The Contractor shall provide all personnel, equipment, material, supplies, transportation, tools, materials, supervision, other items, and non-personal services necessary to perform the rental and service of Portable Chemical Latrines and Hand Washing Stations on Fort Stewart, Georgia as defined in this Performance Work Statement except for those items specified as Government furnished property and services. Work effort for this requirement includes associated training areas, spanning over 250,000 acres, as well as the Fort Stewart cantonment area.

2. Description of Services.

2.1. Scope. The estimated combined requirement of daily and monthly rental is 250 - 800 PCL units and 85 - 275 HW stations per any given period of time. The majority of work effort is spaced throughout the 250,000 acre training areas. Work effort typically surges during the summer months when military training peaks. Technical Exhibit (TE) 2-1 depicts the extreme variance between high usage months and low usage months. TE 2 is offered for information purposes only. It is not to be interpreted as minimum or maximum usage levels. Training levels dictate actually usage.

2.2. The annual training season for the National Guard and Army Reserve (usually from March through September) could provide an increase in organizational work. Additional factors outlined in this PWS may create variations in the annual estimated quantities listed in the Bid Price Schedule. Historically, some areas and items have experienced increases of as much as 200% and decreases of up to 90% to the mid-range. Drastic variation in quantity primarily occurs during times of mobilization, deployment or national emergency. Under either circumstance, the Contractor shall, at all times throughout the term of this contract, provide adequately trained personnel and equipment in sufficient quantity to meet all variations in requirements.

3. Specific Tasks:

3.1. Initial placement of the monthly rental PCL and HW units by the Contractor shall be in accordance with the listing shown in the TE 2-2. The Government reserves the right to adjust the monthly rental quantities of latrine and hand washing stations as necessary. 3.2. The Project Manager shall coordinate in person with Contracting Officer’s Representative (COR) daily at DPW, Service Branch, located in Building 1178, Fort Stewart, GA, not later than 0930 hours each work day. The Contractor shall provide a phone number where orders can be received either by land line or cellular service. Orders received in this manner will be for urgent or emergency requirements or to relay changes and/or cancellations to orders. The daily meeting is critical to the success of timely action on the daily requirements.

3.3. The COR will notify the Contractor of the number of latrines and hand washing stations to be rented, length of time, location and cleaning service schedule. The Contractor shall only accept service orders from the COR or contracting officer. The Contractor’s daily rental price shall include initial delivery, initial set-up service (ready for operation), and subsequent removal from the premises. The Contractor must have units in place and ready for use within the time specified in the order. The Contractor shall remove from rental site all units within 24 hours from the ending service time specified in the order. Latrines and hand wash stations shall normally be removed after 1600 hours on the rental termination date unless specifically stated otherwise on the individual order. Should the Contractor elect to leave the latrines or hand washing stations on the location past the scheduled service dates, the Contractor shall bear the additional cost of cleaning due to incidental usage after the termination date of the order.
