I Technical Capability (Management and Staffing Approach) II Technical Capability (Quality Control) III Past Performance
IV Price.
Offers must first be determined acceptable in Technical Capability in order to be considered eligible for award. For past performance to be considered acceptable, the Government must have a reasonable expectation, based on the offeror’s performance record, that the offeror will successfully perform the required effort. In the event an offeror does not have a record of relevant past performance, the offeror will not be rated favorably or unfavorably.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor.
The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within sixty (60) days.
(End of clause)

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed sixty (60) months.
(4) The Government reserves the right to make an award without discussions.

EVALUATION CRITERIA FACTORS AND ACCEPTABILITY STANDARDS
(1) All proposals will be subject to an initial screening by the Contracting Officer to determine whether proposals are complete before being evaluated as detailed herein. Proposals that are considered substantively incomplete after initial screening may be rejected and offerors will be notified they are no longer eligible for further consideration. Offerors are advised that unsupported promises to comply with contractual requirements will not be sufficient. Additionally, a proposal that is unreasonable or substantively incomplete in terms of price will not be considered for award.
Furthermore, offers received for less than the stated number of items in the pricing schedule will be considered ineligible for award.
(2) Evaluation Criteria: The proposals will be evaluated under three evaluation factors: Technical Acceptability, Past Performance, and Price.
a. Evaluation criteria consist of factors and Technical Acceptability.
FACTOR 1 - Technical: Two (2) Acceptability Standards under this factor are:
Acceptability Standard 1: Management and Staffing Approach
Acceptability Standard 2: Quality Control
FACTOR 2 – Past Performance
FACTOR 3 - Price
(3) The evaluation process shall proceed as follows:
a. FACTOR 1 - TECHNICAL: The Technical Submission evaluation provides an assessment of the offeror’s capability to satisfy the Government’s requirements. The Government technical evaluation team will evaluate the technical proposals on an Acceptable/Unacceptable basis, assigning ratings of Acceptable or Unacceptable. The evaluation will focus on the weaknesses, significant weaknesses and deficiencies of the offeror's proposal. An offeror must be considered acceptable for all Acceptability Standards to be deemed Technically Acceptable. Therefore, a proposal rated less than acceptable for any one Acceptability Standard will not be considered for award.
Acceptability Standard 1: Management and Staffing Approach – An acceptable management Approach demonstrates an organizational chart identifying the management structure of qualified key personnel with a description of roles and responsibilities. The management plan demonstrates the offerors’ understanding of the skills needed to execute the contract as well as how they are to be implemented and utilized in contract performance in accordance with the PWS. The soundness of the plan and the completeness of the document will also be evaluated. . The staffing approach demonstrates the offerors’ methodology for accomplishing fluctuating workloads, minimizing turnover, recruiting and retaining qualified experienced personnel, cross-training and cross-utilization of personnel. The soundness and comprehensiveness of offerors’ approach and the intended methodology for obtaining and maintaining the skills needed in performance of the contract will be evaluated.
Acceptability Standard 2: Quality Control– An acceptable quality control shall describe the concepts and principles governing a complete and comprehensive quality control management system, which support performance of the contract. The discussion of the quality control management system must be practical, straightforward, specific, concise, and complete. Inspection techniques and process control methods shall be tailored to each major functional area in the solicitation to provide an effective measure of contract performance. It should be simple, practical, and consistent with quality concepts. The inspection techniques and process control methods shall encompass management as well as technical performance. The offeror shall identify their procedures for identifying and correcting deficiencies.
Assigning Ratings: each technical submission Acceptability Standard will receive “Acceptable” or “Unacceptable” rating as follows:
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation
a. FACTOR 2 - PAST PERFORMANCE: The Past Performance evaluation will assess the offeror’s probability of meeting the solicitation’s requirements as indicated by that offeror’s record of past performance. Past performance is assessed at the factor level after evaluating aspects of the offeror’s recent past performance and focusing on performance that is relevant to the services being procured under this solicitation. Offerors are cautioned that in conducting the performance risk assessment, the Government may use data provided in the offeror’s proposal and data/information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems and State Department Watch Lists as well as contracting personnel, program management personnel, and contractors under this solicitation. Offerors are cautioned that in conducting the performance risk assessment, the Government may use data provided in the offeror’s proposal and data/information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems and State Department Watch Lists as well as contracting personnel, program management personnel, and contractors.
Recency Assessment: An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the past three years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.
Relevancy Assessment: The Government will conduct an in-depth evaluation of all recent performance information obtained to determine its relevancy to the services/products being procured under this solicitation. To be relevant, the effort must be similar in nature, work (Multi-Media Visual Imagery Services), size, complexity and scope. A relevancy determination of the offeror’s past performance will be made. In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the offeror, teaming partner, or sub-contractor whose contract is being reviewed and evaluated. Offerors may identify state and local government and private contracts that are similar to the Government’s requirements. The past performance information provided in the proposal and information obtained from other sources will be used to establish the degree of relevancy of past performance.
Adjectival Ratings: The Past Performance Factor will be assigned “Acceptable” or Unacceptable” rating as follows: An offeror whose proposal demonstrates no past performance will be rated “Neutral.”
In the event of an unacceptable past performance evaluation rating for an otherwise technically acceptable low priced offeror, the Small Business Administration (SBA) will be contacted for a Certificate of Competency (COC).
In the event an offeror receives a rating of “Unacceptable” in both the Technical Acceptability Factor and the Past Performance Factor, a COC will not be requested as the offeror would remain “Unacceptable” based on the evaluation of the Technical Acceptability Factor.
