Question 12: Concerning Testing Services- Paragraph 1.6.2.1 of the SOW states “Contractor shall order, schedule and coordinate the services of the Contractor engaged laboratory services to perform material testing services in……..” Does this imply the GC is to hire and pay for all testing services required? Can the government dictate which testing lab is required for the base and if so what labs are pre-approved for the base? Please advise.

Gov’t Response: The General Contractor (GC) is required to hire and pay all cost associated with testing services required for each task order. The Government will not dictate which testing lab is used. Refer to Technical Exhibit 1: Pavement and Infrastructure Specifications, Section 3.7.2.

The listing of validated testing laboratories is available at:

http://www.erdc.usace.army.mil/Media/FactSheetArticleView/tabid/9254/Article/4.

Question 13: Paragraph 1.8.8 of the SOW states- “Designate the appropriate number of personnel to perform ECO functions…………”. How many is appropriate? If there are 4 or more (more than 3) Task Orders under construction simultaneously for this contract in different areas of Fort Polk (as it is an extremely large base) is an ECO required at each location? Please advise.

Gov’t Response: Refer to General Statement of Work paragraph 1.8.8: Designate the appropriate number of personnel to perform Environmental Compliance Officer (ECO) functions in accordance with the requirements of AR 200-1 and JRTC & Fort Polk Regulation 200-1 for all contract work periods exceeding 180 consecutive days. The Contractor shall designate a primary and alternate ECO for each shop or work area that uses and/or stores hazardous materials and/or generates hazardous wastes. An ECO is an individual from the Contractor’s staff appointed to ensure that environmental requirements are met. Work areas will have at least one ECO on duty at all times.

Question 14: Page 45 of the SOW, Section 3. Prerequisites for Licensure and Certification:

a. Concerning the QCM- Must the QCM be on site at all times or “be available to the site as needed”? Is only one QCM required for the entire contract regardless of the Task Orders under construction? Can the Contract Manager or Lead Superintendent also serve as the QCM?

Gov’t Response: The QCM (Quality Control Manager) shall be physically on the Fort Polk installation during performance of work. Refer to Section 3.4 “Quality Control Organization” of Technical Exhibit 1 – Pavement and Infrastructure Specifications and Solicitation W9124-20-B-0003, Section: Prerequisites for Licensure and Certification Revision 1.

b. Concerning the QCS- “The Contractor shall have a staff of a minimum of 3 QCS to support the QCM”.

Does this mean that even if there is only one or two current active Task Orders under construction, that 3 QCS are still required? This section further states “these personnel (the 3 QCS) may not be appointed to other positions on other construction projects”. Does this infer that in each Task Order, the QCS can only be the QCS for that one task order or can that QCS be the QCS for multiple Task Orders simultaneously under this contract? Can the QCS required also assume the ECO duties of the Task Orders they are allowed to be involved in if they are in the same area? Please advise.

Gov’t Response: Refer to Solicitation W9124-20-B-0003, Section: Prerequisites for Licensure and Certification Revision 1.

c. Page 46 of the SOW- Concerning the “Lead Superintendent”- Can the Lead Superintendent run multiple task orders? Can the Lead Superintendent also serve as an ECO and a QCS for a particular task order or multiple task orders? Is a lead superintendent required for each Task Order, with a separate QCS and a separate ECO for that Task Order? Please advise.

Gov’t Response: Refer to Solicitation W9124-20-B-0003, Section: Prerequisites for Licensure and Certification Revision 1.

d. Page 46 of the SOW- Concerning the “Superintendent”- Can the Superintendent run multiple Task Orders? Can the Superintendent also serve as an ECO and a QCS for a particular Task Order or multiple Task Orders? Is a superintendent required for each Task Order with a separate QCS and a separate ECO? Can the Superintendent also serve as the “Lead superintendent for one or multiple Task Orders”? Is a “Lead Superintendent” and a “Superintendent” required for each Task order? Please advise.

Gov’t Response: Refer to Solicitation W9124-20-B-0003, Section: Prerequisites for Licensure and Certification Revision 1.

e. Page 47 of the SOW- Concerning the “Project Manager”- Must the Project Manager be on site at all times or “ be available to the site as needed”? Can the Project Manager also serve as the QCM for the Contract? Can the Project Manager also serve as an ECO for a single Task Order to multiple Task Orders? Please advise.

Gov’t Response: Refer to Solicitation W9124-20-B-0003, General Statement of Work, paragraph 1.2.1.1 and Section: Prerequisites for Licensure and Certification Revision 1.

f. In General, as it will drastically affect General Conditions cost of our and other GC bids in each line item cost, we recommend describing in detail as much as possible what personnel are required on site at all times, how many personnel and what type of duties are required for a single Task Order, what duties can be managed by a single person for individual Task Orders and what duties can be managed by a single person for the contract as a whole and multiple Task Orders. As we interpret it now, if there are 3 Task Orders in complete separate geographical areas of the base under construction, the GC could have to supply over 10 personnel for management in the field. As we don’t think that is the intent of the personnel requirements, please clarify personnel requirements further for individual Task Orders, Multiple Task Orders and the Base Contract as a whole.

Gov’t Response: Refer to Solicitation W9124-20-B-0003, Section: Prerequisites for Licensure and Certification Revision 1.

Question 15: Can you please post the sign in sheet for the Pre Bid visit in the next amendment?

Gov’t Response: The following companies were in attendance of the 14 September 2020 Site Visit:

UTETEK, MB Design, Lakey Inc., Williams Equipment, Harry Stanley Paving, T & T Contracting, LLC. , VPG Construction and Tric Construction.
