GOVERNMENT RESPONSE TO CONTRACTOR QUESTIONS
Ques tion Nu
Reference Question Response
1 PWS C.1.7.17, RFP
Section L.3.3
1) C.1.7.17 states that our safety plan is to be included in our proposal. L.3.3 requires a 'summary' of our safety plan to be included in our proposal.
Which is required, our entire plan or a summary?
Our plan would far exceed the allowable page count for our proposal, but we are confused as to what a 'summary' should include....Can you provide guidance for this?
2) Please confirm that the maximum annual amount of $15 million is to be inserted in each 001 Line Item in Section B (along with the Manpower Reporting requirements items) since B.1 subsequently requires coefficient bids for each period.
3) Since C.3.10 indicates that an annual economic adjustment will be made in the UPB, is it not contrary to require a coefficient bid for each year?
1) A summary of the company safety plan is required in response to the solicitation. The entire company safety plan shall be submitted for approval after award, prior to commencing work.
2) The annual maximum value of the Job Order Contract for the Base Year is $15M.
The offeror should provide a proposed amount for CLINs 0001 & 0002 and each corresponding option year.
3) There will be NO economic adjustment applied. The Construction Task Catalog will be updated each year.
2 Section L.3.2 The table in Section L.3.2 lists the maximum page count at 30 pages for Tabs A-F in Volume II. TAB F contains Element 3, the Renovation Mock Project which includes a complete construction cost breakdown and technical narrative that may come out to be 30 or more pages alone. We request that this tab be excluded from the page restriction in Volume II, so that we have the ability to submit a complete mock project package.
See Amendment 0002, page count for TAB F Renovation Mock Project should read 10 pages.
3 Section L Are there any limitations on file size for the AMRDEC electronic submission?
See AMRDEC user guide at http://www.nps.edu/Visitors/AMRDEC_SAFE_Gettin g_Started_Guide.pdf
You may add up to 25 files per package, so long as the total file size does not exceed 2GB
4 Section L.3.3,b(3)(d)i, Section L.3.3,b(3)(d)i, states to include a detailed narrative describing the roles and responsibilities of the key staffing positions in accordance with PWS Section C.1.9, should this read C.1.8?
See Amendment 0002, Section L.3.3,b (3)(d)i should read C.1.8.
Section L.3.2 Section L.3.2 Proposal Preparation Instructions states that the proposal shall be organized into four volumes, however only three volumes are listed in the table. Will you confirm there are only three volumes to be submitted?
See Amendment 0002, Section L.3.,2. should read three volumes.
6 Section L Will PDF files be allowed in place of MS Word files? This helps keep the file size down and makes it easier to insert forms as necessary in the proposal package.
No MS 2013 Word files shall be used.
7 Tab E Volume 1
The requirements under Tab E and Tab F in Volume I require both a bid bond and verification of our bonding capacity. Is the bid bond for the mock project?
There is no requirement for a bid bond for a “mock project”.
8 C.1.8.5 & C.1.8.6. Can the roles of the Quality Control Manager and Safety Manager be combined if one person meets all qualifications?
No. The Safety Manager may possibly be dual hatted with another key position…but not with the QC Manager.
9 Many of these questions have an effect on how we will proceed with our proposal and management plan. Will you consider answering questions before the due date of September 9th in order to expedite the proposal planning process?
Proposal questions will be addressed after September 9 and issued with Amendment 0002. Proposal submission date has been updated.
10 Technical Exhibit 4 (TE 4) of the RFP
Technical Exhibit 4 (TE_4) of the RFP is a pdf version of the current Price Book created by Gordian for the Stewart JOC. Is the government going to have Gordian release a sample version of the software for this RFP?
No, the government does not have a sample version of the Gordian software for release.
11 C.3.3 Would it be acceptable to have a PMO located off Post in a nearby location, i.e. Hinesville, rather than having PMO in a job trailer on site?
The Government prefers the contractor have a PMO located on the Installation.
