Questions asked and answers 8 Nov 2021
1. Given a contractor will be required to be onsite at the FS location to man the linen exchange, what would be the expected hours per day (Monday - Friday)? What are the hours of the DX for the contractor staff and the expected duties? The hours of operation are Mon-Fri from 0730-1600 daily at FS, HAAF is only open Mon-Wed-Fri from 0730-1600 both facilities are closed on weekends and all Federal Holidays. DX is a very rare occasion as our customer base has decreased over the years.
2. To clarify, there will be only one drop-off location which is the FS and there will not be any drop-offs of pick-up required for HAAS? Fs is the main drop off point, items that need to go to HAAF will be sent up via a van as the workload does not require the use of a box truck.
3. Based on the previous q/a, are all dry-clean items and uniforms for funerals, or is it part of the daily linen needs? This will be the first year we incorporate dry cleaning with our laundry service, yes all dry cleaning will be for the funeral detail.
4. Will the government only accept government-owned uniforms? Meaning, would it be acceptable for the contractor to provide uniforms as part of this contract? I am not sure what you are referencing with the uniforms. The gov’t is only cleaning gov’t furnished items, ie cook uniforms, YCAU uniforms the contractors currently do not wear uniforms, they wear civilian clothes.
5. Upon contract award, what is the expected installation startup period? We want to start on or about 1 Jan 2022
6. Are the quantities included in the CLINS expected to increase or decrease throughout the performance period(s)? Yes depending on the needs of customer and units coming in for training.
7. Are the quantities in the CLINS for the annual expected totals? Yes.
1. What is the time duration of the contract? Is it a one year contract with annual options? Is the work billed weekly or monthly? The contract is a Base plus 4yrs. The invoices are billed monthly from a quarterly purchase request.
2. SF 1449 lists one address for drop-off (1624 W 6th St BLDG 2916, Fort Stewart, GA 31314-5185) but a previous answer from a question asked states there are two locations for drop-off. One for FS and one for HAAF which is an hour away. Can you provide the address for HAAF? FS is the main laundry on post, HAAF is the secondary drop off /pick up point for the customers serviced there. All items are received at FS and those that go to HAAF are transported there. The address for HAAF is 43 Liberator Rd, Bldg 1036, Hunter Army Airfield, GA 31409.
3. What is meant by the direct exchange point? Is this established by the contractor? Please see attachment for maintaining Direct Exchange. This is a Contractor Owned Contractor Operated contract so the contractors must retain funds for IPR service as payment. The contract currently has items that they maintain for DX that were given to.
What is the address for the place of performance? The address where the items will be delivered to after cleaning is 834 W. 6th Street, Bldg 1509, Ft F. Stewart, GA 31314, Will there only be pick and delivery services need or will in house services be needed as well? Only pick-up and delivery, there is no equipment onsite to perform in house cleaning, all cleaning is performed off site.

1. Does the uniform materials withstand dry-cleaning only? We have an alternate approach to a special wash cycle then a steam cycle that would give the uniforms a dry-clean / press-like output. Would this substitute be a concern? The Army uniforms ae Dry clean only. The only concern would be damage to the uniform as they are expensive to replace.
2. Would you be able to provide the existing incumbent information and the historical linen load (approximately)? 127K over the past 4yrs, line will consist of sheets, spread, blanket, cover pad, pillowcases, pillows.
3. The requirement notes that the linen items are government-furnished, would there be any items that would have to be replaced by the contractor? If the linen is damaged by the contractor during the cleaning process it will be replaced by the contractor.
4. There are 2 separate timeframes mentioned for the linen pick-up. Can you clarify the schedule for pick-up and drop-off? Linen can be picked up at FS 5 days a week M-F, All items are process thru FS, HAAF will not have any linen as their customer base is small.

1. Are all linens (including the requirement for stocking up to 50% availability at all times) government-owned and provided? Yes we only clean gov't furnished linen.
2. Will the contractor be required to be onsite at a government-furnished location or will all duties be handled from the contractor's location? Not sure what you are asking ,currently the manager and employees are onsite because the items are cleaned offsite.
3. Is this a new or existing requirement? If existing can you provide the contract number and incumbent details. This is an existing requirement.
4. Will there be personal laundry needs not funded by this project, which would require the contractor to accept payment directly from authorized personnel requiring laundry services? No
5. Will the government be responsible for replacing any worn/torn items that are not repairable? The contractor is responsible for any damaged or lost items.
6. Is there an expectation for a turn-around time-period for the laundry drop-off? 72 hrs excluding weekends and Federal Holidays.
7. When is an award decision anticipated? We would like to have a new contract in place NLT 1 Jan 2022.
1 what is the numerical amount of items that are expected to be dry cleaned? Dry cleaned is based on the number of funerals per year we have been averaging around 1,600 pieces per year.
2 what is the turnaround time on the items? Turn-around time for all items is 72 hrs excluding weekends and Federal Holidays.
3 is that business days or actual days? No sure what you’re asking but the normal business hours are Mon-Fri for Ft Stewart and Mon-Wed-Fri for HAAF as their customer base is much less than FS.
4 are linens for the whole facility expected to be cleaned and if the equipment to cover linens isn’t available would that keep us from being awarded the contract? Any linen turned in are expected to be cleaned and returned within the 72hr timeframe, if the equipment to clean the items is not working how can/do you expect to clean the items and return them within the required timeframe. We cannot wait for repairs when we are constantly sending linen to be cleaned.
5 is every day pick and drop off expected? Drop off at FS is 5 days a week excluding weekends and Federal Holidays, Drop off at HAAF is Mon-Wed-Fri only excluding weekends and Federal Holidays
1) The Contractor shall pick-up soiled items/equipment from FORT STEWART/HUNTER ARMY AIRFIELD daily by 1300 and laundered items shall be returned to the location it was received from by 1530
The driver that delivers the items to HAAF will have those soiled items returned to FS NLT 1530, the items turned in to be cleaned from HAAF should be turned in NLT 1300 in order to have them tagged and ready to be sent to FS. HAAF is only operation on M-W-F. FS is operational 5 days a week. HAAF is roughly a hour from FS depending on traffic.
2) What are the days/hours the DX linen exchange is to be manned by our personnel? DX is kept at FS 5 days a week and is manned by the contractor.
3) For all items not picked up at the DX linen exchange, what other pickup and drop points are there at the base to collect all of the items, and how many days turn-around time is there between pickup of dirty items, and return of clean items.
FS is the primary drop off/pick up point for all of the laundry, the items at HAAF are sent to FS to be sent out to be cleaned. FS is the main laundry facility, HAAF is a hub of FS. FS has ample space to store DX linen.
