IDIQ ROOFING QUESTION /ANSWERS

April 2020

Question 1 Would it be possible for you to provide the Bid Price Schedule in an Excel Spreadsheet format?

Answer Yes, the Bid Price Schedule was uploaded to betasams.gov

Question 2

2. For the P&P Bond Premium, is it intended that the cost of the bond premium be included in the line items? Typically, the bond premium would be a lump-sum amount determined by the cost of the individual task order and deliverable Prior to starting work on a specific task order.

How should the cost of the bond be applied?

Answer If you are referring to the Performance and Payment Bonds (P & P), per section L of the Solicitation (Notice to Offerors) #5. The Performance and Payment Bond will be paid at the Task Order Level (Per Task Order). You are correct.

Question 3

3. What is included in Non-Pre-Priced items?

Answer Non-Pre-Priced items would be Zero (0) as it would be for an item that is not listed on the Bid Price Schedule such as an unforeseen condition or any request by the government that is not listed in the line item but the work needs to be done. The price will be determined at the time of the need and will be negotiated with the contractor.

Question 4

4. Considering the COVID 19, will electronic submissions be considered in lieu of delivery of hard copies?

Answer Contracting had considered electronic submissions but decided to receive the proposal by Mail or hand carried to the office provided contractors are allowed on post at the time of submission.

It is recommended to Mail it. It must be in the post office by Friday, 24 April 2020 @ 1:00.

The Post Office is still open; the majority of the Contracting and the Engineering team (whom will review the Elements /Factors) are currently teleworking and does not have access to printing large volumes of papers from home. In addition, due to the TABS/Folders for each element that must be submitted, mailing the proposal is best for time management and handling of the documents.

Question 5 Our questions are driven by the fact that there are cost variances in mobilization and equipment based on the building structures' height/story.

How can we factor the mobilization and equipment cost?

Answer Contracting does not have the authority to tell the contractor how to incorporate cost Into the proposal. It is totally up to the contractor.

What types of Building Structures and their heights/story are being factored in the SOW?

There are various types of Structures, including but not limited to, low sloped and pitched roofs. Most all facilities at Fort Stewart and Hunter Army Airfield are 3 stories or less.

Do you have an inventory list of these Building Structures to provide to us?

There is not an inventory list of Building Structures.

Where in public records can we locate the prior contract award for this solicitation?

Answer You can check betasams.gov – The previous contract was awarded in 2016. betasam.gov is a new site. I am not aware if all old contracts were integrated into the new system but you can contact betasams.gov for guidance.

Question 6

The set-aside shows Hubzone. We are not Hubzone but rather an 8a firm, Woman-

Owned Disadvantaged. Can we still bid on this opportunity?

No, you have to be a HUBZone company per contracting’s guidance.

Question 7

Our company is interested in bidding on this IDIQ project, but we have a few questions that we’d like to submit.

Due to the increased restrictions on travel because of COVID-19, is there any anticipation that this Proposal and/or IDIQ will be delayed?

Answer With guidance on COVID-19 changing every day I don’t have a good answer. There is simply no way of knowing. However, the contracting and engineering department are proceeding with solicitations per our direction from the management team.

Similarly, due to heightened concerns of spreading the virus, will Proposals be accepted electronically?

See question #4

In terms of past performance, will it be acceptable to submit records from our preferred sub-contractors in addition to our own?

Answer Your company can provide whichever past performance information that will show the government that you have done the same or similar work as the Description of Work document that was attached with the Solicitation. DO NOT FORGET TO PUT THE

DESCRIPTION OF WORK DOCUMENT IN YOUR PAST PERFORMANCE FOLDER

as part of your proposal. Be sure to complete the form and put the name of your company on the top of the document. See Section L for guidance.

Volume I Tab E requires a Bid Guarantee. Should the Bid Guarantee be based on the Proposal Amount for CLIN 0001-Base Period, or the total of the three CLINs?

Answer Offeror Guarantee in the amount of 20% of the total proposal for the base year.

See Section L (Notice to Offerors #1)
