CBRN Response & Training W9124J-16-R-0024 Q&A PART ONE 1
CHEMICAL, BIOLOGICAL, RADIOLOGICAL AND NUCLEAR (CBRN) RESPONSE AND
TRAINING
W9124J-16-R-0024
QUESTIONS and ANSWERS
1. Question #1: Reference PWS Sections 1.6.8 and 1.6.11.1 regarding personnel qualifications. The
Government requires very specific and unique qualifications for the Project Manager, Incident and Area Commanders, and Safety and Medical Officers. Would directly relevant experience, obtained from highly regulated Government entities such as the U.S. Army or State agencies, be considered acceptable to meet these qualifications?
Answer #1: Relevant experience for the Project Manager and Medical Officers is acceptable.
Qualifications for Incident Commanders, Area Commanders and Safety Officers remain the same.
2. Question #2: Reference Section A. Evaluation Factors for Award. The Government states this is a “best value” source selection, but also states it is “Lowest Price Technically Acceptable.” Will the Government consider other than the lowest price offer if it represents the best value to the Government in terms of quality?
Answer #2: IAW FAR 15.101, Trade off and LPTA are different source selection approaches, and both constitute to Best Value Continuum. It is the contracting officer’s decision to award the contract of the basis of the technically acceptable proposal with the lowest price.
3. Question #3: In order to level the playing field in an LPTA type evaluation, can the Government either consider the phase-in CLIN outside of the total contract value or provide a plug number for the phase-in costs? Since the incumbent will have little if any costs associated with phase-in.
Answer #3: Paragraph 1.10.1 of the PWS provides the phase-in requirement. Each offeror will be allowed to provide their best offer for this CLIN. The incumbent would have to be found technically acceptable during the evaluation before price is looked at. The phase in CLIN will not be changed.
4. Question #4: Reference Volume III – Price. Please provide the Excel “Attachment CLIN Structure CBRN re-compete 16 June”
Answer #4: The Excel attachment was posted on May 27th. It is dated as of 21 June.
5. Question #5: Please provide a detailed equipment/technical description of the Command and Control Vehicles/ Communication Vehicles, and identify whether these assets will be provided by the CSTA (per Part 3 of the PWS), or reimbursed as an Other Direct Cost (ODC) per para 1.9.
Answer #5: The GOVT provides points of presence with satellite internet for large scale exercises at each location throughout the Incident Command System. This includes VOIP and 800 series radios.
CBRN Response & Training W9124J-16-R-0024 Q&A PART ONE 2
The contractor is required to provide a command and control vehicle or trailer that has ample space for 6 personnel to operate in replicating an Incident Command Post. The requirement is to have satellite internet, means to display digital products on large screens for briefings, computers, printers, and generators. This requirement on averages is needed 5 times per year.
6. Question # 6: Is this a fixed price, time/materials, or cost plus contract?
Answer #6: IAW Addendum to 52.212-1 – all CLINS are firm fixed priced (FFP).
7. Question # 7: Who currently has the contract, who is incumbent?
Answer #7:. Contract # is W9124J-16-C-0018, the incumbent is L2Defense, Inc.
8. Question # 8: What is reason to offer a rebid?
Answer #8: the previous contract was completed. Current contract, W9124J-16-C-0018, is for 6 months only to allow time to re-compete
9. Question # 9: How much was bid by incumbent?
Answer #9: $3,998,969.
10. Question # 10: Page 45 addresses Non- displacement of Qualified Workers:
- How many full time are in place? Can we get a list of their qualifications?
- How many part time are in place and where are they located? Can we get a listing of their qualifications?
Answer #10: The Government can provide the numbers for full time and part time personnel. It is up to the offeror to propose and provide qualified personnel IAW the RFP.
11. Question # 11: Page 47, Instructions to Offerors B. General Instructions, Volume I – Technical
Proposal states “The entire volume content (except of the cover page) should be sanitized from company’s title, logo, etc” – what is meant by sanitized?
Answer #11: It means the Offeror’ company name should NOT be mentioned anywhere in the technical Volume, except the cover page. It is suggested to use general terms such as “our company”, “our team”, “we”, and so forth. During the technical evaluation, the contracting office delete tge cover page with the vendor’s business information and replace with assigned letter code (i.e. “Offer A) to ensure unbiased evaluation by the technical team.