12 Technical Exhibit 4 (TE_4), Attachment 3, Technical Exhibit 4 (TE_4), Attachment 3, under HVAC Scope of Work (page 73 of 97), item #6.
The Contractor shall remove and replace the existing ceiling tiles as necessary to facilitate.
Please verify that this is to be a remove and re-install existing ceiling tile.
Yes, remove and reinstall existing ceiling tile.
13 Section J Attachment
In review of the Mock JOC Project (Attachment 3), the format of the disciplines is out of line with CSI format (starts with a Plumbing Scope) and there are disciplines that run together on the same page (Plumbing into HVAC) while others are on separate pages (Structural and Electrical). Please confirm that there are only the four scopes, Plumbing, HVAC, Structural and Electrical.
Yes, there are only four scopes disciplines, Plumbing, HVAC, Structural, and Electrical.
14 Section J Attachment
How do you obtain plans for SMS: U.S. Army Fort Stewart and Hunter Amy Air Field (HAAF) Georgia, Job Order Contract (JOC). Any help would be greatly appreciated. Is there a link to download plans?
If the question pertains to the Mock Project, there is only a floor plan and the scope of work.
Floor plan will be posted with Amendment 0002
15 The RFP for the Ft. Stewart/HAAF JOC states that the Proposal Due Date is October 8, 2016 which is a Saturday. Is this correct or subject to change?
See Amendment 0002 date has been updated.
16 We would like to request clarification for Item No.
1002 Option “Contractor Manpower Reporting”. I have attempted to access the data collection website (Caution-http://www.ecmra.mil < Caution-http://www.ecmra.mil > ) to review what is required to no avail. I keep receiving error codes. Is there an additional government cost for accessing the secure website? Please clarify exactly what is needed on page 33 of 96 of the solicitation: (9) Estimated data collection cost; is this for government costs that we are responsible for or labor costs that we will incur for performing the reporting requirements?

No Past Performance is required.
31 The amount used for each Fort Stewart and HAAF is $15M, and another $1.5M for Non pre-price work, making the base year over $30M. The annual maximum is stated as $15M.
Is this a total annual maximum for combined Fort Stewart and HAAF?
If so, should the dollar values for the Estimated maximum contract value per year be adjusted to reflect a combined $15M for the year?
The annual yearly maximum is $15M as stated. It is inclusive of Ft. Stewart, HAAF and all types of work.
32 C.1.8.2. Is it allowable to dual-hat key personnel?
Particularly while the work is ramping up.
The only position that shall not be dual hatted is the Quality Control Manager.
33 What are the historical annual amounts performed? Historically the JOC has performed at $12M per year.
Note that real time work requirements and budgets dictate actual work performed, and the guaranteed minimums and maximums are as stated in the solicitation.
34 Who is the incumbent contractor?
There is no incumbent contractor.
35 The draft solicitation lists the bonding capacity requirements at $75M aggregate ($15M per year).
Will this be revised when the solicitation is released or this figure accurate?
See Final solicitation posted to FBO on 10 Aug 16.
See FAR 52.228-15, bonding capacity of $75M aggregate ($15M per year).
36 Section L Is there a preferable version for the Microsoft Excel to be used in the pricing of the mock project?
See Amendment 0002, has been change to include Price, Renovation Mock Project, MS Excel 2013

No, there is not a preferred or required scheduling software.
42 Section J Attachment
SOW 12.26 requires (b) Microstation format (.dgn files), would AutoCAD-converted files be acceptable?
No. Microstation format (.dgn files) is a requirement.
