o. Question: The Amendment indicates that Government expects the Pricing to include “Vendor Cost Breakdown (cross walk) to include labor categories, labor hours, hourly rate, G&A, Profit.” FAR 15.404-1(b) indicates that a Price Analysis will be used to evaluate price reasonableness and not a Cost Analysis as used in Cost type contracting. Price Analysis is specifically defined in this FAR section as “the process of examining and evaluating a proposed price without evaluating its separate cost elements and proposed profit.” FAR 15.402(a)(3) discourages asking for more information than needed because it drives up contractor proposal preparation costs. Since this is solicited as a Firm Fixed Price competition, why does the government demand Cost type contract level of pricing information since adequate competition is assured?
Answer: Volume II requirements has been changed to only include Past Performance and Price. For pricing only requirement is the CLIN Pricing attachment.
