Questions and Responses to

Solicitation W9124J-16-R-0057:

Camp Parks and BT Collins FFS

Questions received as of 28 November 2016:

1. On Technical Exhibit B (Design Capacity for Building 332), the seating capacity reads 372, which was the seating capacity for the temporary dining facility. The seating capacity is determined by the number of seats x (times) 30 minutes of a 90 (3 – 30 minutes) serving period which within the new dining facility design is closer to a 1,100 seating capacity. Please clarity or confirm the true seating capacity of the new dining facility for the contract.

a. The new dining facility (Building 332) can hold 372 at one time with the 372 chairs that are in the DFAC.

b. In a given 90 minute period, it can provide meals for up to 1116 capacity.

2. With the Amendment 0001, the band pricing was deleted for both Camp Parks and BT Collins, which included 15 days of operations. The dining facilities still operate for estimated 365 days per the PWS, however, the CLINs for the dining facilities list 335 days for base year and 350/351 days for option years, which are less than 365 days. Will those days amended to reflect 365 days?

The customer is projecting the DFACs operate approximately 350 days per year (351 in 2020 with the leap year) during a 365/366 day Period of Performance. This is what Technical Exhibit F in the amended PWS reflects. The base period is structured to be

11.5 months, since there is a separate CLIN for a 15 day phase-in period. Therefore it reflects 335 days (plus 15 day phase in equals 350 days between 1 Jan 2017 and 31 Dec 2017). Each option year reflects 350/351 days.

3. On page 133 of 143 (of the Solicitation), it states “Quality Control Approach: Provide an approach to develop a quality control program including methods to prevent, identify, and correct deficiencies in the quality of services. Include a description of the inspection techniques and process control methods to adequately ensure performance as outlined in PWS sections 2.1.8, 3.1, 4.1 and 4.2.” Do we address all PWS sections provided, and if so, is there a possible page extension? Section 4.2 Quality Control Plan addressed 12 items.

The Quality Control Approach is not a comprehensive Plan. Rather, the offeror needs to provide a brief description (or overview) of how they are going to prevent, identify, and correct deficiencies in the quality of services (12 items that are listed under the quality control) in order to maintain the standards within the Performance Requirements

Summary (PRS). At a minimum, the offeror should address the PWS sections referenced, but may, at their discretion, address other requirements within the PWS. If an offeror feels that they need a page extension to meet this requirement, then they should request a specific page extension (how many pages) from the Soliciting Contracting Office in writing.
