Since both the Program

Manager and Systems Analyst

- Senior require PMPs, FoxPro, and Oracle Key, the task to source these individuals with the correct credentials (all 3 listed above) is proving challenging and would appear to favor the

The Government will not remove the Fox Pro and

Oracle Key requirements form the Senior Program

Manager and Systems

Analyst- Senior positions.

FoxPro is the tool used by the ASIP to Extract, Translate and Load data from other source systems feeding into the ASIP.

Oracle is the platform that the ASIP runs on. Due to the complexity of the ASIP and its internal working and integrating data from multiple highly complex systems at the HQDA level, the government requires these key positions and qualifications to meet this requirement. The ASIP data is used by Senior

Department of Defense and

Army Leaders in congressional testimony, data is also passed directly to Congress, Department of

Defense, Army Staff, State

Department and other high level agencies. ACSIM relies on the Senior

Program Manager and the

System Analyst Senior to ensure the accuracy of the data provided and the applications and processes used to develop the data.

Even though these positions have managerial/functional responsibilities, they have technical involvement and oversight. It should also be noted that FoxPro and

Oracle Key are commercially available software

FoxPro and Oracle Key since the other two Key positions require 2 years of FoxPro and

Oracle Key?

As delineated in Addendum to 52.212-1, Instructions to

Approach/Key Personnel, the Government will require the System Analyst

– Senior to have

Five (5) years’ experience with Army installation management and force structure systems, specifically those described in Appendix A of the PWS.

At least five (5) years of demonstrated or related work experience with data analysis and integration using Fox Pro and Oracle

Key and a minimum of five

(5) years managing government contracts working with DoD data sources and systems

Transition Option

1.6.22.1 regarding

Phase - In/Out

Would the Government consider a 60 day transition given the monthly and quarterly updates along with the “new” efforts mentioned in

Sections 5.10 – 5.13 of the

PWS? This would help in the case that the new contract begins in the middle of an update cycle.

The first quarterly update for the new contract occurs on 31 Jul 17; the new contract begins on 15 Jul

17, this allows two weeks for the new Contractor to work with the incumbent

IRT how the quarterly update occurs. We would consider granting an additional 30 days to the transition period, pending approval from OACSIM

Leadership, MICC-FSH., and the willingness of incumbent to perform beyond current phase-in/phase-out requirements.

Can the Government please confirm the page count for the

Technical Capability is 35 pages?

As delineated in Addendum to 52.212-1, Instructions to

Offerors – Commercial

Items, C.2.d, the total page count for Technical

Capability is 35 pages.

Note 3 has been updated to reflect the following: “The

Quality Control Plan pages will be excluded from the

35 pages for Technical

Capability.

Can the Government please confirm the page count for the

Quality Control Plan per section 1.6.1 of the PWS is 15 pages and is not included in the 35 page Technical

Capability response?

The required number of pages for Contractor QCP is at the Contractor’s discretion. As annotated in the Governments response to Question 4, The Quality

Control Plan pages will be excluded from the 35 pages for Technical Capability.

Can the Government confirm the OACSIM Army Stationing and Installation Plan (ASIP)

Services, W9124J-117-R-

ASIP is Lowest Priced, Technically Acceptable? If yes, can the Government provide more detail with respect to the “new” items referenced in Sections 5.10 –

5.13 of the PWS?

As delineated in Addendum to 52.212-1, Instructions to

Offerors – Commercial

Items, B.2, Award will be made to a single Offeror who is deemed responsible in accordance with the

Federal Acquisition

Regulation (FAR), whose proposal is judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, which will represent the Lowest

Priced Technical

Acceptable offer.

In response to the second part of Question 6, the language is clear in the

PWS and nothing more can be added at this time.

7 General General Would the Government consider an extension to the response pending answers to the above questions?

As delineated in Addendum to 52.212-1, Instructions to

Offerors – Commercial

Items, A.1.a, proposals for the subject services shall be submitted NOT LATER

THAN 12:00 P.M. (noon)
