Combined Electrical Renovations at Hangars 850 and 860
Hunter Army Airfield, Savannah, Georgia
Revision 2, Amendment 3
A. Upgrade Electrical Systems, Hangar 860, HAAF, IJO Q5B-9-2J, H1944:
Delete the requirement for asbestos removal as this work was already performed under a separate contract.
B. Replace Rolling Door Electrical Busbars, Hangar 850, HAAF, IJO ED-18-7J, H1981:
Add water shields to the new rolling door electrical busbars in order to prevent the entry of wind-blown rain. We determined during the pre-bid site meeting that a direct replacement of the existing busbars was not possible as they were rated for indoor use only.

TECHNICAL PROVISIONS
GENERAL
Upgrade Electrical System Building 860
IJO No. Q5B-9-2J
1. DESCRIPTION OF WORK:
1.1 Work to be Done: The work covered by this contract consists of furnishing all plant, labor, materials and performing all operations required in connection with the project Upgrade Electrical System Building 860. Complete in strict accordance with specifications and drawings. The work includes, but is not necessarily restricted to, the following items.
1.1.1 Paragraph Deleted.
1.1.2 Field survey the existing electrical distribution system. Deliver survey results to the
Contracting Officer as part of the submittal process.
1.1.3 Demolish existing interior electrical distribution system, switchgear, and electrical panels per the electrical drawings. Rework exterior electrical service. Install new interior transformers, panelboards and feeders to existing loads.
1.2 Government Furnished – Government Installed (GF-GI) Furniture and
Equipment: None.
1.3 Government Furnished – Contractor Installed (GF-CI) Furniture and Equipment:
None.
1.4 Contractor Furnished – Contractor Installed (CF-CI) Furniture and Equipment:
None.
1.5 WORK BY OTHERS: The Contractor shall afford the Government and separate
Contractors reasonable opportunity for the introduction and storage of their materials and equipment and the execution of their work, and shall connect and coordinate his work with theirs as required by the Contract Documents.
1.6 DRAWINGS AND SITE VISITS
1.6.1 The drawings indicate the extent of the general location and arrangement of existing conditions. It is strongly recommended that the Contractor visit the site to determine the complexity of the work and the amount of material required to perform this project. Field measurements may be necessary to determine the size and quantity of materials. Conditions which are obvious and/or visible, or which should be reasonably anticipated by the Contractor on inspection, will not be considered under the Differing Site Conditions provision of this contract.
2. CONSTRUCTION CONSTRAINTS
2.1. Time of Performance
2.1.1 Access to Buildings – All work requiring access to building interiors excluding attics, crawl spaces, etc. and all other work shall be performed between 7:30 a.m.
and 4:00 p.m. excluding official holidays, unless otherwise indicated or approved by the Contracting Officer. Requests to work during other than these normal hours shall be made in writing at least 36 hours in advance. For example, a request to work on a Saturday should be made no later than noon on Thursday.
2.1.2 Work Requiring Outages – Work requiring outages of utilities or building systems shall comply with prior-approved schedules.
2.2. Outages – The Contractor’s work requiring outages of utility or building systems will require a fifteen (15) day advance notice and shall be subject to approval of the
Contracting Officer. The notice shall include the type of outage, date and time outage will commence and estimated duration.
2.3. Continuity – All tools, labor, and materials required to complete any item of work within a given work area or requiring an outage of any building utility or system, shall be available at the site prior to commencement thereof. Once work has commenced on an item of work, this work shall be continuously and diligently performed to completion and acceptance.
2.4. Entry – Entry to all areas, except the cantonment area, shall be coordinated with
Airfield Operations, Hunter Army Airfield and the Provost Marshal’s Office.
2.5. Fire Zone – The Contractor is required to provide 72-hour notice to the Contracting
Officer prior to any work which will impact the status of the existing fire alarm system.
2.6. Foreign Object Debris (FOD) – The Contractor shall take special precautions to contain Foreign Object Debris (FOD) in and around any runways, taxi ways and aprons.
2.7 Operational Safety on the Airfield during Construction – The Contractor shall comply with airfield safety regulations. Coordinate with the Contracting Officer.
