About this file
This is a Questions and Answers document for federal contract W9124M26QA019 addressing clarifications on maintenance service requirements for an upgraded DAQ Starwatch/ICIDS security system.
The Government does not specify defined quantities of emergency or non-emergency service calls, as the requirement is based on response capability rather than projected call volume. Contractors must propose Firm-Fixed-Price (FFP) pricing that accounts for corrective maintenance risk using professional experience with similar security and access-control systems, industry knowledge of labor and materials estimation, and 24-hour emergency response capability for comparable systems. Contractor performance expectations include 24/7/365 emergency response availability, two-hour on-site arrival from initial notification, and 95% compliance with arrival requirements validated by Contracting Officer's Representative review. Emergency service calls are limited to Critical System Failures including IDS failure preventing SCIF security and total Access Control System failure. The Government does not possess historical failure data for this upgraded configuration, as it represents a new maintenance effort associated with system modernization. Personnel security requirements apply only to contractor personnel who require unescorted physical or electronic access to the applicable SCIF/ICIDS systems for maintenance and cybersecurity sustainment; these personnel must possess TS/SCI clearances in accordance with PWS §1.4.1, though the Government will provide escorts for all contractors. The solicitation closing date and time remain unchanged; the Government declined a one-week extension request due to FY26 expiring funds and the requirement for contract award prior to 01 October 2026 to meet Government appropriation deadlines.

W9124M26QA019 Questions and Answer
Question 1: Typically, emergency service and non-emergency service calls are quantified in separate CLINs from Preventive Maintenance and each other. How many emergency service calls and non-emergency service calls should be accounted for?
Answer 1: The Government does not have a defined quantity of emergency or non-emergency service calls for this requirement. As stated in the PWS, the requirement is based on response capability, not projected call volume.
Contractor performance expectations include:
• 24/7/365 emergency response availability in accordance with PWS Sections 1.6 and 5.2.
• Two-hour on-site arrival from initial notification, as required in Sections 5.2 and 7.
• 95% compliance with the two-hour arrival requirement, validated by COR review of service documentation.
Emergency service calls are limited to Critical System Failures, including but not limited to:
• IDS failure resulting in inability to secure a SCIF.
• Total failure of an Access Control System (ACS).
Question 2: Is there any historical data to determine the average quantity of failures in a one-year period? If not, how is anyone to accurately quote what will be needed if the end user cannot specify a quantity?
Answer 2: The Government does not possess historical failure data for the upgraded DAQ Starwatch/ICIDS configuration. This requirement represents a new maintenance effort associated with modernization of the system architecture.
Offerors shall develop Firm-Fixed-Price (FFP) proposals that account for corrective maintenance risk based on:
• Professional experience with similar security and access-control systems requiring continuous operational availability.
• 24-hour emergency response capability for fielded systems of comparable complexity.
• Industry knowledge and judgment in estimating labor, materials, and response resources necessary to maintain operability throughout the period of performance.
Question 3: Please clarify the personnel security requirement in PWS §1.4.1. The PWS states that, in accordance with DNI IC Tech Spec guidance, "all contractors" are required to be cleared to the TS/SCI level. Please confirm whether this requirement applies to
(1) all contractor employees assigned to the contract, including personnel who never enter a SCIF or access the ICIDS/SCIF systems, or
(2) only contractor personnel who require unescorted physical or electronic access to the applicable SCIF/ICIDS systems. Please identify the specific section/paragraph of the current IC Tech Spec, ICS 705, ICD 705, or other governing authority upon which the TS/SCI requirement is based, and clarify whether appropriately escorted/monitored personnel with a lower clearance may perform maintenance as contemplated by the IC Tech Spec.
Answer 3: The requirement applies to scenario (2). While the Government will provide escorts for all contractors, this does not waive the clearance requirement.
Any contractor personnel who physically or electronically access the applicable SCIF/ICIDS systems to perform maintenance and cybersecurity sustainment must possess a TS/SCI clearance in accordance with PWS §1.4.1.
Question 4: Please provide an extension of 1-week to properly responds to this solicitation.
Answer 4: The Government respectfully declines the request for an extension. Due to the utilization of Fiscal Year 2026 (FY26) expiring funds, strict adherence to predetermined acquisition planning milestones is required. This contract must be awarded prior to 01 October 2026 to meet Government appropriation deadlines.
Therefore, the solicitation closing date and time remain unchanged.
