TECHNICAL EXHIBIT 7

PERFORMANCE REQUIREMENTS SUMMARY

1. The purpose of this section is to:

a. List the contract requirements considered most critical to acceptable contract performance.

b. Show the maximum allowable degree of deviation from perfect performance for each requirement (AQL) that shall be allowed by the Government before contract performance is considered unsatisfactory.

c. Explain the Quality Assurance methods the Government will use to evaluate the

Contractor’s performance in meeting the contract requirements.

d. Show the percentage of the major elements of the contract price that each contract requirement item listed represents.

e. Define the procedure the Government shall use in reducing the Contractor’s monthly payment if satisfactory performance is not rendered by the Contractor.

1.1. The Government’s primary quality assurance procedures are based on customer complaints, random sampling of the recurring critical output products of the contract using the concepts of MIL- STD-105E (or ANSA/ASQC Z1.4) and planned scheduling. Some contract requirements will be surveilled by use of contractor reports and customer complaints.

1.2. The criteria for acceptable and unacceptable performance is as follows:

a. For areas surveilled by sampling: Criteria derived from MIL-STD-105E based on the lot size, sample size and the AQL for each contract requirement. When the number of defects in the Contractor’s performance, which are discovered by the COR, exceeds the unacceptable level, the Contractor Officer shall be required to complete a CDR. The CDR requires the Contractor to explain, in writing, why performance was unacceptable, how performance will be returned to acceptable levels and how reoccurrence of the problem will be prevented in the future.

b. Other requirements: The criteria for non-sampled requirements were derived from estimates of the level of performance experienced when the service was accomplished by Government personnel or are the level of performance deemed acceptable to the Government. The use of the CDR, as described above, applies to these requirements also.

1.3. Monthly payments to the Contractor will be reduced for unsatisfactory performance using the following methods:

a. Each month, contractor performance will be compared to contract standards and AQL’s using the Government Quality Assurance Surveillance Plan.

b. If the performance in any required service is unsatisfactory and the poor performance is clearly the fault of the Contractor, any amount of money up to the percentage cost of service, as stated in the fifth column of the Performance Requirements Summary will be withheld.

c. The amount of money to be permanently deducted for unsatisfactory performance will be computed as follows:

EXAMPLE

Packing is unsatisfactory (AQL 4.0% exceeded).

Monthly price is $100,000 per month.

Packaging work deduct percentage is 5.0%.

Sample size is 80.

Number of defects in sample is 10 (reject number is 10).

Deduction from the current month’s invoice is:

Monthly Price $100,000 X Deduct % 5%

$ 5,000

X Percent of $ 5,000 Sample 12.5% Defective Deduction $ 625

1.4. Quality standards required of the

Contractor are:

a. All soiled spots and stains are removed during processing.

b. Each item is entirely clean, thoroughly dry, and free of lint.

c. White fabrics are sparkling white and free of yellow gray tints or other unsightly appearance.

Colors are bright and clear.

d. Articles are free of objectionable odors.

e. No trace of washroom supplies is left in fabrics.

f. Shrinkage is no more than what can be called “normal” shrinkage (2-3%).

g. Articles which have been starched and pressed such as shirts, trousers, utility clothing and uniforms, have adequate body without excessive stiffness. Items such as pajamas, drawers, handkerchiefs and towels are not starched.

h. Tumbled work such as undershirts, socks, bath towels, laundry bags, blankets, hospital bathrobes, and mattress covers are completely dry and soft.

i. Items such as shirts, trousers, utility clothing, uniforms, dresses and other wearing apparel must be machine finished so that all surfaces are smooth and free of wrinkles. There should be no rough-dry spots and these items should retain their original shapes and sizes.

j. Missing buttons have been replaced on garments.

k. Items processed on flatwork ironers such as sheets, pillow cases, tablecloths, napkins, and hand towels must be machine finished (ironed) so that all surfaces are smooth and without stains, rough- dry spots, wrinkles or bias-stretched.
