The following have been modified:
PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT (PWS)
Installation Status Report (ISR)
Office of the Assistant Chief of Staff for Installation Management (OACSIM), United States Army
PART 1
GENERAL INFORMATION
1. GENERAL: This is a non-personal services contract to provide Installation Status Report (ISR) support services.
The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform services in support of the ISR Program as defined in this Performance Work Statement except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract.
1.2. Background: The Installation Status Report (ISR) is a fully web-based decision support system designed to assist a wide range of users from installation level staffs through Headquarters Department of the Army (HQDA) with the management and resourcing of facilities, services and resources on Army installations. ISR has four components: Infrastructure (ISR-I), ISR Mission Capacity (ISR-MC), ISR Services (ISR-S) (Performance), and ISR-S (Cost). ISR-I and ISR-S (Performance) are updated quarterly. ISR-MC and ISR-S (Cost) are updated annually.
ISR- I uses Army-wide standards to assess facilities. These standards are reviewed and approved by HQDA functional proponents annually. ISR-I is used to estimate improvement costs, help prioritize programs and projects, assist in resource allocation, and measure progress. ISR-I calculates quality “Q” ratings for various facility types and costs to improve the ratings. It also calculates a mission support “F” rating for various facility types and a modernization cost to improve the ratings. ISR also provides an opportunity for installation commanders to provide an overall readiness rating at each of nine Facility Classes at the installation level. The ISR-I component deals predominately with Army real property. Because of this, support is primarily provided to the Directorate of Public Works (DPW) staff at the installation level.
ISR-MC, formerly ISR Natural Infrastructure (ISR-NI), focuses on leading indicators that support training and war-fighting requirements while still meeting compliance mandates. It provides indicators related to an installation’s mission support capability, ability to meet mission requirements of today as well as mission requirements in the future. ISR-MC combines many individual sources of existing data into an early warning system to provide visibility of potential mission impacts before they occur. ISR-MC assesses installations on mission support and sustainability. The ISR-MC component deals predominately with the areas of sustainability, natural resource capacity, and master planning. Because of this, support is primarily provided to the DPW staff and the Directorate of Plans, Training, Mobility, and Security (DPTMS) staff at the installation level.
ISR-S is a decision support system that is comprised of two parts: ISR-S (Performance) and ISR-S (Cost).
ISR-S (Performance) measures and communicates the quality of the services performed within the footprint of an Army installation. ISR-S (Cost) captures the cost to perform each service. This includes services the Army provides for itself and those funded by other Government agencies and the private sector. The integration of ISR-S (Performance) and ISR-S (Cost) shows how the costs of services performed are correlated to the quality of the service delivered. ISR-S (Cost) provides the "did cost" data that (when combined with the ISR Services quality rating) provides the "should cost" data that is currently the basis for Base Operations Support (BOS) resource requirement development. The ISR-S (Performance) component deals with performance metric development and provides support primarily to the Plans, Analysis, and Integration Office (PAIO) staff at the installation level. The ISR-S (Cost) component deals predominately with financial data and provides support primarily to the Resource Management community.
All data are collected via a fully-web based data collection tool (ISRWeb) through component specific data input applications. Data are validated and certified by Installation Management Command (IMCOM) Garrison Commanders, Army Material Command (AMC) Garrison Commanders, United States Army Europe (USAREUR) Garrison Commanders, Army National Guard (ARNG) Adjutant Generals, and United States Army Reserves (USAR) Installations and Regional Support Command (RSC) Commanders on a quarterly or annual basis. The Command Viewer portion of ISRWeb is a management tool that displays data for ISR components in graphical color displays. For ISR-I, it displays the quality, and mission support color and rating and the cost to improve both quality and mission support. The historical viewer allows ISR users to view past ratings and generate reports for trends and analysis assessments. The ISR Administration module allows various levels of ISR Managers to grant or restrict access to ISR reporting and assign user roles for reporting quarterly data submissions. ISRWeb also offers several reporting functions: base commander’s report; base measure ratings report; comments report; base status summary report; ad hoc query reports; readiness summary report; and sliding scale reports identifying actual reporting status between ISR ratings.
1.3. Objectives:
Develop and maintain advanced installation data tools such as standardized and specialized reports, automated data query tools, and dashboards.
Provide support, to include attendance at meetings and production of products that enhance installation readiness and costing capabilities across the Army.
Conduct communities of practice and participate in other process improvement activities to create efficiencies, improve the quality of metrics, and reduce redundant Army installation metric data systems and processes.
Conduct one in person training session per component command and conduct limited site visits, and develop training materials (job aids/videos) to supplement online training to encourage improved quality of data collected at installations.
Develop system improvements that allow integration with sister OACSIM business application systems.
Conduct system updates to modernize the ISR system, maintain compliance with Army imposed requirements, and complete the migration of the ISR system to an approved cloud based environment.
1.4. Scope: The Contractor shall provide personnel, management labor, materials, equipment and other services that are necessary to perform non-personal services related tasks to include ISR system management, technical, and analytical support services as set forth in this PWS. Services include tasks detailed in Part 5.
