About this file

This is a Performance Work Statement (PWS) for inspection, maintenance, and repair services of cardiovascular and strength training fitness equipment at Nevada Army National Guard (NVARNG) facilities located in the greater Las Vegas, Carson City, Reno, and Fallon areas. The estimated Period of Performance runs from July 1 through August 14, 2026. The contractor must provide all necessary personnel, equipment, supplies, transportation, tools, materials, and supervision to perform preventive maintenance and repair services in accordance with Original Equipment Manufacturer (OEM) specifications and commercial industry standards. Key service requirements include technical inspection and preventive maintenance on all Government-owned fitness equipment (CLINs 0001 and 0002), diagnostic and repair services for inoperable or unsafe equipment (CLIN 0003), and submission of a final equipment listing in Microsoft Excel format documenting all serviced, repaired, or beyond-economical-repair items within 15 days of completion (CLIN 0004). On-the-spot repairs must be fixed-price and authorized by the Contracting Officer's Technical Representative (COTR), while scheduled repairs requiring longer lead times must also receive fixed-price quotes and COTR authorization. Any equipment deemed beyond economic repair must be immediately locked out and tagged "BER Replace" for Government removal and disposal.

The contractor must develop and maintain a Quality Control Plan addressing all performance requirements and must comply with all installation access and security requirements, including background checks, personal identity verification, and force protection procedures. The contractor shall designate a Contract Manager with full authority to act on all contract matters and an alternate to serve in the manager's absence. All contractor employees must comply with installation regulations regarding fire, traffic, safety, and security, and the Government reserves the right to remove employees for misconduct or security reasons without relieving the contractor of performance obligations. Services shall not be performed on recognized U.S. federal holidays. The contractor must furnish all materials, parts, and equipment, with replaced parts becoming contractor property and subject to off-installation disposal in accordance with local environmental regulations. Utilities will be provided by the Government facility. Acceptable Quality Levels require 100 percent of available equipment to be inspected and serviced, 100 percent of equipment identified as beyond economic repair to be locked out and properly tagged, and 100 percent of authorized repairs to be completed either on-the-spot or scheduled with proper tagging.
