Question 1: In accordance with FAR 36.204, could you please indicate what the magnitude of construction range is for the Fuel Tanker Cleaning project? If this requirement is a services or supply contract (not construction), please indicate so and disregard this request for magnitude.

Response: This is a simple services contract. We are asking for a vendor to wash out our fuel tanker trailers for a change of product.

Question 2: Is the above billable as washes be performed? Four months to carry an invoice is a little bit much for small business. Thanks

Response: Yes we can accept partial invoicing through the Wide Area Workflow system as a special exception per FAR 52.232-40 but this process can still take time for getting invoices to pay promptly.

Question 3: What is the max radius that the tanks can be delivered to (from point to point)? Define 'hot water' and is there a min temp that must be held while the tank is in motion for 30 mins? Please advise.

Response(s):

1. What is the max radius that the tanks can be delivered to? Point to point. Within 25 miles from 6490 Range Road, Las Vegas, NV 89165.

2. Define 'hot water'. Is there a min temp that must be held while the tank is in motion for 30 mins?

Temperature in between 160-175 degree during the wash.

Question 4: Is there any info on what liquid are/ was present in the tanks? Is there any pictures of the tanks available?

Response:

Previous the trailer had JP5 or JP8 jet propulsion fuel made to strict military specification in them. See Attachment 2 for the UN 1863 MSDS for details on how to handle them.

See attachment 3 pictures for the fuel tank trailer M967. Water will be top fill from the manhole at the top of trailer. The tank trailer hold 5,000 gallon, it will need no less than 2,500 gallon of hot water per wash.

Question 5: Does the Combined Synopsis/Solicitation posted as solicitation number W9124X19Q0002 on FBO contain requirements similar to an existing contract or will this be a new requirement? If possible, please provide the current contract number.

Response: This is a new requirement. When preparing the solicitation I did not see similar requests but we have done a previous contract to purge the tanks which was not solicited on FBO it was sole sourced. This requirement is different, we are just requiring the services to wash out fuel tanker trailers for product change.

Question 7: When is the quote due and what temperature does the 2500 gallons of hot water need to be for placement into each fuel tanker?

The RFQ closes 2/27/19 @ 5:00pm PST and the Q&A deadline is 2/19/19.

1. What temperature does the 2500 gallons of hot water need to be for placement into each fuel tanker? A: Temperature in between 160-175 degrees F during the wash.

Question 8: Our team is planning to bid solicitation #W9124X19Q0002, however we had some concerns about the liability of driving around Las Vegas with heated hazardous liquid. I'm wondering if there would be any consideration in a change of scope? We believe we can cut disposal costs and quantities with the following procedure:

A triple rinse with an inert-ing detergent will thoroughly clean the tanker while only creating about 500 Gallons of liquid waste per tanker. Diesel Tankers that are to be reused will be best served if they are also treated with a “biocide” prior to their triple rinse. Please let me know if this would be an acceptable alternative.

Response: The procedure you have outlined as a proposed change of scope, would be considered by Military regulation as a change of process, and that process requires a specified cleaning agent and complete fill of the tanker with water plus an additional 500 gallons of clean water as a final rinse. We also do not require the biocide treatment as an addition to the current scope of work.

Question 9: When going through the scope of work, we noticed that the requirement calls for 2500 gallons of hot water to be driven around for approximately 30 minutes in each vessel. Then the vessel be emptied and dried. This produces an enormous amount of residual that will be costly to dispose. We have provided this service and the approach that we utilize consists of the following:

We purge the vapors from each vessel utilizing air until an LEL of 0% is achieved on an explosion meter. We then steam each vessel with low pressure steam, enter each vessel and towel to the bottom and then utilize a vacuum truck and remove the residual from the vessel. Can this scope be changed?

Response: The proposed service you have outlined would be considered a change of procedure according to regulation. I recognize there are multiple procedures available when purging tankers, although we have chosen the procedure outlined in the scope of work based on our needs and requirements in order to complete required repairs following the purge of each tanker. The procedure you have outlined as a proposed change of scope, would be considered by Military regulation as a change of process, and that process requires a specified cleaning agent and complete fill of the tanker with water plus an additional 500 gallons of clean water as a final rinse. We also do not require the biocide treatment as an addition to the current scope of work.