12. Question #12: Do we need to provide evidence of insurance at time of proposal submission?
Answer #12: Evidence of insurance is not required at time of proposal but will be required prior to award to the successful offeror.
13. Question # 13: What search and rescue equipment has been provided by the contractor in the past?
CBRN Response & Training W9124J-16-R-0024 Q&A PART ONE 3

CBRN Response & Training W9124J-16-R-0024 Q&A PART ONE 5
24. Quesiton#24: At page 49, paragraph A.1., ARNORTH describes the Source Selection process as Best Value/Lowest Price Technically Acceptable. What exactly does “Best Value” mean?
Are “Best Value” and “Lowest Price Technically Acceptable” different standards?
Answer #24: See Q&A #2.
25. Quesiton#25: Various areas in the PWS address supporting CSTA. Can ARNORTH please provide an organization chart or matrix of the CSTA to clarify the number and composition of the CSTA teams?
Answer #25: CSTA is comprised of 10 teams with up to 7 personnel on each team. Each team has a hazmat specialist, medical specialist, decontamination specialist, operation officer, scenario writer, and team chief. A couple of the teams have technical rescue specialist and analytical specialist for Hazmat analysis.
26. Quesiton#26: At page 57, paragraph 1.3.1. ARNORTH requires the contractor to provide command and control vehicles. Does ARNORTH have specific C2 vehicles in mind? What are the required C2 vehicles?
Answer #26: The vehicles or trailers are intended to replicate city or county emergency response incident command posts. The platform should have work stations for incident command staff.
27. Quesiton#27: At page 57, paragraph 1.3.1. ARNORTH requires the contractor to provide “…information technology (IT)”. In addition to the COTS Mission Essential Equipment List is there additional IT required? If yes, what is that IT?
Answer #27: The contractor needs to have the ability to develop and project digital maps displays for current operations, unit locations, weather, mission tracker, and target locations. The software used for this can be commercial or proprietary.
28. Quesiton#28: At page 57, paragraph 1.3.1. ARNORTH requires the contractor to provide “…communications network support”. In addition to the COTS Mission Essential Equipment List is there additional communications equipment or communications equipment support required? If yes, what additional equipment and communications support is required?
Answer #28: The contractor needs to have the ability to send/receive messages both voice and digital within the incident command post and to remote locations that replicate branches/divisions/groups within the incident command system.
29. Quesiton#29: At page 57, paragraph 1.3.1. ARNORTH requires the contractor provide “…expendables”. Does ARNORTH have a list of expendables?
Answer #29: The historical list of the equipment, material and etc. is listed under “ODC” tab in the Excel titled “Attachment_CLIN Structure CBRN re-compete 21 June”
30. Quesiton#30: At page 57, paragraph 1.3.1. ARNORTH requires the contractor to provide “…costs” associated with access to designated training locations. Does ARNORTH have a spreadsheet or matrix of what costs are/have been associated with the various locations specified in the PWS?
Answer #30: Costs incurred are for the use of the facilities and training props for technical rescue operations at city/county/state training facilities. On average costs incurred are up to 2K per day.
CBRN Response & Training W9124J-16-R-0024 Q&A PART ONE 6
31. Quesiton#31: At page 57, paragraph 1.3.2. the PWS states that the “Contractor personnel shall possess educational certificates that are accredited by either IFSAC or Pro-Board.” The instructors that we will provide are all certified by the IFSAC or Pro-Board in vehicle extrication, machinery rescue, confined space rescue, trench rescue, collapsed structure rescue, HAZMAT technician, and ICS 300/400. Are there other certifications that ARNORTH will require? Will contractor personnel providing training or acting as OCTs be required to be fire instructor I or II?
If yes, will other training certifications be accepted such as proof that a former military member was a qualified instructor by a branch of the service?
Answer #31: First question – No. Second question – No.
32. Quesiton#32: At page 57, paragraph 1.3.4.1. the PWS states “…at least ten years of experience…”. Will the personnel assigned to these duties be required to provide proof of technical discipline experience, such as assignment to a HAZMAT response unit or Technical/Heavy Rescue unit, vs. a fire fighter who may have had occasion to perform the duty?
Answer #32: Yes.
33. Quesiton#33: At page 57, paragraph 1.3.4.1. the PWS states “…at least ten years of experience…”. Some SMEs experience is in military organizations such as Chemical Units so that they do not have IFSAC or Pro-Board certification, but can provide military training certifications and records of duty assignments. Will ARNORTH accept these types of records as positive proof of training and certification?
