About this file

This document is a Questions and Answers file for a power station installation contract at Hangar 2418, Fort Eustis, VA. The solicitation is for a firm-fixed price, non-personnel electrical services contract to install a power station supporting MOS 15Y training, with two transformers (150KVA and 30KVA) to be floor-mounted within a 20-foot area. Key technical details include using rigid conduit, installing overhead and wall-mounted conduits, connecting to existing GE Spectra Series Switchboards, and implementing an emergency stop circuit that kills power only to the training device.

The contract is a 100% small business set-aside under NAICS code 238210, with a one-year period of performance from 01 January 2026 through 31 December 2026. Quotes are due by 12:00 PM CDT on Tuesday, 30 December 2025, to be submitted via email to Contract Specialist Jolene A. Granger and Contracting Officer Erin S. Duncan. The procurement is being conducted as a lowest-price technically acceptable (LPTA) method under FAR Part 13, with only a priced quote required from vendors. The contract will be administered by the Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis.

Question Answer

Primary Power Source: Where is the primary power being pulled from to feed the new 150KVA transformer? What is the distance between the existing power source/main switchgear and the new power station location?
There are two existing GE Spectra Series Switchboards. One is a 1000 Amp, 408/277 VAC and the other is an 800 Amp, 120/208 VAC. The distance is approximately 20-60 feet from the source depending on actual placement of the transformers.
Equipment Mounting: Will the 150KVA and 30KVA transformers be floor-mounted or wall-mounted? If floor-mounted, is the contractor required to pour concrete housekeeping pads, or is the existing hangar floor sufficient?
This will be floor mounted and the hangar floor should be sufficient based off other similar power stations.
Conduit and Cabling: Are there specific requirements for conduit (e.g., EMT, IMC, or Rigid)? Section C-1.3.3 mentions testing all new cables; is there a specific testing standard required (e.g., Megger testing)?
All other power stations are using a rigid conduit. As far as testing it needs to have the correct phase alignment and provide the correct output.
Emergency Stop: Section 1.4 mentions an "emergency stop circuit." Does this circuit need to kill power to the entire station or just the training device? Does it require a physical "mushroom" button at a specific height/location?
The emergency stop just needs to kill power to the training device and does not require its own physical button.

We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?

This is a new requirement.

Would you consider organizing a site visit?
A site visit is not being considered at this time. I have no issue if they want to come and look over the site for a better understanding.
Can you provide a one-line blueprint of the required installation?
There are no current blue-prints to provide.
Are any underground/under-floor conduits to be installed?
No, all conduits will be overhead and wall mounted.
What are the distances between the installation elements?
All elements will be within a 20ft area.
Can you provide details of the stop circuit design and requirements?
The emergency stop just needs to kill power to the training device and does not require its own physical button.
Is there a dedicated breaker in the main panel for the new branch circuit/circuits?
There is not a current breaker installed for the new branch circuits. Both switchboards appear to have space available for dedicated breakers for the new branch circuits.
