outside the federal project and so 4 there's a lot of community support, a lot of anticipation 5 for this to get done, be complete and we're just ready to 6 work with the final selected contractor to make that happen.
7 So if there's any questions, we'll be happy to answer them.
8 We're going to be going on a tour and we will see the 9 Southtown soil relocation site. That's going to be the 10 designated area for all the soil coming out of the channels 11 to go to. We are going to take a drive today and we will 12 see that and that site is operated by the San Antonio River 13 Authority.
14 I encourage you to read the solicitation so that you 15 understand how that site operates, what the hours may be at 16 that site and if there's any procedural things that you need 17 to be aware of as you're planning your proposal. And while 18 we're there, if you have any questions on how to operate.
19 But I just wanted to point that out to you. I'm going to 20 let Denny Dodge come up and follow up with any other 21 information.
22 MR. DODGE: Good morning. It is good to see 23 all of you here. I'm with the Army Corps of Engineers, have 24 been with them for a number of years. Just for my 25 edification, how many of you in here have worked on Corps of 1 Engineer's projects? (Hands up). All right. There isn't a 2 whole lot I have to say, apparently. But welcome again. I 3 do want to speak to a few things from our administration.
4 It is, in our view, a civil works project. We work at -- 5 in cooperation and in partnership with our sponsors and SARA 6 and the San Antonio community and it is a privilege to do 7 that and be a part of the program here of advancing the 8 river project in this community. I want to speak about 9 three or four things.
10 One, please pay close attention to the Quality Control 11 provisions of the contract. The Corps of Engineers performs 12 quality assurance. We look to you to provide all of the 13 quality control. So you're fully responsible for that. We 14 will work with you. Again, I believe in a cooperative 15 effort and we have the same goal in mind, to get a valued 16 project across the finish line. So really look at your 17 Quality Control provisions of the contract.
18 Another one that is key, that you're probably very 19 familiar with, is safety. Look at the Safety provisions.
20 We're working in the community. We have a lot of accesses 21 to the adjacent roads in community areas. So safety, as 22 well as environmental controls, those things that you have 23 to comply with in the contract. Be aware of all the 24 permitting requirements that you have in the contract. I 25 want to emphasize that.
1 And then I want to speak to the fact that this particular 2 project is -- has what we call stimulus funds associated 3 with it that requires some special accounting on all our 4 part. It's a privilege that we have to advance those funds 5 as delegated to us from those of power.
6 Anyway, if you have any questions with respect to that, 7 again, if you have anything on the quality control, safety, 8 those provisions, use ProjNet and we'll try and get you a 9 quick response. Thank you.
10 MS. KELLY: Anything else? Are there any 11 additional questions?
12 SPEAKER: The big siphons, is it directional 13 drilling?
14 MR. PERSYN: The one at Mission Road?
15 SPEAKER: (Inaudible).
16 MR. PERSYN: I know they had two pits on 17 either side, but I can get you -- we can provide details if 18 they're not -- Are they -- We provided the plans and the sat 19 bit; is that right?
20 MS. THOMAS: I believe so. It's attachments.
21 MS. KELLY: It needs to be a ProjNet 22 question, though. They need to submit it.
23 MR. PERSYN: Can you submit that through 24 ProjNet, John?
25 SPEAKER: Yeah.
1 MR. PERSYN: Okay.
2 MS. KELLY: Is there anything else? I think 3 we're ready.
4 MS. WOHLBACH: Some of you have submitted a 5 waiver form to us. Some of you have not. We do have copies 6 here. You will be required to sign one if you choose to go 7 on the site visit. If you choose not to sign a waiver form, 8 then you will not be attending the site visit. I hope 9 everyone got that amendment before you got here and knew 10 that. But so, if you do have your waiver with you, we'd 11 like to ask that now that you turn it in to us. Make sure 12 you've signed up on the sign-in sheets. Has everyone done 13 that?
14 MR. PERSYN: Everybody signed in?
15 MS. WOHLBACH: All right. We are off the 16 record.
