1.2. CONTRACT COST CEILING LIMITATION FOR DESIGN AND CONSTRUCTION COSTS
The design and construction costs will be subject to the funds available for this project. (AM#3) The estimated project total contract award shall be between $100 and $150 Million for this contract. Offerors are notified that they are under no obligation to approach this ceiling. However the Government will not be able to make an award, if the dollar amount set for this project is exceeded. The contract cost limitation for design and construction costs, base bid plus all options, is $164,600,000. Included in this amount is Building 1348, which has a funding limitation of $7,500,000. Offerors are under no obligation to approach these limitations. The Government will not be able to make an award in excess of the stated dollar amounts.
Further, there are cost thresholds for the barracks renovations, exclusive of design costs, drainage tasks, and options. Anti-terrorism/Force Protection (AT/FP) and Progressive Collapse work will not be required for barracks renovations that are below the cost thresholds stated below. If these cost thresholds are exceeded, then the requirements for Anti-terrorism/Force Protection and Progressive Collapse work become mandatory for each barracks that exceeds its stated threshold.
Buildings 1150, 1154, 1156, 1346, 1631, 1635, 1945, 2043, and 2386 have a cost threshold of $9,500,000.

SUMMARY OF WORK
Table of Contents
Part 1 General Part 2 Design Part 5 Civil/Site Engineering Part 6 Architectural Part 7 Mechanical Engineering Part 8 Electrical Engineering Part 9 Structural Engineering Part 10 Optional Bid Items
Part 1 General
This Project includes 16 barracks and 4 CEP’s as presented in this document includes items identified on the Bid Schedule for inclusion in the Base Bids, as well as items identified as Optional Bid Items.
1.1 Purpose of Project
The original architectural and mechanical designs of the barracks and supporting central energy plants, accomplished in the 1970’s, did not provide for adequate control of humidity levels within the occupied spaces, resulting in the growth of mold and mildew on interior surfaces. The intent of this project is to minimize vapor transmission through the building envelop, improve energy efficiency, eliminate standing water in crawl spaces, provide dehumidified make-up air to provide proper space relative humidity, sealing of building envelope to minimize infiltration and provide consistent and proper chilled water supply temperatures. Design shall take into account the very humid climate and the effect of high winds and rain. Equipment, control strategies and building materials shall be selected to minimize the energy usage. The overall goal is to provide our troops with living quarters that they deserve and will last for the next 20 years.
1.2 Description of Work
This project shall include the design and construction for the revitalization of Barracks Buildings 293, 2278, 2279, 1150, 1154, 1156 1346, 1631, 1635, 1945, 1948, 1950, 2043, 1348, 2274, and 2386.
Included in this project is the design and construction of the revitalization of the Central Energy Plants 1172, 1628, 1941, and 2270 2271. All barracks shall be designed and constructed to house one soldier per room. This project completely rehabs 16 existing barracks, renovates 4 central energy plants, replaces chilled water distribution piping to all
Section 01 10 00 Page 2 connected buildings, replaces heating water distribution piping to all connecting buildings (Option 10.5) and makes other modification to existing barracks in order to incorporate new HVAC 4 pipe year round operation. Check section 10.0 for Solar and Gray Water Heat Recovery options.
There are 4 main Central Energy Plants (CEP) that provide heating and cooling to 7274 buildings including 15 of 16 barracks(bldg 293 has stand alone HVAC system). Chilled water is provided by a constant flow pumping system. The Chilled Water System (CHW) at this time cannot provide a variable flow design which is needed for reduced pumping energy and chiller capacity turndown on low load days.
All heating for building heat and domestic water is produced at the CEP’s using medium temperature hot water boilers or steam boilers (this includes all 7274 buildings). The contractor shall study the lifecycle cost effectiveness of decentralizing heating for building heat and domestic hot water for all connected buildings to the CEP’s for option 10.510.3.(see part 10.3) The Contractor shall perform a thorough inspection of the Barracks, CEP’s, and all other buildings affected by the CEP’s prior to bidding. The Contractor shall be responsible for verifying all conditions and dimensions as stated in this document.
Part 2 Design
2.1 DESIGN REQUIREMENTS
The project shall be designed and constructed in accordance with the military criteria and in conjunction with industry standard criteria, materials and efficient practices. The latest version of building codes may be used as design guides as long as there are no conflicts with the above requirements. In the event that there is a conflict between standards, the military and industrial standards take precedence. The building design and the materials selected shall be high quality, durable, easily maintained and meet the specifications. The Contractor shall be responsible for the professional quality, code compliance, technical accuracy and coordination of all designs, drawings, specifications and other documents or publications upon which the design and construction are based.
2.2 INDUSTRY CRITERIA
Applicable design and construction criteria references are listed in Table 1 below following and shall be taken from the most current references as of the date of issue of the contract. This list is not intended to include all criteria that may apply or to restrict design and
Section 01 10 00 Page 3 construction to only those references listed. See also Paragraph 3 2.3 for additional facility-specific applicable criteria.

5.3 TASK C
This task includes storm drainage analysis to determine the extent of modifications required to upgrade the existing storm drainage system to convey the 10-yr, 24 hour storm event. Also included in this task will be the verification of existing utility locations by topographic survey methods.
As part of the analysis, an inlet capacity assessment of the existing inlets shall be performed. The report shall also include hydraulic grade line calculations of the existing system. Finally, the report shall give recommendations to upgrade the system. The area to be analyzed at Folk Polk, Louisiana is divided into the following sub areas:
Area C1 consists of the 1000 through 1300 Blocks and is bound by 4th Street to the north, Mississippi Ave. to the west, 9th Street to the south, and Alabama Ave. to the east.
Area C2 consists of the 1500 through 1600 Blocks and is bound by 10th
Section 01 10 00 Page 17
Street to the north, Mississippi Ave. to the west, 12th Street to the south, and Alabama Ave. to the east.
Area C3 consists of the 1900 through 2000 Blocks and is bound by Louisiana Ave. to the north, Mississippi Ave. to the west, 16th Street to the south, and Alabama Ave. to the east.
Area C4 consists of the 2200 through 2300 Blocks and is bound by Bellrichard Ave. to the north, Mississippi Ave. to the west, 22th Street to the south, and Alabama Ave. to the east.
Areas C1-C4 are shown on drawings located in Appendix A3.
To aid in the analysis, a study of the problem areas (FP_Drainage Problems-Solutions.pdf) has been provided in Appendix A4. Storm drainage plans as well as the post utility maps for the area are provided in Appendix A5. Microstation .dgn files of the utility maps are available upon request. The contractor shall not start work on Task D work below until Task C work has been approved. The government shall have 30 days to review the analysis.
5.4 TASK D
This task includes the design of the new storm drainage system. The limits of the area to be designed are stated in Task C. New design elements include but are not limited to the following: demolition of existing drainage pipes and structures, new drainage, grading, sidewalk repairs, drainage inlets, clean-out of existing inlets, patching of asphalt to match existing, removal of existing vegetation, and final stabilization with centipede sod. Also included in this task will be the use of Subsurface Utility Engineering (SUE) Level B surveying. Prior to completion of the final storm drainage alignment, the contractor shall perform a SUE investigation along the location of the new storm drainage alignment and adjust the alignment as needed to avoid utility conflicts. The results of the SUE investigation are to be provided to the government.