2.7.1 The Contractor shall be responsible for devising and implementing a detailed construction phasing plan. This plan shall be submitted to the Contracting Officer for review and approval.
3. CONSTRUCTION ACTIVITIES:
3.1 The Contractor shall submit a Safety Plan and Construction Schedule to the
Contracting Officer’s Representative (COR) ten (10) days in advance of any construction activities to arrange specific schedule for performing work as required by this Contract.
4. FACTORS AFFECTING PERFORMANCE UNDER THIS CONTRACT:
4.1 The Contractor shall coordinate use of the site for access, staging, and parking with the Contracting Officer.
4.2 The Contractor shall be responsible for limiting access of his employees and subcontractors to the area of work defined in the Contract. The Contractor shall not have access to restrooms and amenities, such as vending machines, unless granted prior permission by the Contracting Officer.
4.3 RECYCLING, SALVAGE, AND DISPOSAL OF MATERIALS FORT
STEWART AND HUNTER ARMY AIRFIELD
4.3.1.1 Disposal: All waste generated from construction, demolition, and renovation contracts must be disposed of off the installation in a permitted disposal facility and in accordance with all Federal, State, and Local rules and regulations unless otherwise stated in the contract. At the end of each month, the Contactor will provide copies of all disposal weight/scale tickets to the Contracting Officer’s
Representative (COR), showing the in, out, and tare weights of each load taken from the installation. The COR shall provide copies of these tickets to the DPW
Environmental Division, Solid Waste Management Section, for tracking and regulatory reporting requirements.
4.3.1.2 Recycling/Salvage: Fort Stewart and Hunter Army Air Field has an in-place mandatory recycling program. Reference the “Installation Command Policy Letter
No. 30 and Command Recycling Standard Operating Procedure (SOP)”, which can be accessed at http://www.stewart.army.mil/info/?id=443&p=1.
All recyclable materials (listed in the recycling SOP) generated during the entire term of any construction, demolition, or renovation contract, will be turned over to the Fort Stewart or HAAF Recycling Program. Contractors must contact the COR, who will coordinate with the DPW Environmental Waste Management Section
(912-767-2010), in order to arrange for turn-in of recyclable/salvageable materials.

In areas where large amounts of scrap metal or cardboard will be generated, a collection bin/container may be provided to the Contractor at no cost to deposit these materials. Salvage materials, unless otherwise specified, become the property of the Contractor upon removal from the job site and shall be taken into consideration in formulating the project bid.
4.3.1.3 Hauling/Transport Requirements: All vehicles and containers used for transport of waste or recyclables on or off the Installations shall meet all Federal and State DOT requirements. All waste or recyclable materials requiring transport shall be loaded, tied, and covered in such a manner that prevents any of the materials from leaking, spilling, falling, or blowing from or off the vehicle or container. The Contractor shall be responsible for the immediate pick-up and clean-up of any material that is accidentally dropped, spilled, or blown from a vehicle or container while in transit on and off the Installation.
4.3.1.4 Payment/Funding: If any of the conditions listed under the Recycling, Salvage, and
Disposal section are not met, the Contracting Officer shall consider this a failure to comply with the terms of the contract as discussed in the inspection clause herein.
4.3.1.5 Guidance/Question: Anyone requiring further guidance, recycling training for contractors, or has additional questions on this section should contact the DPW

4.3.2 PARAGRAPH DELETED
5. AS-BUILT RECORD DRAWINGS:
5.1 The Contractor shall be responsible for maintaining one set of master/record construction drawing prints on the job site on which he shall keep a neat and accurate record of all deviations from the original contract documents as the work progresses. The Contractor is responsible for noting all changes and corrections on the master/record construction drawing prints promptly as the changes occur in red ink (redline prints) and note the dates when these changes occurred; in no case less often than on a weekly basis. The master/record construction drawing prints shall indicate all the changes and modifications incorporated into the work as well as the following:
5.1.1 Actual locations of all subsurface and concealed utility lines after completion of any performed subsurface surveys. In order that the location of these lines and appurtenances may be determined in the event the surface openings or indicators become covered or obscured, the master/record construction drawings shall show the actual locations by offset dimensions via two permanently fixed surface features. Appurtenances shall be located by dimensions along the utility run from a reference point. The average depth below the surface of each run shall also be recorded as applicable.
