1.4.3. Volume III: Factor 2 – Past Performance
1.4.3.1. The past performance evaluation factor assesses the degree of confidence the Government has in an offeror’s ability to supply the services that meet the users’ needs based on a demonstrated record of performance.
The past performance evaluation will be accomplished by reviewing aspects of an offeror’s recent and relevant past performance, focusing on, and targeting performance which is relevant to the effort as it directly relates to the work being procured under this solicitation and as defined in Addendum to FAR 52.212-2, Evaluation – Commercial Products and Commercial Services. 1.4.3.4. TAB D – Organization Structure Change History. In Volume III, Tab D of its proposal, the offeror shall provide information regarding the organization structure change history of the offeror and its Teaming Partners.
Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, the offeror shall include in offeror’s Proposal Volume III, Tab C D a chart or schedule describing all such changes in the organization of the offeror and Teaming Partners over the past three (3) years. As part of this explanation, the offeror shall show how these changes impact the relevance of any identified past performance efforts. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the offeror(s), Organization Structure Change History must be both specifically applicable to the efforts identified by the offeror in its proposal, and general enough to apply to efforts on which the Government receives information from other sources.
1.4.3.5. TAB E – Past Performance References. In Volume III, Tab D E of its proposal, the offeror shall identify up to three (3) recent and relevant past performance references for the offeror, and/or its Teaming Partner(s), performed as a Prime or as a subcontractor. Only past performance performed by a Teaming Partner which will perform 25% or more of the work under the awarded contract will be considered. The offeror shall include documentation regarding its relevant past performance as it directly relates to the work being procured under this solicitation. The offeror SHALL NOT go back any farther than three (3) years from the date of issuance of this solicitation. The past performance data shall document a successful history of past contract performance.
1.4.3.5.1. For each past performance reference, the offeror shall provide the following information: Name of effort, contract and/or task order number, period of performance, Government point of contact responsible for monitoring performance under the contract (name, phone, email, address), Administrative Contracting Officer (name, phone, email, address), dollar value of work actually performed during the three (3) years prior to the date of issuance of this solicitation, and the specific primary task area(s) for which the offeror believes the reference demonstrates relevancy and quality of services performed under the reference.
1.4.3.5.2. The offeror shall demonstrate why each past performance reference is recent and relevant.
1.4.3.5.2.1. To be recent, the reference must have been performed for at least six (6) months within three (3) years from the date of initial issuance of this solicitation (not including subsequently issued amendments). Work performed for less than six (6) months will not be considered.
1.4.3.5.2.2. To be relevant, the effort must be similar in scope and magnitude to the services being procured under this solicitation. Scope is the measure of the services similarity to the requirements identified in the PWS.
Magnitude is the measure of the similarity of the dollar value that exists between the current requirement and the past performance reference. Magnitude will be evaluated using the dollar amount of work actually performed on the past performance reference during the three (3) years prior to the of initial issuance of this solicitation (not including subsequently issued amendments).
1.4.3.5.3. The offeror shall demonstrate the quality of work performed by the offeror, or its Teaming Partner(s), for each past performance reference by providing the two (2) requirements described below a completed CPARS, if available, or a completed Past Performance Questionnaire (PPQ) if a completed CPARS is not available.
1.4.3.5.3.1. For all contracts identified by the offeror as a past performance reference that do not have a completed CPARS, the offeror shall forward a copy of the Past Performance Questionnaire (PPQ) and Cover Letter (Attachment 3) to the points of contact responsible for monitoring performance under such contracts. The PPQ cover letter includes instructions to return completed PPQs by electronic mail to the points of contact responsible for receiving proposal submissions identified in paragraph 1.1.4. of this solicitation no later than the closing date and time identified in block 8 of the SF 1449. The offeror shall identify when, and to whom (with contact information), each PPQ and Cover Letter were sent.
1.4.3.5.3.2. For all contracts identified by the offeror as past performance references, the offeror shall provide a copy of all completed performance assessment reports from CPARS if available. Teaming Partners may submit completed performance assessment reports directly to the points of contact responsible for receiving proposal submissions identified in paragraph 1.4.1. of this solicitation no later than the closing date and time identified in block 8 of the SF 1449. Submission requirements of Addendum to 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, paragraph 1.1, (including subparagraphs within), of this solicitation apply to the submission of CPARs information from Teaming Partners. The offeror shall identify in its proposal whether CPARS for a past performance reference will be separately submitted by a Teaming Partner as described above. Failure to submit these requirements may render a reference unusable. The CPARS shall be completed and signed by all parties but may be an interim report. For clarification, an interim report means the CPARS report is complete but is not the “Final” CPARS report for the last option period available for the referenced contract.
1.4.3.5.4. The Government reserves the right to obtain additional past performance information from any other sources available to the Government, to include, but not limited to, CPARS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; the Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers, and Fee Determining Officials.

The apparently successful Offeror’s Small Business Subcontracting Plan shall be assessed in accordance with FAR 52.219-9 requirements and must be determined as “acceptable” by the Contracting Officer in the event of an award. The Small Business Subcontracting Plan is a materiel requirement of the solicitation and any resultant contract. A Small Business Subcontracting Plan deemed as ‘unacceptable” shall preclude an Offeror from being eligible for contract award.

The offeror shall at a minimum provide the required information in each column for each labor category listed in the Pricing Workbook. The offeror shall not include SURGE pricing for the 1-month Phase-in. The offeror shall indicate if prices proposed are from the prime or its subcontractors/teaming partners. The individual daily billing rates shall reflect the offeror’s fully-burdened firm-fixed prices to perform all services related to each training requirements, including all direct and indirect costs (personnel conducting training, program manager, and other support personnel and functions). The offeror shall ensure that the daily billing rates provided in the tables below are consistent with the rates provided in the Fixed Price Labor tab of Attachment 2, Pricing Workbook. The Government will incorporate the daily billing rates into the awarded contract and use the daily billing rates to calculate deductions for exceeding the Temporary Student Capacity Variations in PWS Paragraph 5.4.4, to calculate prices for additional training support and for other changes, as appropriate.

ADDENDUM TO 52.212-2
EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
2. BASIS FOR AWARD AND EVALUATION CRITERIA
2.1. Basis For Award
2.1.1. This acquisition will be solicited, evaluated, and awarded using the subjective Best Value Tradeoff process conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS).
2.1.2. The Government intends to award a single firm fixed priced contract to the offeror deemed responsible in accordance with FAR Subpart 9.1, as supplemented, whose proposal conforms to the RFP requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Addendum to 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services of the solicitation), and whose proposal represents the Best Value to the Government, as determined by the Subjective Trade-Off evaluation criteria described herein, in accordance with Federal Acquisition Regulation (FAR) Part 15.
2.1.3. As a basis for award, trade-offs between price and non-price factors are permitted. An award will be based upon a comparative integrated assessment of all non-price and price factors. THE GOVERNMENT RESERVES THE RIGHT TO AWARD TO AN OFFEROR WITH OTHER THAN THE LOWEST PROPOSED PRICE. Price will become increasingly more important as non-price factors become increasingly equal.
2.1.4. The Government intends to conduct discussions in accordance with DFARS 215.306(c)(1). However, the Government may choose to award without discussions. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to permit an efficient competition among the most highly rated proposals. Upon completion of discussions, the Government will request that any offerors remaining in the competitive range submit a final revised proposal.
