About this file

This is a solicitation for commercial products and services issued by the Nevada Army National Guard (NVARNG) for fitness equipment inspection, maintenance, and repair services statewide.

The solicitation (W9124X26QA015) is a small business set-aside for women-owned small businesses (WOSB), with a 100% set-aside designated. The solicitation issued on June 11, 2026, with an offer due date of June 29, 2026, at 11:00 AM. The period of performance for all work is July 1, 2026, through August 14, 2026. The solicitation uses a firm fixed-price pricing arrangement and is designated as a Request for Proposal (RFP). Four line items are included: Item 0001 covers technical inspection and preventive maintenance services for fitness equipment in the greater Las Vegas area; Item 0002 covers the same services for Reno, Carson City, and Fallon areas; Item 0003 provides on-the-spot and scheduled repairs with government-provided not-to-exceed funding; and Item 0004 requires submission of a final equipment listing documenting all preventive maintenance and repairs performed. The Product Service Code is J078 (equipment maintenance services), and the NAICS code is 811490. Evaluation will be based on price, technical capability (demonstrating primary business in fitness equipment maintenance and repair with manufacturer-authorized service credentials), and past performance. The contractor must complete a Performance Work Statement outlining inspection and maintenance protocols for various fitness equipment brands and submit a government-furnished equipment listing summarizing work performed on each piece of equipment.

(b) Prohibition. Section 1656 of the National Defense Authorization Act for Fiscal Year 2018 (Pub. L. 115-91) prohibits agencies from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service to carry out covered missions that uses covered defense telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) at https://www.sam.gov for entities that are excluded when providing any equipment, system, or service to carry out covered missions that uses covered defense telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless a waiver is granted.

(d) Representation. If in its annual representations and certifications in SAM the Offeror has represented in paragraph (c) of the provision at 252.204-7016, Covered Defense Telecommunications Equipment or Services-Representation, that it "does" provide covered defense telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument, then the Offeror shall complete the following additional representation:

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

[Insert evaluation factors in the relative order of importance. For requests for proposals, state:

Evaluation factors other than price when combined are [significantly more important than price /approximately equal to price/significantly less important] than price. For invitations for bids, list only price and price-related factors.]

1. Price.

2. Technical. 2.1 Provide reasonable assurance that the offeror is in the primary business of, or has an agreement with an entity that is in the primary business of commercial fitness equipment maintenance and repair services. 2.2 Provide training/service credentials for authorized servicing/repairing of manufacturer branded equipment as listed.

3. Past performance is not required, but the Government reserves the right to check past performance records and other Government agencies if deemed necessary.

Technical and past performance, when combined, are of equal value to price and the Government will take into account all factors when making the most advantageous decision

(best value).

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
