About this file

This is a Salient Characteristics document for a federal procurement of U.S. Army Retired Lapel Buttons under solicitation W9124J26RPINS, issued 5 January 2026. The Installation Management Command (IMCOM) G1 requires procurement of retirement pins to be presented to Soldiers upon retirement, transition to the Retired Reserve, or discharge after meeting eligibility for non-regular retired pay, covering all three Army Components: Active Duty, Reserve, and National Guard.

The pins must feature a gold metal base with a black background displaying a black star overlaid by a white star, encircled by a gold-edged black ring inscribed with "Retired" at the top and "Soldier for Life" at the bottom in gold text. The pin shall measure 7/8-inch in diameter and include a standard military butterfly clutch fastener (brass/gold tone) on the back, along with raised marking stating "THE ARMY STAR LOGO IS A REGISTERED TRADEMARK MADE IN THE USA" or other hallmark as required by The Institute of Heraldry (TIOH). A mandatory certification requirement mandates that pins be obtained from TIOH-licensed manufacturers or vendors with demonstrated supply chain relationships to TIOH-certified manufacturers, as outlined in Army Regulation 600-8-22. Vendors must individually wrap each pin to prevent damage, bulk pack in corrugated fiberboard master cases marked with contract number, item description, quantity, and destination address, and ship within 30 days after receipt of order (ARO). The vendor must develop a tracking system for delivery confirmation and provide quarterly delivery reports to all three Army Components. The resulting contract is unclassified, and all pins shall be manufactured in the United States in accordance with TIOH Quality Control Program standards.
