Solicitation provision 52.212-1, Instruction to Offerors – Commercial Items, is tailored as follows:

All references to offer is changed to quote.

Paragraph (b)(11), in Submission of offers, is deleted.

Paragraph (c), Period for acceptance of offers, 30 calendar days is changed to 90 calendar days.

Paragraph (d), Product samples, is deleted.

Paragraph (g), Contract award, add the following: If discussion are deemed necessary, a competitive range will be determined and offerors notified. The Contracting Officer may limit the competitive range for purposes of efficiency IAW FAR Part 15.306 (c)(2).

Paragraph (h), Multiple awards, is deleted.

Paragraph (i), Availability of requirements documents cited in the solicitation, is deleted.

The following paragraphs are added to provide specific instructions.

(m) Quote submittal and inquiries.

(1) Quoters must review Provision 52.212-2, Evaluation - Commercial Items. Quoters are responsible for providing the information required by this provision.

(2) Quotes must be submitted via email to both of the Points of Contact listed below. Submission must be received no later than the date and time in Block 8 of the SF 1449. It is the contractor’s responsibility to confirm receipt of correspondence. Email submittals should include the solicitation number in the subject of the email. Emails shall be kept to a file size of less than 10 megabytes, or separated into multiple emails with the number of emails identified in the subject line (1 of __, 2 of __, etc). It is the responsibility of the quoter to verify that the emailed offer has been received timely. Fax submittals will not be accepted.

Any questions regarding this solicitation must be submitted in writing via email no later than 2:00 PM on 24 June 2024. Submit all questions to both of the Points of Contact below.

(n) Quote content.

(1) Request for Quote Documents: Quoters are required to submit a completed Standard Form (SF) 1449. Failure to follow the instructions below may cause your quote to be deemed unacceptable by the Government.

(i) SF 1449: This form must be fully completed and signed in block 30. The contractor shall acknowledge any amendments to the RFQ in accordance with the instructions on the SF 1449 (page 1of the SF30 amendment must be signed and return).

(ii) Price Schedule: The Price Schedule shall be submitted fully completed and error free. Prices should show each unit price and total amount for each line item. The quoters shall ensure the units prices are represented in two decimal positions only (example: $0.27, not 0.27458).

(iii) Representations and Certifications: The quoters shall ensure that provisions 52.212-3 Offeror Representations and Certifications – Commercial Items; and 52.219-1, Small Business Program Representations ALT I are completed and submitted with all blocks in each certification/representation completed truthfully and completely. Quoters are not required to complete this provision if they have completed Online Representations and Certifications in the System for Award Management and no changes are necessary.

(2) Technical Submission: The quote at a minimum must contain the following:

(i) Staffing Plan – For depicting staffing, offerors shall provide the following information: Provide manpower matrices showing the proposed total overall manning for their proposed organization structure. Separate matrices are required for based period and each option years. Clearly depict the total number of Full Time Equivalents (FTE) proposed by labor category. All cross utilization of the labor force shall be clearly explained and depicted. In the event that cross-training/cross_utilization of personnel is proposed, discuss your approach to include how the qualification requirements of each of the positions included in the plan will be satisfied.

(ii) Qualifications – Provide the qualifications of all proposed personnel IAW PWS paragraph

1.6.9. All data entry personnel under this contract must possess a high school diploma and must obtain a DoD CAC for network access as soon as possible after award. Experience with the following GFEBS roles is highly desirable:

(iii) Emails with attachments shall not exceed a combined filze size of 20 megabytes (MB), if additional emails are necessary ensure the naming convention corresponds to the original email e.g.

Contractor A – Technical Submission Part 1, Contractor A – Technical Submission Part 2, or Contractor B – Past Performance Part 1, Contractor B- Past Performance Part 2, etc. Limit of emails is set to three per Price Schedule, Technical Submission, and Past Performance.

(3) Past Performance: Quoters shall describe their record of past performance with services similar in nature, size, and complexity. Quoters shall submit a list of relevant contracts performed within the past 3 years including current work. Past performance information shall be presented in the following format. Data that is not current or references that can no longer be reached will be discarded and not considered.

