Clarifications to Solicitation W9124M-17-R-0019 CLOSING IS 30 JANUARY 2017 at 11:00AM (EST)
1. Amendment 2 PWS revised section 3.1.11 Container Maintenance conflicts with
5.1.14 Container Maintenance.
3.1.11 States: “The contractor shall perform maintenance, cleaning, repair and painting as needed to maintain dumpsters…”
5.1.14 states: “The contractor shall perform maintenance, cleaning, repair and painting at least four times a year and as needed to maintain dumpsters…” Please clarify whether the specified services are to be performed as needed or four times a year and as needed. If the requirement is for a minimum of four times per year is that for all services (cleaning, repair and painting) or just cleaning?
RESPONSE: “The Contractor shall perform maintenance, cleaning, repair, and painting at least four times a year and as needed to maintain dumpsters…”
2. PWS 1.5.15 Can the container painting be performed on Post as long as all local, state and federal rules and regulations are met?
RESPONSE: Painting can be performed on Post.
3. PWS 4.5 Propane and answer to question 3.9 Fuel. The answer to question 3.9 states that “the government will provide all the fuel for the collection vehicles.
This includes the two front loaders….. and GSA fork truck. The answer further references the provision for the purchase of propane. 4.5 of the PWS states that “the Contractor shall be responsible for obtaining propane fuel for the forklifts..”
Could you please clarify whether the cost of the propane will be directly reimbursed to the contractor or that it should be calculated into the contractor’s firm fixed price for services?
RESPONSE: The contractor will be reimbursed for purchasing propane.
Contractor provides receipts to COR.
4. Amendment 0001 pg 8 of 18, Volume III – Factor 2 Past performance, Tab C – Consent Letters indicates that “A sample consent letter is attached as Attachment 1”, we could not find this Attachment could you please provide the sample consent letter.
RESPONSE: Please refer to Question number 7 and its Answer, which was posted on 13 January 2017.
5. Amendment 0001 pg. 12 of 18 Factor 3 Price (2) states: “Thus, the Offeror’s total price for the purpose of evaluation will include the base period, and six months of the base period. We believe that this may be an error and that Option year pricing should also be evaluated, please either correct the evaluation criteria or confirm that the Oferror’s pricing for Option years one through four will not be evaluated.
RESPONSE: Please see below, the revised version to Amendment 0001 page 12 of 18, Factor 3 Price (2) to read:
“As part of price evaluation, the Government will evaluate its option to extend services (see FAR clause 52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period.”
6. What, if any, the clearance requirements are for the abovementioned solicitation?
1.6.6.4. Access and General Protection/Security Policy and Procedures: All Contractor personnel performing work under this contract shall comply with applicable installation, facility and area commander installation/facility access, local security policies and security procedures provided by the Security Manager Government representative. Contractor personnel shall provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor personnel shall comply with all personal identity verification requirements as directed by Department of Defense (DoD), HQ Department of Army (DA) or local policies. In addition to the changes otherwise authorized by this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor and subcontractor security matters or processes.
RESPONSE: There are no other clearance levels required for contractor personnel, other than stated in para 1.6.6.4
