569th Dive Det 92nd EN

Boat/Barge/ Sea vessel rental

Current Date: 10 May 2018

Preparing Organization: 569th Engineer Detachment (DIVE)

1. BACKGROUND: The Washington State Department of Natural Resources (DNR) via the National Resources Consultants (NRC) have requested support from the 569th Engineer Dive Detachment to remove derelict fish nets from the bottom of the Puget Sound IVO the San Juan Islands, WA. The fishing nets do not degrade in marine waters and continue to entangle marine animals and damage their habitats; removal is the only way to eliminate their negative impacts. The DNR and NRC do not have the ability to dive deeper than 100’; the 569th has the ability to dive to 190’. This mission will specifically target nets located from 105’ to 190’ below surface. The Innovative Readiness Training (IRT) program has been requested and applied for by both the 569th and the DNR for this project. This cooperation program between industry and the military allows both entities to meet their goals and was used in 2008 for early stages of this mission. This mission is an excellent training opportunity for the 569th due to the real-world technical requirements it demands at deep depths.

2. SCOPE: As a result a non-personal service, firm fixed price contract shall be awarded for leasing/renting of one (1) boat/barge/sea vessel to include other services described below.

Period of Performance: 02 JUL 2019 to 27 JUL 2019

3. GENERAL REQUIREMENTS: The contractor shall provide a diving platform with a minimum 2500 square feet of deck space that can support diving operations. The platform should have at a minimum a 2 point more system and be able to stay moored above a dive site for one week at a time. The contractor shall also provide material handling equipment (MHE) to unload a line haul and load the vessel. The heaviest piece of equipment will be a 20’ connex weighing approximately 22,000 lbs. The vessel shall also be capable of lifting derelict fishing nets from approximately 180 feet of seawater up to the deck space.

4 SPECIFIED TASKS:

4.1 General: The diving platform shall be capable of supporting diving operations for up to 12 hours in a 24 hour period. This includes providing restrooms (portable toilets acceptable) for up to 25 divers. The contractor shall provide a container (or similar device) to store derelict nets that have been salvaged. Vessel must have a ladder, deck, ramp, etc. which allows the easy, safe, and rapid transit of divers from the water to the vessel. Divers must be able to exit the water rapidly in case of emergency and to conduct certain types of high risk diving operations.

4.1.1. Power Source Availability: The contractor shall provide a power source and/or hookup to provide power for the dive detachment's recompression chamber. The acceptable shore power is a 480V, 30A, 4 prong connection or a 220V, 50A, 4 prong connection. The contractor must coordinate with the dive detachment on their power availability prior to the execution of the mission. The dive detachment will provide the proper cable.

4.2 Mooring: Diving platform shall have at least a two point mooring system, although three or four point systems will be preferred. The contractor shall be able to stay moored up for up to one week over a diving site to minimize mooring time as well as vessel transit time between port and dive sites.

4.3 Dive Site Transit: The boat/barge/sea vessel crew shall be responsible to use the detachment's rubber outboard boats to transport the detachment to and from the shore at the start and end of each day. The detachment's rubber boats will remain moored up to the diving platform overnight to ensure they are not tampered with by the public.

4.4 Work Hours: The dive detachment may utilize the vessel for up to 12 hrs of diving per day to include the boat/barge/sea vessel crew for moving the barge, set or move anchors, run crane, re-fuel generator, lift nets, etc as required by the Dive Commander.

The 12 hour day(s) may however be broken up throughout a 24hr period to take advantage of periods of time where the tidal current is slowest to ensure safe operations. The working days are subject to change, the intent is to work only 5 days of the week in no particular order. Working days shall be dependent on diving conditions.

4.5 Mobilization: The dive platform shall meet an advance party of soldiers and equipment at a port to be designated after contract award for initial coordination. The contractor shall provide MHE capable of moving 20 ft connexes weighing up to 22,000 lbs. The MHE shall be used to load and unload a line haul at the start and end of the contract as well as situate the equipment on the diving platform in a suitable configuration for diving operations.

4.6 Derelict Equipment Storage: The contractor shall provide a sturdy, short term storage solution for all derelict equipment salvaged. The container shall have hard sides, a lid, and a minimum volume of 3 cubic yards. Derelict equipment is expected to smell badly and potentially contain material hazardous to Soldiers. The NRC may be able to assist the contractor with net disposal, but any salvaged equipment that the NRC cannot handle shall be properly recycled and / or disposed of by the contractor at liscensed facilities.
