About this file
This is a Questions and Answers document for federal contract W9124M26QA019 addressing maintenance service requirements for upgraded DAQ Starwatch/ICIDS security and access control systems.
The Government clarifies that the requirement is based on response capability rather than projected call volume, with no defined quantity of emergency or non-emergency service calls specified. Contractor performance expectations include 24/7/365 emergency response availability, two-hour on-site arrival from initial notification, and 95% compliance with the arrival requirement validated through Contracting Officer Representative review of service documentation. Emergency service calls are limited to Critical System Failures, specifically IDS failures resulting in inability to secure a SCIF and total failure of an Access Control System. The Government acknowledges it does not possess historical failure data for the upgraded system configuration, as this represents a new maintenance effort associated with system modernization. Offerors must develop Firm-Fixed-Price proposals that account for corrective maintenance risk based on professional experience with similar security and access-control systems requiring continuous operational availability, 24-hour emergency response capability for fielded systems of comparable complexity, and industry knowledge and judgment in estimating labor, materials, and response resources necessary to maintain system operability throughout the period of performance.

W9124M26QA019 Questions and Answer
Question 1: Typically, emergency service and non-emergency service calls are quantified in separate CLINs from Preventive Maintenance and each other. How many emergency service calls and non-emergency service calls should be accounted for?
Answer 1: The Government does not have a defined quantity of emergency or non-emergency service calls for this requirement. As stated in the PWS, the requirement is based on response capability, not projected call volume.
Contractor performance expectations include:
• 24/7/365 emergency response availability in accordance with PWS Sections 1.6 and 5.2.
• Two-hour on-site arrival from initial notification, as required in Sections 5.2 and 7.
• 95% compliance with the two-hour arrival requirement, validated by COR review of service documentation.
Emergency service calls are limited to Critical System Failures, including but not limited to:
• IDS failure resulting in inability to secure a SCIF.
• Total failure of an Access Control System (ACS).
Question 2: Is there any historical data to determine the average quantity of failures in a one-year period? If not, how is anyone to accurately quote what will be needed if the end user cannot specify a quantity?
Answer 2: The Government does not possess historical failure data for the upgraded DAQ Starwatch/ICIDS configuration. This requirement represents a new maintenance effort associated with modernization of the system architecture.
Offerors shall develop Firm-Fixed-Price (FFP) proposals that account for corrective maintenance risk based on:
• Professional experience with similar security and access-control systems requiring continuous operational availability.
• 24-hour emergency response capability for fielded systems of comparable complexity.
• Industry knowledge and judgment in estimating labor, materials, and response resources necessary to maintain operability throughout the period of performance.
