Steel Indefinite Delivery, Indefinite Quantity Questions & Answers

Question 1: In the pictures I notice some hardware attached to the outside of the units, I assume these are provided by the Department of The Army?

Answer 1: Correct, all ancillary items seen in the photos like the shackles and clevises are provided by the Army and not a requirements.

Question 2: Drawing Note 2 states "Welds Equal To Thinnest Section Being Welded", Do we assume all welds are to fillet welds?

Answer 2: Yes

Question 3: Are all welds to be "Seal Welds" and are these units required to be water tight?

Answer 3: Continuous welds. Drainage holes to be added to each closed section. Qty. 4, near corner sections.

Question 4: Is there any NDT required for the welds?

Answer 4: No

Question 5: I assume welding to be performed in accordance to AWS D1.1 Code?

Answer 5: Yes

Question 6: Drawing Note 4 states "Structural Steel Used Unless Noted", what grade steel is required, standard (Beams A992 - Plate, Angle A36 - Tube & Pipe A500/A53)?

Answer 6: ASTM A36 and equivalent.

Question 7: Drawing Note 5 states "Paint All Over One Coat Zinc Chromate Blue", does the department require a specific manufacturer?

Answer 7: No

Question 8: Tolerances are not noted on drawings, do we use industry standard?

Answer 8: +/- 1/16”

Question 9: Will the Indefinite Delivery, Indefinite Quantity (IDIQ) be delivered to the same address as Initial Quantities?

Answer 9: Yes

Question 10: Is there a requirement for AISC certification for the fabrication shop?

Answer 10: No

Question 11: Do we have a 500 lbs. drawing?

Answer 11: No, dimensions are the same except for thickness. Per the materials list the 700lb is 2 ¾ inch plate, 500lb is 2 ¼ inch plate.

Question 12: Is it possible to get drawings for each piece that goes into one of the boxes?

Preferably of the 24 ft., ballast weight tub. Also, would it be possible to get a materials list?

Answer 12: Not provided or intended for solicitation. If required after award the drawings and CAD file can be provided. All include materials list except 8ft ballast weight tub, oversight.

Correction will be made and provided to the 8ft weight tub drawing.

Question 13: Are these drawings revised or changed in any way from previous drawings we have from earlier Contract purchases?

Answer 13: Yes, minor dimensional corrections and clarifications have been added since previous purchases of similar equipment.

Question 14: Note 5 on (some of) the drawings state 'Paint all over one coat zinc chromate blue.' I am having difficulty finding a paint that meets said requirement. Could you please specify this paint requirement?

Answer 14: Paint structure Blue, following all fabrication and inspection, to provide water and rust Protection with a paint designed to chemically bond to the steel.

Question 15: Solicitation Attachment #11 is a drawing for the 700lb weight. The drawings specify that each platform will need both a 700 lb. weight, and a 500 lb. weight. Is there another drawing for the 500 lb. weight? (In the 3D rendering (attachment #12) it appears to be shaped differently than the 700lb.)

Answer 15: Weights are not required per weight tub, it is listed as its own line item. That was included on the drawing for reference to the weight only. Shape for the 500lb and 700lb is identical, except for the thickness of the plate used. 700lb = 2 3/4 inch, 500lb = 2 1/4 inch.

Question 16: Not all drawings include part, or item numbers - are there versions of the drawings which include these? (Or will I simply refer to correlating item numbers on the drawings which do include them, and alter the dimensions based on the drawings without item numbers?)

Answer 16: In Attachment 13 - 8FT Weight Tub drawing.

Question 17: We would like to compare our pricing with any historical numbers you may have purchased these for on previous contracts. Is that information available or how could we compare our numbers to ensure we are submitting a competitive bid?

Answer 17: History on price may not be provided.

Question 18: I would like to request all Past History you would have on any of these same items purchased in the past. We can provide history on quantity, type, size, etc. but not price. Send the question to the end user and let him know that we want that information, except price.

Answer 18: This is not a follow-on contract to any previous steel tub contract. The past demand for similar products is not representative of future demands under this IDIQ contract. Due to the projected higher utilization of the steel weight tubs to support upcoming test program the demand has changed.

Question 19: Attachment 4-8FT drawing refers to the 'side lug' parts (the long side strips with ridges and bolt eyelets) as being 1/2 "thick (Section B-B), yet all other pages of the drawings which include notes call out the thickness for these parts as 1-1/4".

Answer 19: - 1/2" is the correct thickness of the side longitudinal lugs. Typo on table.

Question 20: For example in Attachment 9-28FT drawing refers to the side lugs as item #7; the description for this item given in the notes is 1-1/4 plate.

Answer 20: - 1/2" is the correct thickness of the side longitudinal lugs. Typo on table.

Question 21: Are the notes given in attachments 5,6, 8 & 9 accurate for the materials required?

If not, is there a drawing, or other attachment which calls out the material requirements for the platforms?

Answer 21: Every attempt is made to depict materials needed on table. Questions/clarification will be addressed as they arise.

Question 22: We noticed in the drawings provided that the bill of materials notes 10 quantity extra "TUBE SOCKETS" than what we see fit to complete a unit. Would you like us to estimate according to the materials we find necessary to build the unit, or go off of the bill of materials?

Answer 22: Estimate according to weight tub dimensions.

Question 23: We also see some inconsistencies with the Bill material listing and/or drawings details, not sure at this stage if that's a big deal or not.

Answer 23: Please question any noticed inconstancies at this time that will impact the quote.

Any small questions/clarifications on dimensions or fabrication that do not impact the quote/cost can be resolved after award.
