1. The Standard Form 1442 indicates the value of the contract: “Magnitude of construction project between: more than $10,000,000.” Can you please clarify the spending value of this contract? 2. Section L Proposal Instructions indicate we are to provide a digital copy on a “CD.” Please confirm a CD is required in the bid package.

A: Magnitude of construction between: $5,000,000 to $10,000,000. Yes, a CD is required in the bid package.

2. Section L Proposal Instructions indicate we are to provide a digital copy on a “CD.”

Please confirm a CD is required in the bid package.

A: Refer to Question 1.

3. Bid Submission: Please clarify where the bid is to be delivered and if it can be hand-delivered on the bid due date. Is the bid delivery point also the location for the bid opening?

A: Bids are to be delivered to 976 William H. Wilson Ave. Building 621, Fort Stewart, GA 31314. The bids can be hand delivered the day of the bid opening prior to 2:00pm.

The bid opening will be held in the MICC 1st floor conference room of building 621.

4. Are all unit prices for 115 rail size and track components for the pricing?

A: Yes, that is correct.

5. Price Schedule Item No. 14 – Joint bars: Are we to provide unit pricing for four-hole joint bars or six-hole Joint bars?

A: We have a combination of four and six-hole joint bars.

6. Price Schedule Item 13 – Insulated Joint Complete: Can you please provide specifications on this item (four hole, six hole, glue joint, or composite joint, etc.)?

A: We have a combination of four and six hole insulated joint bars.

7. Price Schedule Item 16 Rail Braces with Plate Complete: Can you please clarify what size and tie position?

A: Rail braces are for 115lb rail, we use rigid style rail braces.

8. Price Schedule Item 18 – Tie plates: Is the unit pricing for single shoulder tie plates or double shoulder tie plates?

A: IAW the PWS, all tie plates will be replaced in kind. The FS rail network is primarily comprised of double shoulder tie plates.

9. Price Schedule Item 20 – Ramp Bumpers Spring Type Complete: Can any further specification be provided for this item?

A: A shock free head that fits all W-C-H attaching fixtures and wall mounts.

10. Price Schedule Item 21 – Switch Point: Is this a knife cut point or a Sampson style switch point or otherwise?

A: We have a combination of both Samson and knife cut switch points.

11. Price Schedule Item 22 – Switch Point Clips: Can you please specify or define Switch Point Clip?

A: Commonly referred to as a “Switch Clip”,

12. Would the Government please clarify whether the performance and payment bond bonds required are only for each of the task order amounts funded/ordered, or will the contractor be required to bond the entire Base Year total contract amount even though there is a minimum of $25,000 guarantee?

A: The bonds are only required for each of the Task Order amounts.

13. Will the Government be ordering and paying for a quantity of the items that would be considered on-site inventory, (as an example the composite cross and switch ties) to be readily available for emergency or unforeseen repairs and replacements?

A: No, we are not authorized to maintain a “bench stock” of items.

14. If the Government will be ordering and paying for an on-site materials inventory, would the Government please provide a list and the quantities of the items they feel the contractor should have on hand for emergency and unforeseen repairs?

A: N/A IAW question 13.

15. Would the Government please clarify the type of crossing flanges to be installed, (1) used flange boards with lag screws, (2) Rubber rail seal, (3) Steel flange material, (4) Composite flange material?

A: (2) Rubber rail seal.

16. The existing flange material can be removed and replaced with new flange material with minor asphalt removal which can be patched back. A second option would be total asphalt removal for the flange replacement with the entire crossing repaved with asphalt.

Please advise if partial or total asphalt removal is required and which flange material is requested.

A: This will be dependent on the condition of the crossing at the time of order. When flange material is ordered, it is to replace the existing flange material, expecting minor, partial asphalt removal.

17. Will the Government consider ordering some emergency materials and inventory onsite for these type repairs and providing a laydown area for storage of such items?

A: No, we are not authorized bench stock.

18. Will the Foreman/superintendent only need to be on site only when the crew is on site or as requested?

A: The Foreman/Superintendent is only required on site while work is being completed.

19. Is there an annual budget or previous annual spend that can be shared?

A: MICC must answer.

20. Are all of the bid items and related quantities anticipated to be performed each year or is this just a sampling of what might be done?

A: This is a collective list of items that could be performed each year, the qty’s and tasks performed are based upon annual maintenance and track defects identified by the track inspector/inspections.

21. Is the award based solely on the Base Option or all Options?

A: Need more clarification on this question, are you referring to the Award amount ($) or the award of the contract, base (PoP) plus four Option Years?

22. . Can you provide the insurance requirements for this contract?

A: Bid Bond, Payment Bond, and Performance Bonds shall be required.

23. Can you provide additional information for every bid item?

a. Bid Item 0002 Grade existing ballast and stockpile excess for future use.

i. How much ballast is to be graded in 4,000 TF?

A: The average height of the ballast from toe to top is approximately 2.5 feet.

ii. What are the area dimensions for this item? iii. Is this work all in one, linear area or spread over multiple areas? iv. Where is the excess ballast to be stockpiles?

A: This item is typically held for when the ballast is disturbed. It could pertain to multiple areas dependent upon inspections and disturbance. The excess ballast will be stockpiled at an area on FS to be identified by the COR.

b. Bid Item 0005 Composite track cross tie, bulk quantity order, 180 ties per Unit

i. Where in the track system would these be installed? In one general area or spread over the entire system? Are there any obstructions for removal/installation we need to be aware of? Etc.

A: FS is comprised of a mix of wood ties and composite ties. The composite ties are installed throughout the entire rail network replacing the wooden ties as they become defect.

c. Bid Item 0044 Emergency Callout for other than Derailments, Turnout, adj (etc.) i.

How many workers and what equipment are expected? How many hours are included in a callout? Etc.

A: This item is meant to offset the charge to refocus workforce to respond to installation requirement that unexpectedly becomes mission critical.

d. Bid Item 0045 Other unforeseen Misc Repairs… i. How many workers and what equipment are expected? How many hours are included? What type of work could this be? Etc

A: This item is a place holder for other unforeseen repairs or inspections to maintain FRA compliance and safe rail operations, e.g., but not limited to, crossing replacement, rail removal, etc..