Answer #33: Partially: Yes, for HAZMAT Decontamination, Reconnaissance and Medical disciplines. No, for Technical Rescue Operations.
34. Quesiton#34: At page 57, paragraph 1.3.4.4. the PWS states “…search & rescue SMEs / OCs…”. The FEMA search specialist course is not certified by Pro-Board or IFSAC. Will ARNORTH accept FEMA US&R Search Specialist training certifications and records of assignment to positions on US&R and SUSAR teams as evidence of capability?
Answer 34: No. The college or school the individual received his/her certificates from must be accredited by Pro-board or IFSAC.
35. Quesiton#35: The PWS identifies locations. At other spots in the PWS venues are addressed.
Will the contractor be required to provide training and exercise support at five different venues at the same location or five different venues at five different locations? Please clarify.
Answer #35: Yes, see PWS 1.4.5.
36. Quesiton#36: At page 59, paragraph 1.4.1. the PWS states that the “Contractor shall contract / gain access to designated training areas.” Will the contractor be required to contract / coordinate billeting, chow and other logistical necessities or will this be provided by ARNORTH or the unit undergoing training?
Answer #36: The contractor is required to contract for the use of facilities. The unit is responsible for their life support (billeting, chow, transportation).
37. Quesiton#37: At page 59, paragraph 1.4.2. the PWS requires “…transportation…”. Will the contractor be required to coordinate or provide transportation for training, exercise or other ARNORTH personnel?
Answer #37: The contractor is required to provide transportation for role players only.
CBRN Response & Training W9124J-16-R-0024 Q&A PART ONE 7
38. Quesiton#38: At page 59, paragraph 1.4.7. the PWS addressed the requirement “…to provide (1) command and control vehicle…” and in a separate sentence addresses the need to provide “Command and Control vehicles…to replicate Area Command and Incident Command Operations.” Can this be clarified to identify the specific number, size, and communications requirements of the vehicles? What vehicles has ARNORTH used in previous exercises?
Answer #38: The command and control platform for 1.4.7 can be either vehicle or trailer. The platform should have ample space for 6 personnel to operate in replicating an Incident Command Post. The requirement is to have satellite internet, means to display digital products on large screens for briefings, computers, printers, and generators.
39. Quesiton#39: At page 59, paragraph 1.4.9. the PWS identifies “…tents or a Mobile Command & Control center vehicles…” Can portable shelters be utilized in lieu of the vehicles required in paragraph 1.4.7.
Answer #39: No. The command and control platform for 1.4.7 can be either vehicle or trailer, but not shelters as the Incident Command Post needs to be mobile.
40. Quesiton#40: At page 59, paragraph 1.4.11. the PWS states “wrecked vehicles”. How many wrecked vehicles per training evolution?
Answer #40: Up to 7 vehicles per evolution.
41. Quesiton#41: At page 59, paragraph 1.4.11. the PWS states “ambulances”. How many ambulances will be required per training evolution and will these be a requirement to crew the ambulance with basic of advanced medical service?
Answer #41: Most of the training evolutions require up to 2 ambulances. There is no requirement to crew the ambulances with medical personnel. However, drivers are required for the ambulances.
42. Quesiton#42: At page 61, paragraph 1.6.5.2. the PWS identifies that the number of SMEs needed will be “…based upon upcoming training requirements”. Can the number of SMEs, dates and locations be narrowed down? Without a tighter location, we would need to estimate the highest possible case or provide a list of SMEs and their individual billet costs in a menu driven cost plus bid vs. a FF Fee.
Answer #42: See PWS, Part 9 for the historical estimate of the man-days.
43. Quesiton#43: Is the time of day for the proposal due date (June 27, 2016) 0800 EST or 0800
CST?
Answer #43: local daylight saving time of the vendor location.
44. Quesiton#44: On line 173 of the "Part Time Labor BASE YEAR" worksheet within the "I.A.07_Attachment", please clarify the date range. There appears to be a typographical error by showing "27-22 June".
Answer #44: 17-22 June
CBRN Response & Training W9124J-16-R-0024 Q&A PART ONE 8
45. Quesiton#45: On line 370 of the "Part Time Option 2" worksheet within the "I.A.07_Attachment", please clarify the date range. There appears to be a typographical error by showing "27-22 June 19".
