MEMORANDUM FOR CONTRACT FILE

SUBJECT: Solicitation No: RFQ for Dugway catered meals

1. Will you be eating indoors? And will there be a buffet style serving area or will we need to bring the materials to set up a buffet line?

a. We can set up the chow line indoors. We will have use of the Ghost building on

Dugway. You will need to bring the materials to set up a buffet line. We can provide tables to set stuff on if needed.

2. Would we be able to bring a trailer to the location and leave it there during the whole training or is that something that we would have to move after each meal period?

a. You would be able to bring a trailer and leave it there.

3. Is there any cooking equipment in the building that we are using? Grills, fryer, ovens?

a. No, there is no equipment.

4. Is the kitchen on base available for use?

a. See question 3. The unit is not tracking any kitchens available in Dugway, coordination would have to be made with Dugway post if there any available.

5. Once the services are complete, do you have a timeline in which the invoice is accepted?

Reason being is that some states have 3-7 days after the contract is completed to accept the services and process the invoice then send it over to department of defense.

a. Payment terms are net 30. We are required by regulation to establish a seven calendar day suspense for the signed RR; however, as we know, it is not unusual to send one or even two follow-up requests for signature. Accelerated payments for small businesses are supposedly possible, and can be requested if the vendor communicates a need for prompt payment.

i. The Contracting Officer will make every means necessary to try and expedite the payment if it will mean the difference in receiving quotes from interested businesses.

Although a guarantee can’t be made, this office understands the need for payment to cover expenses made by a small business and encourages those small business’s to let this office know if the 30 day payment terms will discourage participation, the Contracting Office will throw its weight behind expediting the payment using the regulation at DFARS 232.903.

6. How soon is the award once the solicitation is closed?

a. The intent is to award same day if possible or the following day. This is to allow proper mobilization time for the event. The MTARNG will make every effort to send a contract award after the close of quotes.
