Questions: Government Responses:

On page 5 it says the delivery date of the platform is Sept 29h 2020 which is 14 days after the offer is due onf Sept 15th. Is that a hard date?

This is a start date, which may be sooner if the contract is awarded sooner. This date is not saying that the end product has to be delivered by 29 September 2020 but that work has to be started by that date.

Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

This is a new requirement.

The PWS indicates that the place of performance is to be on various locations on Ft Stewart and Hunter Army Airfield. Is this an indication that the government expects the winning contractor to work on site the entire time? Can this be considered a remote task with occasional engagements conducted via TEAMS or other DoD Compliant collaboration tools and as necessary small socially distant meetings coordinated with specific stakeholders?

The awardee will not be continuously on site at Fort Stewart and Hunter Army Airfield (HAAF). The various locations will be for recording of video content. It is anticipated that the major it of the effort can be executed remotely an through the use of distant meeting / colaboration tools.

Given COVID-19, will contractors still be required to go on base to complete work or are accommodations being made to complete work offsite at this time?

See response to previous question. Additionally, work that must be done on Post will implemented using required COVID-19 / social distancing requirements.

What level of security clearance is required for contractors, if any?

A security clearance is not necessary; however, as a matter of practice, background checks may be conducted by the Government utilizing DES Access Control IMSH Form 2737.

What is the expected delivery time that the team expects the initial project to be deployed in from the September 29th start date?

Based on market research, it is anticipated that a product would be ready for initial testing by January 2021; however, this expectation may need to be adjusted based on information received in proposals.

Is there an expectation that a member of the contractor staff be on site a certain number of days per month, per week etc.

No. The contractor will be on site as needed to record video content.

If applicable, what is the Not To Exceed (NTE) amount or budget range? Not Applicable

The PWS states on page 3: Place of Performance. The work to be performed under this contract will be performed at various locations throughout Fort Stewart and Hunter Army Airfield. Please confirm that all custom development work must be done on site at location.

This question is addressed in another, similar question.

The awardee will not be continuously on site at Fort Stewart and Hunter Army Airfield (HAAF). The various locations will be for recording of video content. It is anticipated that the major it of the effort can be executed remotely an through the use of distant meeting / colaboration tools.