5.1.2 Shop drawings that constitute part of the design shall be included with the record drawings.
5.2 The master/record (redline construction drawings) prints with corrections, such as field changes and contract modifications, shall be certified by the Contractor as to their correctness and shall be submitted to the Contracting Officer’s Representative for approval. After the provisional master/record (redline construction drawing) prints are approved by the COR, the COR will obtain a compact disc (CD) of computer-generated construction drawings from the DPW Engineering Service
Division, Building 1021 at Hunter AAF. The Contractor shall then transfer all corrections from the redline construction drawing prints to the compact disc (CD) of computer generated construction drawings. Corrections done shall be executed in MicroStation “.dgn” format. The Contractor shall note on the computer generated construction drawings the words “AS-BUILT” in the revision block with the next revision number to identify any changes made. The revision number identification will be placed to annotate the respective changes on the drawings. The Contractor shall then submit the AS-BUILT compact disc (CD) of computer generated drawings and one (1) AS-BUILT hard copy with the Contractor’s redline corrections to the COR to insure accuracy and that all corrections were transferred from the redline construction drawing prints to the AS-BUILT hardcopy prints.
After COR approval of the AS-BUILT hardcopy prints, the COR will deliver the package to the DPW/ESD/Drafting section for final approval of the AS-BUILT compact disc (CD) of computer generated drawings. At this time, the Contractor will receive final payment contingent on approval by the COR.
6. SECURITY REQUIREMENTS.
6.1 All Contractor and subcontractor employees who require access to government installations, facilities, and controlled-access areas, shall complete Anti-Terrorism
Level I Awareness Training within 30 calendar days after the contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The Contractor shall submit certificates of successful completion for each affected Contractor employee and sub-contractor employee to the COR or the
Contracting Officer (if a COR has not been designated) within 30 calendar days after completion of training by all employees and subcontractor personnel. Anti-

6.2 The Contractor and all associated sub-contractors shall brief all employees on the local iWATCH program. This training shall be completed within thirty (30) calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR not later than 30 calendar days after contract award.
6.3 The Contractor and all associated sub-contractor employees shall comply with all applicable installation, facility and area Commander’s local access, security policies, and procedures. If required by this contract, the Contractor shall provide all information for background checks to meet Installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency
Services, or the Security Office, as applicable. The Contractor workforce shall comply with all personal identity verification requirements as directed by DOD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or Installation change, the Government may require changes in Contractor security matters or processes.

SECTION 16010
CONDUCTORS AND CABLES
PART 1 - GENERAL
1.01 SUMMARY
A. Provide wires, cables, and connectors for power, lighting, signal, control, and related systems rated 600 volts and less.
1.02 SUBMITTALS
A. Product Data: Submit manufacturer's product data and installation instructions for each material and product used.
B. Shop Drawings: Submit shop drawings indicating material characteristics, details of construction, connections, and relationship with adjacent construction.
C. Operation and Maintenance Data: Submit manufacturer's operation and maintenance data, including operating instructions, list of spare parts and maintenance schedule.
1.03 QUALITY ASSURANCE
A. Comply with governing codes and regulations. Provide products of acceptable manufacturers which have been in satisfactory use in similar service for three years.
Use experienced installers. Deliver, handle, and store materials in accordance with manufacturer's instructions.
B. Compliance: Current editions of NFPA 70 National Electric Code and NFPA 101
Life Safety Code; UL 4, 83, 486A, 486B, 854; NEMA/ICEA WC-5, WC- 7, WC-8;
IEEE 82; UFC 3-520-01, “Interior Electrical Systems”.
PART 2 - PRODUCTS
2.01 MATERIALS
A. Wire Components:
1. Branch circuit and feeder conductors: Solid conductors for No. 10 AWG and smaller; stranded conductors for No. 8 AWG and larger. Minimum size shall be No. 12 AWG.