43 a) I have an RFI on the bonding requirements - the RFP states that you have to have a $75M aggregate capacity and you can get up to $15M per year. All boding companies base aggregate amounts based on a 1 year period. So your RFP require should be $1- 2M single project with a $15M aggregate capacity per year - pls advise???
b) Also what is the amount of the bid bond - 20% of the guaranteed contract minimum per the FAR requirements?
a) See FAR 52.228-15, bonding capacity of $75M aggregate ($15M per year)
b) See FAR 52.228-1 The amount of the bid guarantee shall be 20% percent of the bid price or $3,000,000.00, whichever is less
44 Please see the attachment for our formal request for product substitution consideration on the U.S. Army Fort Stewart and Hunter Amy Air Field (HAAF) Georgia, Job Order Contract (JOC) project. We are submitting our MEL-ROL®Rolled, Self-Adhering Waterproofing Membrane for your consideration.
We appreciate your time in reviewing our request.
This is a good product, however, at this time please stick with the current scope and specs for this mock project.
The surface is already painted. We are simply asking for new paint over existing.
This is only a mock project and will NOT actually be performed.
45 In your general conditions you included sales tax. Is Georgia a non-exempt state for federal projects?
See http://dor.georgia.gov/sales-use-tax-fees-excise-taxes-regulations
46 Are there specific mandatory staffing increases required with increased work volume?
No SPECIFIC mandatory staffing increases are required with increased work load. The contractor is required to maintain adequate staffing to handle the workload in a satisfactory manner that meets all timeline requirements.
47 C.3.3. Will a location be provided on either base to set a job trailer for the duration of the project or is the contractor to have off-site facilities? If a job site trailer is required on base are they to be located at one specific base or at both sites?
C.3.3. Contractor’s Site Location/Lay-Down Site. The Contractor will be provided the use of a parcel of land at Fort. Stewart and at Hunter Army Airfield. The land will not be transferred to the Contractor and will remain in Government's control. These parcels of land shall be specified by the COR. Security fencing for the Contractor’s compound/storage area shall be the responsibility of the Contractor.
48 Section J Attachment
Is there a floor plan available for the seed project located within the RFP?
Yes, a floor plan available for the seed project and will be posted with Amendment 0002.
49 C.5.5 & C.5.7. Items (dd) under G&A state,” Removing and returning owner’s furniture and furnishings at jobsite”. Can you please clarify what types of furnishings are to be included in the coefficient?
Also, does “removing and returning” cover moving furniture only within the limits of construction or removing items off-site? Often times task such as moving and storing furniture, disassembly and reassembly of modular furniture exceeds the value of actual construction and is not included in the coefficient.
Removing and replacing typical office furniture such as desks, chairs, tables, and filing cabinets is included as a part of the coefficient.
Modular furniture is NOT included in this requirement.
It would be addressed with specific construction line items in the Construction Task catalog. All of this is addressed in the Construction Task Catalog.
Typically the furnishings are placed in a protected area on site.
50 Items (kk) states “all protection of surfaces, etc.”
Will exceptions be taken in areas such as servers rooms and other sensitive clean rooms where dust protection can make up a significant portion or the work?
For “out of the ordinary” dust protection requirements, specific protection line items in the Construction Task Catalog are employed. Routine dust protection shall be considered in the contractor’s coefficient. The Construction Task Catalog addresses this requirement.
51 C.1.11.1. Item (i) “Mobilization and Demobilization” Does this include mobilizing and demobilizing of line itemed equipment such as cranes, fork lifts etc?
In this case mobilization and demobilization pertains to the entire JOC program, i.e. the “contract”.
This reference does not pertain to individual task orders and the associated line itemed equipment.
52 Section J Attachment
Are we to apply the CCI to the seed project?
No, there is no option to apply a CCI in the Construction Task Catalog. The Catalog is already tailored/customized to this locality.
53 Upon reviewing the requirements, we noted that neither experience nor past performance was required to qualify for award of this contract. In order to promote fair competition between qualified contractors, we would like to request that the evaluation requirements include relevant experience or past performance.
In accordance with FAR 15.304 (3)(iii) the Contracting Officer (KO) has made a determination not to include past performance as an evaluation factor for this acquisition.
As part as the responsibility determination, the KO will use FAR 9.104-1 to determine if an offeror is deemed responsible, which includes ensuring the offeror has a satisfactory performance record.
