SUMMARY OF CHANGES
Summary of Changes—Solicitation W9124J-20-B-0002, Amendment 0001
The purpose of this amendment is to provide revisions to the solicitation to address impacts caused by the public health emergency resulting from the COVID-19 virus pandemic, as well as providing responses to Industry submitted questions.
The immediate impact to this solicitation is to the deadline for bid submission, and the time and manner in which the bid opening will be conducted. As previously indicated in the Instructions to Bidders document included with the solicitation, interested parties are required to submit their bids electronically via email to the KO and KS, Regina M.
Espinoza and Israel Gutierrez, respectively. This has not changed.
To allow enough time prepare for the bid opening and for bidders to submit their bids, the due date for bid is extended to 1:00pm CDT, 14 April 2020; while the bid opening will no longer be held via video teleconference, but rather in adherence with prescribed directives designed to curb the effects of COVID-19 will now be conducted through a teleconference where attendees will be allowed to call-in. The bid opening will commence at 1:30pm CDT, 14 April 2020.
The Instructions to Bidders document has been updated to conform to the information provided here and elaborate on the processes that will be followed at the bid opening.
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 10-Apr-2020 01:00 PM to 14-Apr-2020 01:00 PM.
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
INSTRUCTIONS TO BIDDERS
INSTRUCTIONS TO BIDDERS
1- Point of Contact (POC) –
a. Contract Specialist (KS) – Israel Gutierrez, israel.gutierrez1.civ@mail.mil Telephone: 210-466-2196
b. Contracting Officer (KO) – Regina M. Espinoza, regina.m.espinoza.civ@mail.mil Telephone: 210-466-2191
2- Competition Requirements – this procurement is a 100% 8(a) competitive set-aside acquisition for 8(a) contractors whose firms are located in Virginia, Maryland, or the District of Columbia. 3- Type of Contract –
The Government will award an Indefinite Delivery Indefinite Quantity Contract (IDIQ). Estimated quantities and/or the work to be performed are described herein as Contract Line Items (CLINS). These quantities are approximate and are provided only for the contractor's information to assist in preparation of bids. They are not guaranteed and the actual quantities may be less or more than shown. Variations in these estimated quantities shall not be justification for or request for additional payment.
Additionally, all work under this contract will be ordered by issuance of Task Orders (TO). A TO (written notification) utilizing SF 1155 will be provided to the contractor prior to the initial date of service for the work.
The TO shall list those items and quantities from the bid schedule that are to be performed. The quantities are not to exceed each line item per TO. Any changes to either the TO line item quantity or schedule will be made by issuance of a written modification to the order. The contractor is authorized to only perform the line items provided for and funded by the individual TO.
4- Bid Preparation Instructions and Contents – These instructions are designed to ensure the submission of necessary information to provide clear understanding and the comprehensive evaluation of bids. In the Sealed Bidding procedures, price will determine the “Apparent Low Bid;” however, the submission of a low bid does not in and of itself determine responsibility of a bidder or a fair and reasonable price. Therefore, it is necessary to require additional information in order for the KO to make an award to the lowest, overall priced, responsible bidder. See Basis for Award
5- Bid Submission
The Solicitation (up to and including this and any future solicitation amendments, if any) will constitute the Offeror’s complete “bid” for the subject requirement. Bids shall be submitted prior to the bid opening time identified in Block 13 of the SF1442, which is 1:00pm CDT 14 April 2020.