2. Insulation: All insulation systems shall be THHN/THWN, minimum 75 degrees C.
3. Jackets: Factory-applied nylon or PVC.
4. Conductor Material: Copper. Do not provide aluminum conductors.
B. Cables:
1. Metal-Clad Cable: MC cabling is NOT permissible.
2. Nonmetallic-Sheathed Cable for Lighting Wiring: Residential style non-metallic sheathed cabling (NM) cabling is not allowed.
3. Underground Service Entrance Cable: THHN/THWN 75 degrees C copper, routed in Schedule 40 polyvinyl chloride conduit. Conductors above grade, or otherwise subject to physical damage, shall be routed via RGS (rigid galvanized steel) conduit.
4. Control/Signal Transmission Media: Type as specified by equipment manufacturer, UL listed for the application, with plenum rated insulation system. Provide non-power limited or power-limited as applicable for the particular system installation or as otherwise specified.
C. Connectors: Provide UL listed solder-less metal connectors with appropriate temperature ratings.
PART 3 - EXECUTION
3.01 INSTALLATION
A. Install materials and systems in accordance with manufacturer's instructions and approved submittals. Install materials in proper relation with adjacent construction and with uniform appearance for exposed work. Coordinate with the work of other specification sections. Comply with applicable regulations and code requirements.
Provide proper clearances for servicing.
B. Maintain the integrity of fire rated partitions. Refer to the architectural contract documents for locations of fire rated partitions. Seal electrical and related penetrations in fire rated partitions via UL approved fire-stopping methods and materials to maintain fire ratings. Refer to the UL Fire Resistance Directory for information pertaining to penetration methods for the particular application.
C. Clearly label and tag all components as required per applicable codes.
SECTION 16020
ELECTRICAL RACEWAYS
A. Provide electrical raceways, consisting of conduit, boxes, and cabinets for electrical power distribution, or as otherwise indicated by the contract documents.

1. Exposed Indoor Wiring: Electrical Metallic Tubing (EMT) or Intermediate
Metallic Conduit (IMC), installed 6 feet or higher above finished floor;
Rigid Galvanized Steel or Intermediate Metal Conduit (IMC) installed lower than 6 feet above finished floor or less or where raceways are subject to physical damage.
2. Concealed Indoor Wiring: Electrical Metallic Tubing (EMT).
3. Exposed Outdoor Wiring: Rigid Galvanized Steel (RGS).
4. Concealed Outdoor Wiring: Intermediate Metallic Conduit (IMC) or
Electrical Metallic Tubing (EMT), as appropriate for the particular installation.
5. Underground Service laterals and feeders: Rigid Nonmetallic Conduit, (RNC). Conduit penetrations in concrete slabs shall be executed via the use of corrosion-protected Rigid Galvanized Steel (RGS).
6. Connections to Vibrating Equipment: Provide flexible metallic conduit for indoor equipment. Provide liquid-tight flexible metallic conduit for equipment located outdoors or in non-conditioned spaces that are exposed to outside air.
B. Metal Conduit and Tubing:
1. Rigid Galvanized Steel Conduit: ANSI C80.1.
2. Intermediate Steel Conduit: UL 1242.
3. PVC Externally Coated Rigid Steel Conduit and Fittings: ANSI C80.1 and
NEMA RN 1.
4. Electrical Metallic Tubing (EMT) and Fittings: ANSI C80.3.
5. PVC Externally-Coated Electrical Metallic Tubing and Fittings: ANSI
C80.3 and NEMA RN 1.
6. Flexible Metal Conduit: UL 1 zinc-coated steel.
7. Liquid-tight Flexible Metal Conduit and Fittings: UL 360.
C. Nonmetallic Conduit and Ducts:
1. Electrical Non-Metallic Tubing (ENT): The use of Electrical Non-Metallic
Tubing is not permissible.
2. Rigid Nonmetallic Conduit (RNC): NEMA TC 2 and UL 651, Schedule 40 or 80 PVC as applicable or as specified.
3. PVC and ABS Plastic Utilities Duct Fittings: NEMA TC 9.
4. Liquid-tight Flexible Nonmetallic Conduit and Fittings: The use of Liquid-
Tight Flexible Non-Metallic Conduit is not permissible.
