4. Would it be acceptable for the contractor to construct our own piers? We will have a foundation plan for 150 MPH Vult.
***Yes. You provide your own piers. (DPW)
5. Will the government identify any underground utilities on the entire parcel? We measured the entire parcel to be 130’ from the south tire stop in the parking lot to the boundary near Hickam Blvd. (past the Conex boxes) and 200’ from the west tire stop to the curb at the service driveway.

6. How many television junction boxes are needed? 3 (G4)
Will the government install the TV’s? Yes, tenants will install (G4)
7. Does the dining room need to be fire sprinkled? If so, has a flow test been performed at the closest fire hydrant?
***Yes, at a building occupancy of 225, a fire suppression system and fire alarm will be required. (DPW)

1. Will the government be supplying beverage fountains or will you switch to bottled and/or canned beverages?
A: Government to provide fountains for beverages.
Beverage fountains would require extensive modifications to our existing building due to the need for more space to accommodate the syrup lines and we'd need space for an icemaker and drain.
A: Government has an ice machine, need an area to ensure we can hook up to the water supply and drain. Beverage fountains will require an adequate area with water supply and drains.
2. Can we install wall hung hand sanitizer stations in place of hand sinks by the entry?
No, can be used additionally but must have hand wash station
3. Will the lead time between the award and occupancy be increased or is occupancy still the end of October?
Occupancy mid Oct.
4. Could you tell us the number of tables, size of tables?
A: 200 seats and 50 tables, standard restaurant size.

Hot Holding Warmers ‐2 EA
Are these hot holding cabinets or holding wells?
A: Cabinets
If the facility is looking for a cabinet how many doors / size are they requesting for each unit.
A: Standard 5‐6 Ft height cabinet warmers two doors to fit line pans. Two per work unit for prep units and serving areas.
If this is a counter with hot holding wells how many wells are needed? This is specifically for the equipment needed in the prep module.
A: We have listed hot holding wells for the serving line, 5 total wells per serving lines, 2 total hot serving lines.
The RFP also requires "Refrigeration Units for Salad Storage and Left Over Storage". ‐ 2EA
Is the facility looking for an upright refrigerator and / or a salad prep station. If looking for a refrigerator how many doors / size would they need for operations. If looking for a salad prep unit how many doors would be needed?
A: Upright refrigerators are for left over storage in the prep unit and cold wells required for the serving area (10 total wells for salad bar).
In the Cook Module it lists ‐ Work Sink ‐ 1EA What size does this work sink need to be? One or Two compartment sink? How many drain boards are needed?
A: Two compartment, drains required for all work sinks for food prep.
Handwashing sinks throughout must be standard size.
Questions and answers 11 Aug 2020 We would like to coordinate a site visit for this coming Monday morning, August 17 if possible. Please let me know what the procedures are to have this arranged.
A: From my foxhole, the visit can be scheduled for 17AUG 2020 any time after 1300hrs, depending to stakeholder's availability. I can tailor my schedule to meet this requirement only in the afternoon. We can meet in the parking lot facing the gym of Bldg. 100 at HAAF, and walk to the proposed site for the portable kitchen. At that point, we can discuss dimensions, utilities requirements, parking, etc. I will request a representative from DPW ENG IOT to clarify any contractor's concerns/questions. Thank you.
Site visit will be conducted on Monday 17 Aug 2020 at 1300hrs at the above referenced parking lot at Hunter Army Airfield. All interested parties are welcome to attend.
Questions and answers 10 Aug 2020
1. For the dining room the RFP states approximately 600 will be served at Each meal, yet it states seating will be for 200. Is this seating being accommodated by rotational meal times or would there be more people served but not seated (i.e. ‐ Grab‐n‐Go) at each meal? 200 seat space requirement is what we need. We rotate 200 soldiers per 30 minutes which is what the 600 capacity translates to the military.
2. Which square footage standard would the facility prefer to use? COVID has prompted most of our clients to establish a 36 sq. ft. per person for dining while the standard is normally 20 sq. ft. per person. 20 sq ft per person.
We will distance diners ourselves.
3. The RFP mentions a customer restroom but does not specify if it can be unisex or needs to be separate facilities for men and women. Please advise as to preference. Answer: Separate is better if possible.
4. What are the dimensions of the site where this complex is to be placed?
The site is 80 x 100 or 8000 sq ft. roughly
5. Are on‐site visits available to determine scope of installation work?
Yes, site visits are available, please coordinate to set one up if needed.
Question 1 ‐ What is the available power at site?
A: DPW will meet the power requirements for the site and do site prep/selection
Question 2 ‐ Do you require HVAC in the dining area?
A: Yes, HVAC should be adequate to provide cooling/heating to all functional working and dining areas.
Question 3 ‐ Do you require HVAC in the wash module?
A: Yes, HVAC should be adequate to provide cooling/heating to all functional working areas.
Question 4 ‐ Do you require HVAC in the prep module?
A: Yes, HVAC should be adequate to provide cooling/heating to all functional working areas.
Question 5 ‐ Based on the dining area request in the solicitation, there is not adequate space for the dining area to accommodate the 200 seated soldiers and the serving equipment. Attached is a drawing illustrating the space. We recommend increasing the minimum dining area to 3300 sq. ft. or 66' x 50'. This configuration based on the Governments requirements is not COVID Compliant. Please advise. (See attached drawing reflecting Non‐COVID Compliant Seating).
Question 5a ‐ The current seating arrangement based on government minimum size for dining area is not compliant with Federal mandates for social distancing. Is it the Governments intent to seat personnel in compliance with socialsistancing mandates? If so, what is the minimum size for the dining area? (Please see the attached a drawing reflecting COVID Compliant seating for your reference and review).
A: the military will make certain tables off limit ISO COVID‐19 mitigations.
We need normal sq footage for seating 200 seats in dining room.
Question 6 ‐ Solicitation incorporates WD 2015‐4492 (Rev 14) dated 12/23/2019 however the appropriate Service Contract Act FAR Clauses have not been incorporated. Is it the Government's intent to have Contractor personnel performing duties such as cooking, serving, janitorial for dining and kitchen facilities as well as latrines? Or will these services be performed by Government Personnel? It appears the intent of the solicitation (based on the NAICS 532490 "Other Commercial and Industrial Machinery and Equipment Rental and Leasing") is for the Lease/Rental of equipment and temporary facilities however the incorporation of the WD leans towards a Service Contract. Please advise.
WD are not required for this Contract and an amendment will be issued deleting that from the Solicitation.
A: Government will provide their own military chefs not a service contractor.
