About this file
This is a Contractor Questions and Government Answers document issued by the U.S. Army Mission and Installation Contracting Command (MICC) Fort Sill on 22 January 2026, addressing inquiries regarding the procurement of a dry ice machine for the Reynolds Army Health Clinic at Fort Sill, Oklahoma.
The government clarified five key requirements and specifications through this Q&A session. First, the dry ice machine must strictly adhere to the dimensions specified in Attachment 1 (Salient Characteristics) and cannot exceed those measurements, even if the machine exceeds output requirements and meets other specifications. Second, the installation location is a room measuring 128 inches long by 94 inches wide with a 7-foot ceiling height, providing adequate space for both the machine and the existing liquid CO2 storage tank. Third, the machine will be positioned against the wall adjacent to the 480-volt power source, located within 2–3 feet or closer, with the wiring prepared and ready to accommodate the appropriate plug connector upon machine arrival. Fourth, contractors should provide the required plug type specification in advance so the government can attach it to the existing wiring before delivery. Finally, regarding hydraulic oil requirements, contractors may use whatever type and quantity of oil the manufacturer specifies, provided all other machine characteristics meet the specifications outlined in Attachment 1. Thomas Green, Contracting Officer for MICC Fort Sill, signed the document.

SUBJECT: Contractor Questions and Government Answers – Session 3. Reynolds Army Health Clinic Dry Ice Machine Purchase – Fort Sill, OK
1. QUESTION: Would you be open to considering a product that exceeds the specified hourly output, produces the correct pellet sizes, and is compatible with 480V, but has larger dimensions (23.6 in l x 39.3 in w x 51.4 in h)?
ANSWER: The product must meet the dimensions specified in Attachment 1 – Salient Characteristics.
2. QUESTION: Can you provide pictures and dimensions of where the liquid CO2 storage tank stands in relation to where the new dry ice maker is to be located?
ANSWER: Room dimensions are 128” l x 94” w. Ceiling height is approximately 7’. Meeting the Salient Characteristics will leave plenty of room for the cylinder. Please reference Attachment 2 - CO2 Specification Sheet.
3. QUESTION: How far away is the 3x480 power source to the new machine location?
ANSWER: The machine will be up against the wall where the power source is located. Will be within 2-3 feet or closer. The room is large enough for us to maneuver the machine to how it needs to sit to reach the power. Power source is 480 verified.
4. QUESTION: Can you provide a picture of the power source?
ANSWER: The wiring was ran, but left open ended till the machine arrives or we know what kind of plug we need to attach to the wiring to match the machine. If we know what type of plug is needed prior to the arrival of the machine, we can get that attached and ready for day 1.
5. QUESTION: What is the 5 gallons of food grade hydraulic oil for (our machine needs 10 gallons of hydraulic oil)?
ANSWER: Use whatever type of oil the machine requires by the manufacturer’s specs, as long as the machine meets all other characteristics referenced in Attachment 1 – Salient Characteristics.
