General
Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?
This is a follow-on requirement. The contract number is W9124E-12-D-0005.
0002
General
Upon review of the new solicitation I noticed that there is no requirement to remove the existing government-owned washers and dryers at Ft. Polk. While the current contract includes service for those machines, the existing contact does not include removing them as part of phase out.
Correct. The Government-owned washers and dryers will remain in place.
0003
General
It appears that the new solicitation does not include new machines to replace the existing government-owned machines. It also does not include maintenance on this equipment. Will the government be maintaining those washers and dryers?
Correct. The Government-owned machines will not be replaced and the Government will provide maintenance on Government-owned machines.
0004
General
Would you please clarify the quantities on the stack dryers. Are you asking for 158 units of 2 dryers each for a total of 316 dryers? Or are you requesting 79 units of 2 dryers each for a total of 158 dryers?
The quantity is 158 units of 2 dryers each for a total of 316 dryers.
0005
General
In section 1.4 the solicitation states, “The scope of this contract includes a variance in quantity of up to 20% of the total amounts listed herein.” Does this mean that the contractor can be asked at any time during the term of the contract to add up to 20% more equipment at the same monthly price as the equipment installed at the start of the contract? Does this also mean that the contractor could be asked to remove up to 20% of the original801 machines at any time and those machines would have to be removed from the invoiced amount for the remainder of the contract?
This statement is merely to provide a range in the scope of the requirement to ease administration in the event changes are required (demolition/renovation of barracks, etc.). Any changes to the contract would be negotiated with the contractor prior to the change taking effect. Please see revised PWS 1.4.
0006
General
If additional machines are requested, will the government require that they be factory new?
Any additional machines requested would be required to meet the specifications and requirements as listed in the PWS.
0007
General
Sections 5.5.1.2.1.4 and 5.5.1.3.1.4 require contractor to “lubricate the motors” on the washers and dryers. Lubricating the motors would actually void the manufacturer’s warranty on the machines. Can this requirement be removed?
PWS 5.5.1.2.1.4. and PWS 5.5.1.3.1.4. both state that lubrication of the motors is to be done, “as required, by the manufacturer’s specifications.” If it is not a requirement per the quoted machines specifications, it would not need to be done. PWS will remain unchanged.
0008
General
Section 5.5.1.3.1.2 requires that all dryers be pulled out a minimum of three feet from the wall to ensure that the ducting is attached. This is not possible for several reasons. This requirement would create significant fire hazard. Ducting cannot have an excess of three feet of slack. Pulling the dryer out three feet will pull the vent out of the wall or tear the vent itself. Installing vent with that much extra length will significantly increase dry times and utility costs. It will also cause kinking of the vent resulting in lint build up, loss of air flow and increased fire hazard. In addition, there are laundry rooms at Ft. Polk that are too small to allow the dryers to be pulled out three feet from the walls. Can this requirement be removed?
Please see revised PWS 5.5.1.3.1.2.