Answer #45: 17-22 June 19
46. Quesiton#46: Can the government reconsider its lowest price technically acceptable evaluation approach for this contract? Some of the performance requirements lack specificity and its not clear how the Government will determine technical acceptability.
Answer #46: See Q&A #2.
47. Quesiton#47: For the Past Performance Volume (Vol II), does the 7 page limit apply to the combination of the Prime contractor and subcontractor citations?
Answer #47: 7 page limit is to include both information, for the Prime and the Sub-contractor.
48. Quesiton#48: ODC Clarification and specification required for pricing:
(a) Can the government identify the specific components that comprise the lumber required (i.e., 2x4's, 4x4's etc.)?
(b) Can the government identify the specific requirements for pricing nails?
(c) Can the government provide dimensions and quantities for each concrete slab required?
(d) Can the government explain what the quantity of "2" represents for the crane ODC requirement? Days, exercises, cranes, etc.?
(e) Can the government provide the location of the training facilities required and specify what the quantity of "8" represents?
(f) Can the government provide the specific requirements for the personal protective suits (suit type/level, preferred manufacturer, sizes, etc.)?
(g) Can the government provide the specific requirements for battery sizes and quantities of each size.
(h) Can the government explain what the quantity of "13" represents for the shooting boom forklift ODC requirement? Days, exercises, forklifts, etc.?
Answer #48:
(a) Various sizes (4”x4”x16’)(2”x4”x16’)(2”x6”x16’)(6”x6”x8’) (4”x8”x3/4”plywood) per training event x 10 training events per year
(b) Nails: Various sizes (8D and 16D) per training event x 10 training events per year
(c) Concrete slabs w/rebar: (4’x4’x6”) x (60 ea.) (4’x8’x6”) x (10 ea.)
(d) Number of cranes required per year.
(e) Up to 8 locations per year throughout the U.S.
(f) Class 3 suit. Preferred manufacturer: Blauer. Various sizes.
(g) Various sizes (Double A, Triple A, C, D, 9 volt, lithium): approximately 40 batteries of various sizes for each event. 23 training events per year
(h) That is the number of forklifts required per year.
49. Question#49: On page 49 of the solicitation document, the government states that this will be an LPTA evaluated source selection. Because of the technical complexity of these ARNORTH CSTA requirements and lack of details provided in the RFP, LPTA may not be appropriate for
CBRN Response & Training W9124J-16-R-0024 Q&A PART ONE 9 this solicitation. We ask the Government to modify this solicitation to a Best Value Tradeoff Process (FAR 15.101-1) to truly obtain the best value contractor for its requirements.
Answer #49: See Q&A #2.
50. Quesiton#50: Was 5.6 of the PWS skipped intentionally? If not, please provide the appropriate text.
Answer #50: Para 5.6: N/A
51. Quesiton#51: Is a lowest price technically acceptable (LPTA) evaluation criteria the proper source selection approach for this solicitation? We request for the Government to reevaluate its decision to award based on LPTA. Only meeting the minimum requirements as documented in the PWS will cause an unacceptably high level of performance risk for the Government. For example, for the Full Time SMEs, there are limited stated qualification requirements and only one key personnel resume (Project Manager). Under an LPTA evaluation criteria, the Government cannot be assured that truly qualified personnel will be employed for the tasks.
Answer #51: See Q&A #2.
52. Quesiton#52: Will each proposal be evaluated for price realism to assess performance risk associated with prices that are too low to meet the stated requirements? We request that the evaluation of price realism be a strong consideration for the source selection process.
Answer #52: It is the contracting officer’s decision to evaluate the proposals as it stated in Addendum 52.212-2. IAW Addendum 52.21202, Paragraph 2 :” unreasonably proposed prices may be grounds for eliminating a proposal from competition.”
53. Quesiton#53: For the Full Time SME Labor CLINS (CLIN 0006, 1005, and 2005), what annual hour amount should be assumed for the pricing of each on-site full time SME (not including surge hours)? Part 9 of the RFP presenting the estimated workload data shows 3,120 annual man-days, suggesting a total of 2,080 hours per year per SME. Should we use this 2,080 hours per year value for each full time SME?
Answer #53: The government cannot direct the vendor what constitutes into the full time employment.
54. Quesiton#54: For pricing purposes, how many Part Time SMEs should be estimated for each training exercise listed in the CLIN structure pricing spreadsheet?
