Installation Support Services
This is a Sources Sought Notice for the purpose of market research only. The Department of the Army, Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington, in support of the mission at Yuma Proving Ground (YPG), Yuma, AZ, is requesting information in order to determine the existence of viable Small Business sources capable of providing Installation Support Services for YPG, Yuma, AZ.
The Government is not soliciting offers at this time. A Solicitation is not currently available. This sources sought announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract.
No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow-up Requests for Information. If a solicitation is released, it will be synopsized on www.fbo.gov.
JBLM has a requirement to support YPG by providing preliminary Market Research in anticipation of the continued need for a contractor to provide Installation Support Services. The current contract supports the Installation Management Command (IMCOM), U.S. Army Garrison (USAG) Yuma Directorate of Public Works (DPW) by supporting the Government workforce with contractor personnel.
The North American Industry Classification System (NAICS) code is 561210, Facilities Support Services. The small business size standard for this NAICS code is $38.5 million. This industry comprises establishments primarily engaged in providing operating staff to perform a combination of support services within a client's facilities.
Establishments in this industry typically provide a combination of services, such as janitorial, maintenance, trash disposal, guard and security, mail routing, reception, laundry, and related services to support operations within facilities. These establishments provide operating staff to carry out these support activities; but are not involved with or responsible for the core business or activities of the client.
Establishments providing facilities (except computer and/or data processing) operation support services and establishments providing private jail services or operating correctional facilities (i.e., jails) on a contract or fee basis are included in this industry.
Description of services: ISS requires the Contractor to execute technical and professional services for Operations and Maintenance (O&M) repair and replacement;
new ‘minor’ construction; and renovation of Real Property IAW industry standards, the most recent and current Federal, State, local laws and regulations, YPG directives and Performance Work Statement instructions. It is the Contractor’s responsibility to become familiar with the regulations and standards that pertain to specific areas of responsibility. Performance must meet critical reliability rates or tolerances and comply with industry standards. The types of trades required are: carpentry, masonry, concrete finishing, waste water collection, electrical, plumbing, heavy equipment operation, painting, locksmith, heating and air-conditioning, water distribution, http://www.fbo.gov/ pipefitting, grounds keeping, pest control and sanitary landfill operations. Additional services include service order control, receipt and dispatching, furnishings management, Unaccompanied Personnel Housing (UPH) (limited), supply purchasing, warehousing and issue, and environmental reporting.

YPG’s test facilities are remotely located in the desert southwest at Yuma, Arizona;
YPG is characterized by little rainfall (less than three inches per year), extreme temperatures (exceeding 110 degrees Fahrenheit), and a terrain consisting of rocky hills and valleys with sparse vegetation.