This contract will be awarded based upon Lowest Price, Technically Acceptable basis (LPTA). FAR 15.101-2 requires any finding of “unacceptability” for past performance or experience under this type of evaluation to be referred to the Small Business Administration for a Certificate of Competency (COC).
Since the Contracting Officer is required under FAR 9.104-1 to determine if an awardee has a satisfactory performance record and necessary resources and technical capability to perform, there is no value added to the process to add this as an evaluation criteria.
54 Section L, Volume II
– Mission Capability Proposal
Is the required “phase-in plan” intended to cover JOC level considerations or individual task orders?
Requirements will differ for task orders. Is the desired “phase-in plan” a templatized plan which can be modified and applied to individual task orders of varying scope, complexity and type?
See C.1.11. Phase-in plan is required at the JOC level.

61 Volume I – TAB E – Bid Bond – We did not see any instructions to mail in the original & wanted to confirm that just a scan of our Bid Bond meets the RFP requirements?
See RFP Section I FAR 52.228-1 BID GUARANTEE.
62 Question/Answer #28 – States that Teaming is Allowed – We want to know if placing our Teaming Agreement in Volume I – TAB C is acceptable?
See RFP section L.3.3. Proposal Content (3) Tab C.
63 Question/Answer #29 is missing – Is #29 yet to be posted or just a miss-numbering matter and Q&A #29 can be considered omitted?
Question 29 is omitted.
64 Question/Answer #40 – states the required experience & education of personnel, yet Volume II
– TAB D (i) was updated to show that No resumes are required. We want to ask what meets the RFP requirements regarding the conveying of the experience & education of our key personnel.
Section RFP Section M Element 1 JOC Program Management Approach (a) Management Plan demonstrates the Contractor’s ability maintain their own workforce and the ability manage and maintain the required percentage (at a minimum at least 15%) of “in house” work performance into the JOC program.
The offeror describes how the efforts of this workforce will (or will not) integrate with subcontractor efforts.
The offeror demonstrated the capability to meet, sustain, and grow the workforce required to successfully perform the JOC requirements. The offeror described its Management Plan with the division of authority, between the home /corporate office and the site office and the offeror’s plan for daily and strategic management of resources. The management plan included a diagrammed organizational chart, with a detailed narrative describing the roles and responsibilities of the key staffing positions in accordance with PWS Section C.1.8.
65 Please clarify the roles of the Quality Control Manager and Quality Control Inspector.
Per C.1.8.5 Quality Control Manager is to perform daily inspections and be active at each jobsite.
C.1.8.8 - Doesn’t clearly define the Quality Control Inspector role/responsibility.
Can you please confirm if the Quality Control Manager as the overall managing role in regards to quality and the Quality Control Inspectors are supposed to be active at each jobsite and perform daily inspections.
Yes, this statement is correct. The Quality Control Manager is responsible for the Contractor's Quality Control Program and is the lead over the Quality Control Inspectors. The Quality Control Inspectors are required to be active at each jobsite and perform and document daily inspections.
66 Question #12 of the contractor’s Q&A issued with Amendment #3 states the ceiling tiles are to be removed and re-installed. The HVAC SOW, revised with Amendment #5, states to replace. Are they to be re-used or replaced with new?
Re-use existing tiles.
67 The floor plan provided with Amendment #5 has a note, “4’-0” HIGH LOW WALL ALIGN WITH COLUMN FURR OUT” The structural SOW does not refer to any additional wall construction – please confirm that this wall already exists.
Yes, this wall already exists.
68 Addendum #5, the revised HVAC SOW, item #2 requires the replacement of the existing exhaust fan of same type, size, voltage and CFM. Could the government supply that information?
The manufacturer and model were specified in the revision but here is the complete info. The exhaust fan is a Gemini 180 series, model GC-186, 115 volts, 231 CFM at 0.0SP. Manufactured by the Loren Cook Company.
