QUESTIONS AND ANSWERS

Questions and Answers

Question: Can you tell me if these services are currently being performed by a contractor? If so, could you please provide the incumbents’ name as well as the contract number?

Response: Yes, currently these services are being performed. The contract number is W9124M22C0006.

Advanced project Consulting, LLC is the current contractor.

Question: I don’t see a section 52.212-1 which should be titled Instructions to Offerors and detail out what the RFP submission should include information on specific details of what size font to use, margin size, how many pages the Technical volume can be, etc. Can you provide or clarify if there are no requirements for this volume?

Response: reference the Amendment posted on SAM.gov.

Question: Does the Government have any specific requirements for substantiating technical requirements?

Response: Reference the Amendment posted on SAM.gov.

Question: Does Government require separate quote volumes (e.g., Volume I – Technical, Volume 2 – Price, Volume 3 – Past Performance)?

Response: reference the Amendment posted on SAM.gov.

Question: Are there page count restrictions for each volume?

Response: No

Question: Pricing – Government requests Offerors to complete section B, provide price breakdown to include position, fringing benefit, G&A, and profit. Does Government have a preferred format to use?

Response: No, preferred format but must be in Excel and clearly identify each breakdown.

Question: Past Performance – are there any requirements or restrictions for past performance evaluation?

Response: reference the Amendment posted on SAM.gov.

Question: Can you confirm Addendum 52.212-2 (technical, price, and past performance) is still a requirement as part of our proposal submission?

Response: Yes, it is still a requirement.

Question: If the technical, price, and past performance is still part of the RFQ submission, is there a page count limit, expected font, and font size for the Technical, Price, and Past Performance Volumes?

Response: No.

Question: Section 52.212-2 (Evaluation – Commercial Products and Commercial Services) indicates the government will award a contract to the responsible offeror whose offer is most advantageous to the government.

Accordingly, is it safe to assume a best value evaluation with the Technical and Past Performance weighted more heavily than Price?

Response: reference the Amendment posted on SAM.gov.

Question: As PP is evaluated acceptable/unacceptable (pass/fail), could a firm with no Past Performance be acceptable because their PP is unknown?

Response: reference the Amendment posted on SAM.gov

Question: Is the pricing evaluation based on LPTA criteria? I ask because PP and Technical are being rated on an acceptable/unacceptable (pass/fail) basis.

Response: reference the Amendment posted on SAM.gov.

Question: Will the MICC consider evaluating the PP volume higher than price volume? The transition timeline is swift (June 1), a firm’s PP and management plan (technical volume) would speak their ability to transition successfully.

Response: reference the Amendment posted on SAM.gov.

Question: Based on the current evaluation criteria (52.212-2), a company with no proven past performance (unknown) which meets the minimum technical criteria, can bid extremely competitive and succeed. Is this the government’s intent?

Response: reference the Amendment posted on SAM.gov.

Question: Will the MICC consider evaluating the past performance volume higher than price volume?

Response: reference the Amendment posted on SAM.gov.

Question: Addendum (52.212-2): In Q&A 2 below, the government states they will consider awarding based on “Highest Technically Rated Offeror or Lowest Price Offeror”. These are very different evaluation approaches.

Which approach is it?

Response: reference the Amendment posted on SAM.gov.

Question: Are technical volumes going to be evaluated on a scale to determine which is higher rated? If not, how will the government determine the highest technically rated offer?

Response: reference the Amendment posted on SAM.gov.

Question: Are past performance volumes going to be evaluated on a scale to determine which is higher rated? If not, how will PP volume be rated?

Response: reference the Amendment posted on SAM.gov.

Question: The government has taken buy-in into account to avoid LPTA. However, Addendum (52.212-2) states a company with zero past performance, or “unknown”, will be found acceptable. If their technical meets the minimum expectations, then how can the government avoid Lowest Price evaluation? If a firm A’s past performance is unknown, will they rank lower than Firm B’s if B’s past performance is more established/relevant?

Response: reference the Amendment posted on SAM.gov

This also include other individual Echelon Above Brigade (EAB) reorganization and unit equipment planning. Duties will include redistribution and reduction of excess equipment throughout the various military installations involved with HQDA EXORD 130-17. The Contractor will provide the G4 Asset Visibility and GCSS-A Property Accountability Section with the General Equipment (GE) monthly testing, GCSS-A accountability Management, Asset Visibility and Unit Status Reporting. 2. Scope:

a. This Performance Work Statement (PWS) demonstrates how the Contractor shall perform its duties in support of the 3rd ID G-4 Asset Visibility/GCSS-A Property Accountability Team.