D. Raceway Accessory Materials:
1. Conduit Bodies: Provide the same materials as the corresponding conduit system.
2. Wireways: Wireways, wiring troughs, etc., shall be galvanized steel construction, with screw-on galvanized covers, with minimal cross-sectional area as required by NFPA 70.
3. Provide a 200 pound tensile strength nylon pull cord in all empty telecommunications conduits, whether inside or outside the building envelope.
4. Provide metallic tracer tapes in all empty rigid nonmetallic conduits installed below grade outside of the building envelope.
E. Boxes and Fittings:
1. Cabinet Boxes: UL 50, sheet steel, NEMA 1.
2. Pull and Junction Boxes: UL 50, steel boxes.
3. Metal Outlet, Device and Small Wiring Boxes: UL 514A and OS 1.
4. Nonmetallic Outlet, Device and Small Wiring Boxes: NOT permissible.

SECTION 16200
ELECTRICAL DISTRIBUTION
A. Provide electrical service and distribution; including service entrance, grounding, panelboards, transient voltage surge suppressors (TVSS), dry-type transformers, enclosed circuit breakers, and enclosed safety switches.

A. Service Entrance:
1. Meter Socket and Current Transformer (CT) Enclosures: Provided by the power utility and installed by the Contractor, unless noted otherwise.
B. Grounding:
1. Grounding Equipment: UL 467; copper conductors; NEC Table 8 wire and cable conductors; connectors.
2. Grounding Electrodes: Copper clad steel ground rods, 0.75” thick by 10’ long. Connections to grounding rods shall be made via exothermic.
C. Panelboards:
1. Panelboards: NEMA PB 1, UL 50, 61, with overcurrent protection devices, NEMA 1 enclosure suitable for use, copper bussing, compression type main and neutral lugs.
2. Panelboard Type: Lighting panelboards, minimum dimensions 20” wide by
6” deep. Distribution panelboards shall be minimum 32” wide by 9” deep.
Loadcenter style construction is not acceptable. 42 poles maximum each section. Both sections of two section panelboards shall be the same size.
See the panelboard schedules on the project drawings.
3. Provide manufacturer-affixed ARC HAZARD labels in accordance with
NFPA 70, Article 110-16.
4. Amperes Interrupting Current (AIC): Panelboard AIC ratings shall comply with the project drawings.
5. Doors: Doors shall have integral locking latch.
6. Directories: Panelboards shall have manufacturer-provided directory holders, cards, and clear plastic cover-inserts.
7. Provide engraved plastic nameplates, black with white core. Nameplates shall be screwed and glued to the device enclosures.
D. Dry-type Transformers:
1. Standards: Dry-type Transformers: NEMA ST-20, NEMA TP1-002, NEMA TP 3-2000, NEMA 2-2005, UL1561, DOE 2016 Energy Efficiency
Standard.
2. Voltage: 480V delta primary; 120/208V, 3 phase, 4 wire “wye”, secondary.
3. Primary Bussing: Provide standard copper bussing for primary winding conductor connection; consisting of three phases + ground. Aluminum bussing is not permissible.
4. Secondary Bussing: Provide standard copper bussing for separately-derived secondary; consisting of three phases, neutral, and ground. Supply manufacturer-installed neutral-ground bonding jumper. Aluminum bussing is not permissible.
5. Capacity: KVA ratings are indicated on the project drawings.
6. Enclosure: NEMA 1, ventilated.
7. Windings: Copper only. Aluminum windings are NOT permitted.
8. Temperature Rating: 115 degrees C rise.
9. Vibration: Provide vibration isolation devices.
10. Provide a 4” thick concrete housekeeping pad with beveled edges. The pad’s dimensions shall exceed those of the transformers’ width and length by 6”, each side.
11. Provide manufacturer-affixed ARC HAZARD labels in accordance with
NFPA 70, Article 110-16.
