CARE OF WATER DURING CONSTRUCTION

03/2002

AMENDMENT NO. 0005

PART 1 GENERAL

This section covers all care of water activities required to complete all work in this Contract. The Contractor shall control water in the construction area regardless of its source or quantity. Special note should be taken that the San Antonio River upstream of the project has a series of gates and tunnels. These gates are opened both during storm events and non-storm events resulting in sudden increase in flow through the construction site. Contractor shall perform due diligence and monitor stream flow, weather and scheduled river activities that would result in release of water upstream of project. Some of the construction area is wet and marshy, with both standing and flowing seepage water. Additionally, internal and external embankment drainage systems discharge water into the construction area. This flow must not be blocked or restricted in any way. The Contractor is required to maintain the river's flood control capacity at all times. The Contractor is also responsible for maintaining the river flow through the project at the upstream rate. The Contractor cannot remove, dam, or use the water from the river for any construction needs without a permit from TCEQ, and approval from the Contracting Officer. [AM#5] .

The Contractor will be required to design, submit detailed hydraulic calculations by a licensed professional engineer in the State of Texas, install, and maintain a system that will convey a minimum of 500 cfs though the construction site. Design of the care of water shall also include details for erosion control and bank stabilization during construction.

Historical discharge rates downstream of the project at Loop 410 are provided at the USGS website (http://waterdata.usgs.gov/tx/nwis/rt - Gage name/number is USGS 08178565 San Antonio Rv at Loop 410, San Antonio, TX).

SEQUENCE OF OPERATIONS (WORK PLAN).

Contractor shall submit all construction entrance locations and video documentation of the pre-construction conditions for approval.

1.3 SEQUENCE OF OPERATIONS (WORK PLAN)

The Contractor shall design, devise and submit detailed plans and calculations for control of water, erosion control and bank stabilization for all activites during construction not limited to stripping, clearing, grubbing, excavation, backfilling, subdrain system construction, regrading channel, construction of dikes, placement of cellular confinement system, rock infill, concrete infill, and riprap placement for each area of construction for review and approval by the Contracting Officer Representative (COR) at least 15 days prior to the start of work in that area. Review by the COR is to determine the general suitability of the plans and shall not relieve the Contractor of maintaining and operating the system to assure the work is performed in the dry. If, during the course of the work, it is determined that the diversion and dewatering system or other item is inadequate, or the Contractor's plan of construction is inoperative, the Contractor shall (at his own expense) furnish, install, construct and operate such additional pumps, temporary water conveyance systems, and dewatering equipment and make such changes in other features of the plan of construction and operation as may be necessary to perform the work. The plan shall describe the planned sequence and method of construction operations and shall include drawings, narrative, calculations and proposed water handling features necessary to control both surface and ground water. Construction operations shall provide for positive drainage at all times. Relocation and protection of utilities and compliance with environmental regulations shall be considered when planning the sequence of operations. The areas within the limits of the contract have been determined to be "wetland," therefore, actions undertaken to drain the wetland must comply with Section 404 of the Clean Water Act. Barricades, signs, flagmen and lights which are required for safety shall be included in the plan. All proposed haul routes shall be submitted for review and approval to the City of San Antonio and the COR. Upon completion of each portion of the contract work, all temporary construction shall be removed as approved. Care shall be taken during removal operations for protection of the permanent work and any damage to permanent construction shall be repaired by and at the expense of the Contractor.

PART 2 PRODUCTS (NOT APPLICABLE)

PART 3 EXECUTION

3.1 GENERAL

All permanent work shall be constructed in areas continuously maintained generally free of surface water due to local rainfall and runoff, groundwater, and all water discharged from the embankments including storm drainage outfall. The Contractor shall construct protective works as necessary to dewater and direct the flow of water away from his work area.

The intent of these protective works is to provide a work area that is dry enough to permit the operation of equipment and activities for constructing

SECTION 31 01 10 Page 2 the permanent works in accordance with the plans and specifications. These protective works shall include dikes, ditches, pumps, sumps, conduits, and all supporting features as required, but not shown on the drawings. The protective system shall be of sufficient size and capacity to divert flows and prevent damage to the work during construction without restricting relief well drainage flow. Any material needed for the construction of the protective system shall be obtained from outside sources or from other areas which are approved by the COR. No excavation shall be allowed outside the area shown on the drawings unless previously approved by the COR.