- Customer Name

- Contract number, contract value, and period of performance

- Description of the work and how it is relevant to this solicitation

- Points of contact with telephone numbers and e-mail addresses

ADDENDUM TO 52.212-2

Solicitation provision 52.212-2, Evaluation – Commercial Items, is tailored as follows:

Paragraph (a), (b), and (c) are deleted and hereby replaced as follows:

(a) Basis of Award: This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 13.106-2, Evaluation of Quotations or Offers, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS).

Award will be made to a single quoter who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose quote conforms to the solicitation requirements, and is determined to be the overall best value to the Government. The resulting contract may be awarded to other than the lowest price considering all factors.

(b) Evaluation Criteria: Each quote will be evaluated under three evaluation factors: Technical Approach, Past Performance, and Price. Trade-offs between price and non-price factors are permitted. For this evaluation the Technical Approach is more important than Price, which is more important than Past Performance.

(1) Technical Approach: The quoter’s technical approach will be outlined in their staffing plan. Staffing plans will be evaluated on their approach to meeting the PWS requirement. Staffing plans that list more highly qualified data entry personnel will be more highly rated. (See PWS paragraph 1.6.9 for a list of desired qualifications). Additionally, staffing plans that better address an ability to respond to surges in demand will be more highly rated. Quotes will be evaluated for risks of disruption to service caused by understaffing or reliance on less qualified workers. The Technical Factor will receive one of the ratings defined below:

Rating Description

Outstanding The quote indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

Good The quote indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.

Acceptable The quote meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Marginal The quote has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

Unacceptable The quote does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is un-awardable

(2) Past Performance: The Past Performance evaluation will assess the quoter’s probability of meeting the solicitation’s requirements as indicated by that quoter’s record of past performance. Quoters should be aware that in conducting the performance risk assessment, the Government may use data provided in the quoter’s proposal and data obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems. Past performance areas of evaluation include: Quality of Service, Business Relations, Cost Control, and Customer Satisfaction. In evaluating this element the assessment will concentrate on the recency and relevancy of the past performance information.

(i) Recency: Past performance information must have been performed during the past 3 years from the date of issuance of this solicitation to be considered recent. Information that fails this condition will not be evaluated.

(ii) Relevancy Assessment: The Government will conduct an evaluation of all recent performance information obtained to determine if it is the same or similar in nature, size, and complexity to the service being procured under this solicitation. A relevancy determination of the quoter’s past performance will be made. In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the quoter or subcontractor whose contract is being reviewed and evaluated. The past performance information provided in the proposal and information obtained from other sources will be used to establish the degree of relevancy of past performance.

Quoters without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the quoter may not be evaluated favorably or unfavorably on past performance. Therefore, the quoter shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “Neutral.” The Past Performance Factor will be assigned one of the ratings defined below:

Rating Description

Substantial Confidence

Based on the quoter’s performance record, the Government has a high expectation that the quoter will successfully perform the required effort.

Satisfactory Confidence

Based on the quoter’s performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort

Neutral Confidence

No performance record is available or the quoter’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The quoter may not be evaluated favorably or unfavorably on the factor of past performance.

Limit Confidence

Based on the quoter's performance record, the Government has a low expectation that the quoter will successfully perform the required effort.

No Confidence Based on the quoter’s performance record, the Government has no reasonable expectation that the quoter will be able to successfully perform the required effort.

(3) Price: Pricing will be evaluated as outlined below:

(i) Price Realism and Reasonableness: Quoters will be evaluated to determine if they are unreasonably high or unrealistically low in relation to other quoters. Proposed prices will also be evaluated against the market value for other services currently being performed and the Independent Government Estimate (IGE). Quoters with prices that are unreasonably high, unrealistically low, unbalanced (IAW FAR 15.404-1(g)), or do not support the technical solution may be eliminated from competition on the basis that the quoter does not understand the requirement or the quote represents too great a risk.

(ii) Option Pricing: The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s). As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the quoter's final option period price to the quoter's total price. Thus, the quoter's total price for the purpose of evaluation will include the base period, all options, and 1/2 of the last option. Quoters are not required to enter a price for the six-month period.
