Q1: Submission requirement call for using 52.212.1 Instructions to Offerors. Can this information be submitted as a separate document and not part of the narrative description of the Offeror’s proposed technical capability, past performance, and price?

A1: Yes

Q2: The Solicitation Notice on FBO, under For Offers to be considered, does not provide guidance on how to submit Price. Please clarify the pricing submission requirements.

A2: Please see the revised soloicitation.

Q3: Submission requirement call for using 52.212.1 Instructions to Offerors (b) (4), (8), and (10). Can

52.212.1 (b) (8) Reps and Certs be submitted as a separate document?

A3: Yes

Q4: The Solicitation Notice on FBO, under For Offers to be Considered, Para 3. B. calls for separate documentation in response to the technical capability evaluation factor. Please clarify if the (1) Organization & Staffing Approach, (2) Management Approach, and (3) Past Experience are to be submitted as a single document and if so, does the six page limit include all three sections?

A4: Please review revised Solicitation.

Q5: The Solicitation Notice on FBO, under For Offers to be Considered, Para 3. C. calls for separate documentation in response to the past performance evaluation factor. Please clarify if the Past Experience called for under Para 3. B. is different than the Past Performance information called for in Para 3. C.

A5: Please see revised Solicitation.

Q6: The Solicitation Notice on FBO, under For Offers to be Considered, Para 3. C. calls for separate documentation in response to the past performance evaluation factor. Please clarify that the two pages of narrative with up to ten (10) references is included in the two (2) page limit.

A6: Please see revised Solicitation.

Q7: Please clarify the governments’ expectation or difference between Past Experience and Past

Performance.

A7: Please see revised soliciation

Q1: We can see by the ICE database (section 1.5.1.1.3.6) that the incumbent has received numerous negative ICE comments submitted over the last 24 months for performance, customer service and capability. Will these negative ICE comments be taken into effect for past performance?

A1: No, however due to the corrective actions taken by the incumbent contractor, the incumbent contractor has made changes to processes in order to mitigate any further performance, customer service or capability issues.

Q2: Are the personnel currently SCA employees? If so what labor category is each position?

A2: Yes. Please utilize the staffing levels Q3: Are all the employees Full Time?

A3: Currently all employees are full-time with the exception of the Eglin Studio photographer.

Q4: Is the Eglin AFB individual a part time employee or independent contractor?

A4: At this time, the Eglin AFB employee is a part time employee of the incumbent contractor.

Q5: What length of time has each employee working on this contract? If the employees are SCA this will affect pricing and in order for all bidders to ensure leave amounts are quoted appropriately this timeline will be needed.

A5: That information is not available

Q6: Since this solicitation was set aside WOSB and the incumbent is not a WOSB; it is our assumption that the incumbent will bid as a subcontractor to a WOSB. Potentially this WOSB will have little to no experience and past performance relevant to Multimedia and Visual Information as depicted/required in the PWS for the proposal. Will the Contracting Office be evaluating proposals specifically the incumbents participation to ensure there is no ostensible subcontracting rule violation?

A6: Yes

Q7: For past performance evaluation you have provided two categories favorable and non-favorable. It is our assumption non favorable equates to not technically acceptable, is that true?

If true what will a neutral rating which is not either favorable or non-favorable be considered?

Will that be considered technically acceptable?

A7: When giving evaluations, you will either be found acceptable or not acceptable.

Q8: We see in the technical volume there is a valuation of past performance experience. Can you please describe why past performance is brought into the technical volume as well as the past performance volume? This seems like a way to evaluate past performance experience in the technical volume that is outside of the past performance volume. So the evaluation criteria for experience in the technical volume will be rated how compared to the Past performance volume being favorable or non-favorable. Recommend the experience be removed from the technical volume or remove the PP volume requirement as to not create a conflict of information or evaluation between ratings in each volume on the same information. This could be open to protest requiring the same information in both the past performance and Technical volumes with the evaluation criteria different for each.

A8: This has been noted and changed to reflect Past Performance.

Q9: If a company in the past performance volume is not rated favorable or non-favorable but neutral due to a lack of experience how will that neutral rating be evaluated, technically or not technically acceptable?

A9: See Q8

Q10: In discussions with the incumbent employees it was determined that from time to time the illustrators are used to support the incumbent primes company internal graphic artist requirements (flyers and cover art) that were not government requests/orders but done on government time and with government systems and authorized by the government. Will the awardee be allowed to continue this practice, as this will allow us to offset the salary of our internal graphic artist?

A10: All work requests are approved by government personnel and completed during government time.

Q11: Is there an expectation for the contractor to provide expendable materials used for this effort?
