About this file

This is a Questions and Answers document for the Master Breacher Course Support solicitation (W9124M26QA006), issued by the U.S. Army to clarify requirements and evaluation criteria for potential contractors.

The solicitation seeks support for the Ranger Master Breacher Course (RMBC) conducted at Fort Benning, Georgia, across five or more ranges. The Government expects three annual courses with a potential fourth course, though training schedules may adjust within the fiscal year and are not shareable due to classification levels. All training activities will be conducted at Fort Benning, and the contractor must provide all materials and equipment with no Government-furnished equipment available. No permanent storage facilities will be provided by the Government. The incumbent contractor is Rampdown Works LLC, with a current contract value of $210,000 for one course; this represents the Government's Independent Government Cost Estimate (IGCE) for one off-course. The Government will not provide course curriculum or syllabi due to the sensitivity and classified nature of tactics, techniques, and procedures (TTPs) associated with the training.

Evaluation will be conducted on a pass/fail basis for all non-price factors (Technical, Mission Capability, and Past Performance), with award made to the lowest-priced offeror who receives acceptable ratings on all non-price factors. Past performance will be evaluated at the company level on an acceptable/unacceptable basis, with companies having no past performance not penalized. No discussions are anticipated, and award will be made based on initial quotes. Pricing must be structured by Contract Line Item Number (CLIN) as written with no supporting pricing narratives permitted. The Quality Control Plan is required prior to contract start but not at proposal submission. Secret clearance is not required at award but may be required post-award if the 75th Ranger Regiment determines necessity. Key personnel (Contract Manager, Quality Control Manager, Systems Administrator) must meet performance expectations, with flexibility on whether positions are full-time, part-time, or collateral duties. Technical specifications clarify door types: heavy wood doors are solid wood (non-press board), light metal doors are exterior residential doors with nonflammable insulation, and heavy metal doors are industrial exterior metal doors. This is a single-award contract with no multiple awards anticipated.