12. Provide engraved plastic nameplates, black with white core, identifying the corresponding device the transformer serves. Nameplates shall be screwed and glued to the device enclosures.
E. Transient Voltage Surge Suppressor (TVSS):
Standards: TVSS shall be listed and comply with UL 1283 and UL1449, as well as
NEMA LS-1.
1. TVSS shall be suitable for use on a 277/480 volt, three-phase, four-wire system.
2. TVSS shall be rated a minimum of 150,000 amperes per mode.
3. Fault current rating shall not be less than that indicated for the device under protection. See the panelboard schedules.
4. NEMA 3R enclosure with indicator LEDs. Units with internal potting compound filler are not acceptable. Internal components shall be clearly visible and accessible.
5. TVSS shall have a 10 year manufacturer’s warranty.
6. Residential grade units are not acceptable.
7. Acceptable manufacturers: Liebert, Current Technology, LEA
International, and APC.
8. Provide manufacturer-affixed ARC HAZARD labels in accordance with
NFPA 70, Article 110-16.
E. Overcurrent Protection Devices:
1. Overcurrent Protection Devices: Integral to panelboards and enclosed circuit breakers. Amperes interrupting current (AIC) ratings shall not be less than that listed for bus bracing to which the breaker/device is installed.
2. Molded Case Circuit Breakers: UL 489, NEMA AB 1, thermomagnetic type, rating suitable for use. AIC ratings shall match that of bus bracing to which the breaker is installed.
3. Provide engraved plastic nameplates, black with white core, identifying the corresponding device the device serves. Nameplates shall be screwed and glued to the device enclosures.
4. Provide manufacturer-affixed ARC HAZARD labels in accordance with
F. Enclosed Safety Switches (Disconnects):
1. Polyphase: Provide 600V, heavy duty type, with the number of poles indicated. Provide NEMA 3R for all disconnects installed outdoors. Provide
NEMA 1 at all other locations unless noted otherwise.
2. Single Phase, 30 Amperes or Less: Provide single pole, NEMA 1 enclosure, snap switch style disconnects for all loads 1/6 HP or less, without integral overcurrent protection. Provide similar switches with integral overcurrent protection for all motor driven loads greater than 1/6 HP.
3. Provide engraved plastic nameplates, black with white core, identifying the corresponding device the disconnect serves. Nameplates shall be screwed and glued to the device enclosures.
4. Provide manufacturer-affixed ARC HAZARD labels in accordance with
NFPA 70, Article 110-16.
G. Motor Starters:
1. All motor starters shall be full voltage, non-reversing type, with integral disconnecting means.
2. All motor starters shall be NEMA standard size. Starters less than NEMA
Size 1 are not permitted.
3. Provide engraved plastic nameplates, black with white core, identifying the corresponding device the device serves. Nameplates shall be screwed and glued to the starter enclosures.
4. Provide manufacturer-affixed ARC HAZARD labels in accordance with
H. Contactors:
1. Contactors shall have 600V, 100 ampere rated contacts (unless noted otherwise), 3 phase, with separate neutral and ground bussing.
2. Contactors shall be electrically-operated, mechanically-held type.
Electrically-held contactors are NOT permissible.
3. Contactors shall be provided with a galvanized steel enclosure with cover.
4. Contactors shall have integral HAND-OFF-AUTO (H-O-A) control installed in the enclosure.
5. Contactors shall be capable of external control via intelligent, programmable timer-control. Reference the project drawings.
6. Provide engraved plastic nameplates, black with white core, identifying the corresponding device the device serves. Nameplates shall be screwed and glued to the contactor enclosures.
7. Provide manufacturer-affixed ARC HAZARD labels in accordance with and with uniform appearance for exposed work. Coordinate with work of other sections. Provide proper clearances for servicing.
B. Maintain indicated fire ratings of walls, partitions, ceilings and floors at penetrations. Seal with firestopping to maintain fire rating in accordance with the
Underwriter’s Laboratories Fire Resistance Directory.
C. Test all systems for proper operation. Label circuits in electrical panels.
D. Restore damaged finishes. Clean and protect work from damage.
E. Instruct Owner's personnel in proper operation of systems.
