SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
GOVERNMENT RESPONSE #2
Government Responses to Additional Industry Questions, dtd 1 Oct 2020:
1. Can you tell me the procedure for the online submittals for the above mentioned solicitation?
Gov’t Response: Refer to the solicitation, W9124E-20-B-0003, Instructions to Offerors, Revision #2, dtd 1 Oct 20, section titled “Bid Submissions” for revised guidance on bid submissions.
2. Question 14 B, we specially asked if 3 QCS persons are required to be on site to support the QCM as spelled out in the original solicitation. The amendment does state that a Superintendent can double as a QCS. However my more specific question/ clarification concerning the QCS is what are the MINIMUM number of QCS/ Superintendents required for the contract? The solicitation says a minimum of 3 and the amendment did not state otherwise. Is just one QCS/ Superintendent required on site or 3? Please advise.
Gov’t Response: The Contractor’s Quality Control Staff shall be of sufficient size to ensure adequate QC coverage of all work phases, work shifts and work crews involved with the construction. The offeror/contractor must determine personnel type and number of personnel to successfully perform each task order.
3. Depending on interpretation of the solicitation and answers in Amendment # 1, this project could require as many as 7 hats on site- Contract Manager, Project Manager, Lead Superintendent, a QCM, 3 QCS/ Superintendents for 7 hats on site. Or it could be four with - 1 Contract/ Project Manager, 1 Lead Superintendent, 1 QCM and 1 QCS/ Superintendent of which the ECA and SSHO positions can be doubled by any of those 4. Simply put what is the intent and required minimum personnel required on site at all times?
Gov’t Response: There is no minimum personnel identified in solicitation W9124E-20-B-0003; the section titled “Prerequisites for Licensure and Certification” identifies the personnel positions that require certain license and/or certification. The offeror/contractor must determine personnel type and number of personnel to successfully perform each task order.
4. Question 11 your answer states that the “Contract Manager” as named in the original solicitation must be on site.
Agreed and thanks for that response. However in the “Pre Requisites for Licensure and Certification” section of Amendment 1 under Project Manager (PM) it go on to describe the personnel duties of the Project Manager. Is the Contract Manager and the Project Manager the same position and that position was just called a PM in Amendment # 1 instead of a CM called out in the original solicitation? If they are not the same person are they both required to be on site? This would add another person to the Field General Conditions if they are not one and the same. Please advise.
Gov’t Reponses: Refer to the solicitation, W9124E-20-B-0003; Contract Manager and Project Manager are the same positions; corrections will read Project/Contract Manager.
Revised/Amended Solicitation documents will reflect accordingly.
5. In Amendment # 1, page 7 of 9 under QCM, item d:
“ ACI Concrete Field Testing Technician 1 Certification” is required for our QCM. The sections under testing also requires that the GC provide a 3’rd party Testing Lab such a Geo Tech to perform all required testing services which is basically a subcontractor to the GC providing the ACI services. Additionally, in the same section in Amendment # 1 it stats that the QCM “ this position cannot be fulfilled by a subcontractor”. If we as a GC are required to pay for and engage a 3’rd Party Testing Lab to provide the ACI services, which is basically a subcontractor and all of Testing Labs Technicians and Engineers performing the field testing ans analyzing and reporting the testing have this ACI requirement and the 3’rd party testing Lab has to be approved by USACE before we use them, can the ACI requirement mandate for the QCM be waived but maintain all of the other requirements such as USACE QC and OSHA 30? Please advise.
Gov’t Response: The requirement for the Quality Control Manager (QCM) to possess ACI Concrete Field Testing Technician Grade 1 or equal ACI Certification, has been removed from solicitation, W9124E-20-B- 0003. Revised/Amended Solicitation documents will reflect accordingly.
6. In amendment # 1, page 5 of 9 in Section 1. Submissions of Bid, Item F:
“The priced bid shall be supported by a draft progress schedule that demonstrates the offerors understanding of the work requirements, phasing of work between projects, and estimated time frames for ordering and performing work.”
Since there are over 170 construction items on this bid schedule, and there are no “SEED” or SAMPLE” Task Orders from what we are to base a progress schedule on, what are we to use as a basis of a progress schedule? Please explain more what we are to build a schedule to, to what projects or furnish 1 or multiple task orders to use a basis for this bid required document.
Gov’t Response: The requirement for submission of draft progress schedule has been removed from solicitation, W9124E-20-B-0003. Revised/Amended Solicitation documents will reflect accordingly.
