NATIONAL GUARD BUREAU

OFFICE OF THE US PROPERTY AND FISCAL OFFICER FOR MONTANA

1956 Mt Majo Street, P.O. Box 4789 Fort Harrison, Montana 59636-4789

NGMT-JFQ-CTR 08 June 2016

SUBJECT: Questions & Answers

ACQUISITION TITLE/REF NO.: W9124V-16-T-0011

QUESTION 1: The Statement of work says the state of Montana does not require Soldiers to pay the lodging facility sales and use tax. As a potential vendor for this project will that exemption apply to our company since we would pay the Hotel directly?

ANSWER 1: Please use the link provided in section 2.2 to check out the Montana Department of Revenue section concerning Exempt Lodging Sales. A brief excerpt is “if the accommodation charge is billed directly to the federal government”. Our interpretation that third parties are not tax exempt.

QUESTION 2: Is there a specific mile radius required as approved distance from the Hotel to 9383 Running W.

Road?

ANSWER 2: Section 3.6 states “reasonable distance”, the MTARNG usually considers a 10 mile radius reasonable.

QUESTION 3: Will you accept lodging to be split between 2 Hotels?

ANSWER 3: We use the singular “facility” to indicate we want the Soldiers to stay in a central location.

QUESTION 4: Is there a requirement to offer Hotels with interior entrance to rooms through the lobby only or will exterior room entrance from parking lots be allowed?

ANSWER 4: There is nothing in the SOW restricting exterior access unless it is in violation state, federal or safety requirements, codes or regulations.

QUESTION 5: For this contract we would have to utilize more than one hotel as you are looking for 65 and 105 double rooms and the max rooms in a hotel in that area is 81 rooms and only 50 of those are double rooms. Thus we would probably have to utilize several hotels to be able to meet the 105 double room target unless you have a hotel in mind that I can contact. The hotels I was looking at are in Helena MT near the base

ANSWER 5: This requirement is for the Missoula area. It is unlikely that Missoula will have a total of

105 double rooms so we are accepting of singles that are capable of being turned into doubles provided the room is still in a reasonable condition. We would also consider more than one facility provided they are adjacent to each other within 5 minute walking distance.