Answer #54: See Q&A #23.
55. Quesiton#55: Can the offeror propose more than one travel/work day rate set for the Part Time SME support to address the varied skill and experience levels required for each exercise? In other words, for each exercise, can the offeror provide one travel day/work day rate set for labor category A, and different travel day/work day rate set for labor category B?
Answer #55: The government cannot direct the vendor. The proposal should be based on the vendor best business judgment.
CBRN Response & Training W9124J-16-R-0024 Q&A PART ONE 10
56. Quesiton#56: In the Part Time Labor worksheets, dates are provided for each exercise. Do these dates include travel days and work days? For example, for the date listed as 15-20 Sep 16, would this be two travel days with six work days or two travel days with four work days?
Answer #56: Assumption is correct.
57. Quesiton#57: Paragraph 1.4.7 states that the contractor must "establish an ICS consisting of an incident commander, operations section, planning section and logistics section; provide visual displays for tracking units on maps using satellite imagery, current progress of units, weather and objectives to facilitate situational awareness." Paragraph 5.29 states that the "Contractor shall establish an ICS at all training and evaluation venues with designated equipment. Command and Control centers shall consist of the use of tents or up to two Command & Control center vehicles along with the computers, displays, charts, maps, diagrams, software, and networks needed to operate the center."
The CLIN pricing structure only allows for the pricing of Command and Control vehicles. Where does the Offeror add pricing for an ICS/Command and Control center that has to be established in the absence of a command and control vehicle (i.e., within tents)? And for pricing purposes, how often should we assume that this would be requested?
Answer #57: The CLIN for Command and Control vehicles is required up to 5 times per year.
The computers with video displays are covered in this CLIN. The ODC CLIN covers costs for all other evolutions that consists of tents, generators, lights, heaters, tables, chairs, etc…
58. Quesiton#58: Please confirm that at a minimum, the command and control vehicles must: (1)
Have a comprehensive communications suite including satellite tv, satellite internet, VOIP phones, programmable analog and digital UHF, VHF and Air band radios with encryption, (2) Include computers, scanners and printers for production of Incident Action Plans and other communications, (3) Be fully self contained with water, sewer, and an on board generator for electricity, (4) Be capable of rapid deployment and setup, ready for full operation within ten minutes, (5) Contain life support function areas including food prep area, bathroom, shower, sleeping area.
Answer #58: The requirement is to have satellite internet, means to display digital products on large screens for briefings, computers, printers, and generators.
59. Quesiton#59: Because the Offeror is required to be prepared to support up to five simultaneous exercises, and is required to be prepared to provide command and control vehicles and/or command and control centers for each exercise, should the offeror assume that it will need multiple command and control vehicles and command and control center equipment sets to satisfy the possible requirements?
Answer #59: No. There will be one requirement for a Command and Control platform at any given time. The ability to support five simultaneous evolutions at any given time requires the contractor to have the requisite number of personnel only.
60. Quesiton#60: Since nondisplacement of qualified workers clause is in effect, are offerors required to provide the incumbent contractors’ resumes for Incident Commanders and Safety
CBRN Response & Training W9124J-16-R-0024 Q&A PART ONE 11
Officer key personnel who are currently performing this function as we would be required to offer the incumbent contractors right of first refusal?
Answer #60: The incumbent personnel shall be offered the right of first refusal, after award, if they meet all required qualifications. It is solely up to the successful offeror to ensure that each person provided meets the minimum qualifications for each position. Incumbent personnel resumes are not required to be submitted as part of the proposal but certainly could be, but minimum qualifications still apply. If an incumbent resume is used the offeror is responsible for ensuring that the minimum qualifications are identified in the resume.
61. Quesiton#61: Since it is the prime contractor’s management personnel only that would change given nondisplacement of qualified workers clause, would the Government consider changing the resume/letter of commitment requirement to just the Program Manager?
Answer #61: The requirement remains unchanged.
62. Quesiton#62: Is the incumbent contract currently operating as SCA WD? If yes, what are the numbers of staff and labor categories/SCA WD labor categories currently in effect?
Answer #62: No, the current contract is not using SCA.
63. Quesiton#63: Since there has to be a first right of refusal for all current incumbent contractors (with the exception of contractor’s management staff), can the Government provide the current level of effort and wage determinations (and service/anniversary dates) for staffing levels so that contractors can more effectively provide realistic pricing?
