About this file
This is a Standard Form 30 (SF 30) amendment to solicitation W9124M26QA006 issued by the U.S. Army, Materiel Command (MICC-FT Stewart), effective March 31, 2026. The amendment removes one training course from Contract Line Item Number (CLIN) 0001, reducing the FY26 Master Breacher Course support from two course iterations (classes 02-03) to one course iteration (class 03), decreasing the quantity from 2 to 1. The period of performance for both CLIN 0001 and CLIN 0002 has been extended from May 1, 2026 through December 31, 2026 to July 7, 2026 through December 31, 2026. The response due date for offers has been extended from April 9, 2026 to April 30, 2026.
The amendment modifies contract clause 252.232-7006 regarding Wide Area WorkFlow (WAWF) payment instructions, establishing specific routing data requirements for payment processing, including Department of Defense Activity Address Codes (DoDAACs) for various payment officials and inspection activities. Additionally, the amendment updates evaluation criteria under FAR clause 52.212-2, establishing a firm-fixed price contract award methodology using four evaluation factors: Price, Technical Capability, Mission Capability, and Past Performance. All non-price factors must receive an "Acceptable" rating for an offeror to be eligible for award. Contract terms include options to extend services for up to 6 months and to extend the contract term for up to 5 years total duration. The contracting officer is MAJ Konrat, Jack, reachable at jack.konrat.mil@army.mil.

Miscellaneous text in this section has been modified to:
APPROACH AND FACTORS:
1. The Government intends to award a Firm-Fixed price contract using price Basis for Award:
and other non-price factors, in accordance with procedures in the Federal Acquisition Regulation. Quotes will be evaluated and given ratings of acceptable or unacceptable but will not be ranked using the non-price factors. In order for an offeror to be considered for award, the quote must receive an "Acceptable" rating in every non-price factor. A quote receiving a rating of "Unacceptable" in any non-price factor will not be eligible for award.
a) All quotes will be reviewed for timeliness. If the quote is received after the closing date and does not meet the criteria for "late submissions" in the solicitation, the quote will not be opened.
b) Timely quotes will be reviewed for compliance to the solicitation. If the quote does not comply with the requirements of the solicitation, the quote will not be evaluated further and the offeror will be notified that the quote is non-responsive.
2. Four (4) evaluation factors will be used to evaluate offeror's quotes: 1) Evaluation Factors:
Price, 2) Technical Capability, 3) Mission Capability, 4) Past Performance.
2.1Factor 1 Price - The evaluated price for award purposes will be the total of all CLIN prices. All CLINs must be filled out to be complete. Any incomplete pricing may be considered non-conforming to the solicitation requirements and not eligible for further evaluation. The quote will be reviewed to determine if the proposed price is fair and reasonable. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.
2.2 - Factor 2 Technical The technical quote will be evaluated for reasonableness and understanding of the Ranger Master Breacher Support requirement. The quote that does not demonstrate the capability to complete the work required in the Performance Work Statement (PWS) will be found unacceptable.
2.3 The offeror shall provide narrative descriptions outlining Factor 3 Mission Capability -an understanding of Special Operations Forces (SOF) and identify SOF specific personnel as outlined in the PWS.
2.4 Factor 4 Past Performance - Past performance will be evaluated based on recency and relevancy and rated as either acceptable or unacceptable.
3. Factors will be be rated using the following table:Rating:
Rating Description
Accepta ble
Quote clearly meets the minimum requirements of the solicitation and meets all criteria listed in the factors.
Unacce ptable
Quote does not clearly meet the minimum requirements of the solicitation and or failed to meet all criteria listed in factors.
