Sample Research, Development, Testing and Evaluation (RDT&E) Funded Sample Task
Web Services Enterprise Sustainment Management Task
Correlates to PWS Paragraph 5.4.9.
Current PWS verbiage states, “Web-services with Enterprise Sustainment Management System (SMS), to include
Builder, Paver, Railer and other SMS Suite Systems. (Optional Task – Priced Separately). After ISRWeb is aligned with HQIIS, the Contractor shall work with government and contract representatives to develop a plan to and establish web-services between/with the Government system SMS. (RDT&E).”
Expanded language read as follows:
The Contractor shall fully develop all required web service interfaces between ISRWeb and the Sustainment
Management System suite of programs (Builder, Paver, Railer), as follows. Web services between ISRWeb and the
SMS suite of systems will replace the requirement for a quarterly manual submission (excel spreadsheet) required to provide updated condition data for approximately 194K Army assets from the SMS suite of systems to ISRWeb.
Instead, up to date data would be transferred directly from the SMS suite of systems to ISRWeb. The web services shall be developed and tested with the input of the United States Army Corps of Engineers (USACE), owner of the
SMS suite of systems, in order to ensure connectivity and accurate data transfer.
1) New Web Service with USACE's Sustainment Management System (SMS) Builder module – The purpose of this web service is to update ISRWeb with a current, SMS (Builder) produced equivalent of the ISR condition (Q) rating for each Army facility (usually, but not limited to facilities measured in Square Feet) where updated Facility
Condition Index (FCI) data resulting from a Builder inspection is available. Data anticipated to be provided by
USACE to ISRWeb includes, but is not limited to:
Facility Condition Index (FCI)
Asset Level Restoration Cost
Real Property Unique Identifier (RPUID)
Site Number (SITENO) (an installation designator)
Plant Replacement Value (PRV) used to calculate the FCI
Category Codes to which the FCI applies
Asset Level Comments
Rating Date
Square Footage of Asset
Component Level inspection results MAY also be provided for each asset as part of the web-services transfer, to include:
1. A10 Foundations
2. A20 Basement Construction
3. B10 Superstructure
4. B20 Exterior Enclosure
5. B30 Roofing
6. C10 Interior Construction
7. C20 Stairs
8. C30 Interior Finishes
9. D10 Conveying
10. D20 Plumbing
11. D30 HVAC
12. D40 Fire Protection
13. D50 Electrical
Tasks will include research regarding implementation of the task, coordination with USACE and ACSIM government personnel via meeting or teleconference to determine the data that will be transferred as part of establishment of the web-services, testing of the web-services capability on ISR test servers, resulting analysis, and then implementation. Tasks also include development of training to inform ISR users on new capabilities that will be available associated with the task.
2) New Web Service with USACE's SMS system Railer – The purpose of this web service is to update
ISRWeb with an up to date equivalent of the ISR condition (Q) rating for each Army rail asset where updated
Facility Condition Index (FCI) data (or equivalent data) resulting from a Railer inspection is available. Data anticipated to be provided by USACE includes, but is not limited to:
Facility Condition Index (FCI)(or equivalent for Rail facilities)
Real Property Unique Identifier (RPUID)
Site Number (SITENO) (an installation designator)
Plant Replacement Value (PRV) used to calculate the FCI or equivalent
Category Codes to which the FCI (or equivalent) applies
Asset Level Comments
Linear Footage of Asset
Component level ratings may also be provided for each asset as part of the web-services transfer, to be determined.
government personnel via meeting or teleconference to determine the data that will be transferred as part of establishment of the web-services, testing of the web-services capability on ISR test servers, resulting analysis, and then implementation. Tasks also include development of training to inform ISR users on new capabilities that will
3) New Web Service with USACE's SMS system Paver – The purpose of this web service is to update
ISRWeb with an up to date equivalent of the ISR condition (Q) rating for each Army pavement asset where updated
Facility Condition Index (FCI) (or equivalent/i.e. PCI) data resulting from a Paver inspection is available. Data anticipated to be provided by USACE includes, but is not limited to:
Facility Condition Index (FCI) (and/or Pavement Condition Index, PCI) for Pavement facilities
Real Property Unique Identifier (RPUID)
Site Number (SITENO) (an installation designator)
Plant Replacement Value (PRV) used to calculate the FCI (and/or PCI)
Category Codes to which the FCI (and/or PCI) applies
Asset Level Comments
Linear Footage (or appropriate unit of measure) of Asset government personnel via meeting or teleconference to determine the data that will be transferred as part of establishment of the web-services, testing of the web-services capability on ISR test servers, resulting analysis, and then implementation. Tasks also include development of training to inform ISR users on new capabilities that will
