The correct description is Building 19225. The description under CLIN0003 has been edited to Building 19225.
26 Please confirm CLIN 0004-0009 are new additions to the existing contract at NCOA.
Yes, the National Guard DFACs listed are included in this requirement. CLINs
0004-0009 represent additional efforts to support the Title 10 and Title 32
(National Guard in Active Duty status) Service members.
27 The Delivery Information on page 8 of 105 shows that there is 1 month phase in and then
12 months for base year through option year 5.
However in the pricing matrix, the base year shows 11 months for the CLIN 0002 Program
Manager and Admin Functions and 1 month of phase in. Please confirm if this is correct.
Yes, Base Period has 1 month as transition-in and 11 months of performance.
The Delivery Information on page 8 of 105 for CLIN 0002 covers the period of performance for all the Ordering Periods. The Ordering Period will be exercised on a separate task order. With this, the Task Order for Base Period will be 1 month of phase-in (CLIN 0001) and 11 months of full performance
(CLIN 0002). The Task Order for the Ordering Period Two will be exercised for CLIN 0002 with full twelve months of performance, and for twelve months for each next Ordering Period. To accommodate all the years of performance
(11 months for the Base and 12 moths for all other ordering periods), CLIN
0002 covers 01-OCT-2020 TO 30-SEP-2025.
Please, follow up the instructions in the pricing matrix for the 11 months for the base year.
28 The instructions says: The offeror shall include in their pricing matrix a breakdown by each labor category subject to the SCA WD and/or
CBA the basic hourly labor rates being paid.
The pricing matrix is LOCKED and we cannot insert any additional data other than what was provided originally in the workbook by the government. Where should we include the breakdown of the labor category and their basic hourly labor rates?
The Attachment G - Pricing Matrix dated 8-11-2020 has some locked cells in the tabs RollUp, BP, OP1, OP2, OP3 and OP4. . The Pricing Matrix has a new tab “RATES” which is NOT locked and allows the offeror to insert a breakdown by each labor category subject to the SCA WD and/or CBA the basic hourly labor rates being paid

30 For the CLINs 0007-0009 AA, AB, BA, BC, the weekday and weekend services were repeated – see below.
Each of the National Guard bldgs have 2 CLINs/subCLINs due to different funding streams (Title 10/32) only. All services remain the same.
31 The previous contract had approximately 251 operational days based on the old Workload data. The new solicitation’s pricing sheet shows that we have 210 days (adding up the unit quantity for building 19225). Please confirm the operational days have reduced since the last contract.
Confirmed, based on the AFMIS analysis for the last 3 Fiscal Years, Bldg
19225 is projected to be operational for 210 days.
32 Please confirm if we are being requested to submit resumes?
No, the Offeror does not have to submit the resumes. It is incumbent upon the offeror to verify that their employees meet all specified requirements and qualifications.
33 The number of projected days for buildings
H1, H2 and H3 in the pricing matrix are significantly higher than the number of days included in the historical documents for those dining facilities. We would like to request clarification regarding this number of projected days as it seems as it will artificially increase the total proposed price. Are the dining facilities actually expected to be open these days? If not, can the number of days be reduced to the actual projected days?
Number of projected days for buildings H1, H2, and H3 in the pricing matrix is based on historical documents to include 48th Infantry Brigade (National
Guard). National Guard does NOT utilize AFMIS; a manual system is used and the SSMO team manages their orders of subsistence.
34 Reference Attachment G - Pricing Matrix:
Column D: Estimated Quantity for X003, 0004, etc...: Does the number represent the number of days these meal patterns will be served. For example, Cell D9 has a value of
135. Can you clarify if that 135 represents number of days served, or estimated head count per day served?
For CLIN X003, the numbers in Column D represent the number of days per year the various services are projected (e.g., 135 days of 3 meals per day during the week, 33 days of Breakfast & Lunch only, etc.). For CLINs X004-X009, Column D represents the number of days per year projected for each band listed.
35 From our understanding, the awarded vendor will manage the operations at potentially 4 separate buildings. The two base buildings will be Bldg 19925 (Line Item 3 in the CLIN), and also Bldg H1 – 12902_12903 (Line items 4 and 5 in the CLIN). In addition, Buildings H2 and H3 (Line items 6 through 9) will be used as overflows if H1 is at capacity. If these are overflow facilities, please provide the number of days a year these are utilized.
There are 4 buildings total: 19225 is the main building, the other buildings
(Bldg H1 – 12902_12903, H2-13102_13103, H3-13302_13303) are used in event of a mobilization. Attachment G-Pricing Matrix, lists numbers of days per each Ordering Period in the column D “quantity”.
36 a) We just got informed from the union that the wages and benefits will increase effective Oct
1, 2020.
b) The solicitation shows that the phase in starts on 09/01 and the base year following on
10/01, which will coincide with the new increased rates and benefit. How will this increase be treated on 10/01/20 in the new contract? The proposal we plan to submit this week before the due date 08/19 will have the current rates before 10/1/20. Please advise.
a) Attachment I1 – CBA Supplemental 1 Oct 20 is provided via Amendment
0002.
b) All changes in wages based on the Wage Determination (WD) from the
Department of Labor, as well as wages listed in the CBA, are adjusted through a modification after award. This means the award will be based on the pricing submitted by proposal due date. After award the contractor will have to submit the difference between the proposal at the time of award and the new wages, then the contracting office will issue the modification to cover increased wages under any new WD/CBA.
37 Since the pricing matrix/workbook is unlocked are we permitted to fix incorrect formulas?
Yes, Attachment G – Pricing Matrix was provided as an unlocked Excel
Workbook via Amendment 0002. The vendor is responsible for ensuring the formulas are correct and identify the accurate price proposal.
