About this file

This is a Contractor Questions and Government Answers document for a Fort Sill Army lodging Blanket Purchase Agreement (BPA) solicitation (W9124L-26-Q-A007). The document addresses 13 questions from potential offerors regarding quote submission procedures, pricing terms, room reservation requirements, and invoicing protocols.

The Government will award a multiple-award BPA to three offerors based on best value considerations including distance from Fort Sill, Oklahoma, pricing, room availability, and amenities. Hotels must provide a courtesy allotment of up to 10 rooms available for government use each night at the current per diem rate for the Lawton-Fort Sill area. Pricing rates may be adjusted annually through equitable adjustment requests as per diem rates fluctuate. Multiple hotels may be provided to accommodate larger overflow needs. Offerors must submit electronic quotes as Adobe PDF attachments to the Contract Specialist (sommer.p.roach.civ@army.mil) and Contracting Officer (brandi.l.odaniel.civ@army.mil) by the deadline specified in block 8 of SF 1449, with subject line referencing "Quote Submission W9124L-26-Q-A007 ITDLM Hotel BPA." Quotes must include the original RFQ document signed in block 28 of SF 1449, pricing details, and a capabilities statement listing hotel amenities, per diem lodging rates, and distance from Fort Sill. Order billing amounts will be reconciled at the end of each lodging stay to adjust estimated dollar amounts with actual room usage. Orders may be placed via email, fax, paper, or oral communications. The Government is exempt from sales taxes, and contractors must provide itemized lists of incidental charges available to guests.

ANSWER: See revised paragraph 1.5.1 of Attachment 1 – ITSLM Statement of Work.

ANSWER: The Government is exempt from sales tax.

12. QUESTION: Invoicing Schedule: The RFQ references monthly invoicing, while the SOW references a 19th-18th billing period and invoicing near $25,000 consolidated occupancy. Which invoicing schedule should contractors follow during performance?

ANSWER: See Attachment 1 paragraph 1.10 for revisions. Order billing amounts will be reconciled at the end of each lodging stay to adjust estimated dollar amounts with the actual usage of rooms requested at each location for the Order period.

13. QUESTION: Ordering method: Please confirm the permitted channels for call outs (email/fax/other) and whether any oral communications are authorized, given the RFQ language limiting oral/in-person calls.
