About this file

This is a Standard Form 30 Amendment to Solicitation (Amendment 0001, effective September 10, 2026) for solicitation W9124D26QA316 issued by the U.S. Army MICC-Fort Knox Directorate of Contracting. The amendment shares questions received from industry along with Government responses regarding a meal service contract at the Chicago Military Entrance Processing Station (MEPS).

The contract requires boxed noon meal service delivery and setup from 10:30 a.m. to 2:00 p.m. daily, with an estimated 13,770 annual meals across base and option periods at a firm fixed price per meal. Meals must include ham, turkey, roast beef, and vegetarian submarine sandwiches with assorted cold beverages (one per meal). The Government will notify the contractor daily by 8:00 a.m. of meal quantities required, averaging 52 meals daily with a maximum of 125. The contractor must remain onsite throughout the entire service period, provide meal accountability/voucher administration, and perform dining area cleanup. A separately owned commercial restaurant may be utilized for food preparation if it meets all state and local health requirements and the contractor submits health inspection documentation; however, the prime contractor retains responsibility for transportation, delivery, serving, accountability, cleanup, and overall contract management. The contract incorporates Wage Determination No. 2015-5017, Revision 34 (August 12, 2026), with Food Service Worker as the applicable labor classification. The Government guarantees a minimum of $1,500 in noon meal procurement for the base period only. Payment will be processed through up to 17 Government Purchase Cards monthly via one consolidated invoice organized by Armed Services Codes. The anticipated contract start date is October 1, 2026, with award anticipated prior to that date. The prior incumbent contract (W9124D21D0036) was awarded to Chefs For All Seasons, Inc., for $546,360.00 estimated value.

Questions Received with Answers:

1. Would an offeror be permitted to utilize a separately owned and operated, properly licensed commercial restaurant as the food preparation facility for the meals required under the PWS, provided that the restaurant meets all applicable state and local health requirements and the offeror submits the required health inspection documentation?

a. Yes, in accordance with (IAW) the Performance Work Statement (PWS) section 1.1.2. regarding subcontracting for the performance of this contract.

2. Under the above structure, would the Government consider the offeror compliant if the offeror, as the prime contractor, retains responsibility for and directly performs the transportation, delivery, serving, meal accountability/voucher administration, cleanup, quality control, and overall contract management, while the commercial restaurant performs the food preparation?

a. The Government cannot pre-determine acceptability or compliance of an offeror. Please ensure the quote meets the requirements of the PWS and Section L, Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 52.212-1 Addendum - Instructions to Offerors - Commercial Products and Commercial Services.

3. Would the Government please confirm whether the purchase of the prepared meals from the commercial restaurant would be considered subcontracted performance for purposes of the applicable FAR 52.219-14, Limitations on Subcontracting, and, if so, whether the Government has any specific interpretation or calculation methodology it expects offerors to use in determining compliance with the limitation?

a. Please see RFO FAR 52.219-14(e)(1) for information regarding services for Limitations on Subcontracting.

4. If the commercial restaurant is the proposed food preparation facility, please confirm that the restaurant 's current state or local health inspection report may be submitted as the health inspection report required with the quotation.

W9124D26QA3160001

a. The food service preparation facility is the location where meals are prepared for this contract.

As such, all offerors are required to submit a health inspection report IAW RFO FAR 52.212-1 Addendum - Instructions to Offerors - Commercial Products and Commercial Services, Section 2, Paragraph b.

5. If unopened beverages remain after the daily meal service, may they be stored at the MEPS for use during the following day's meal service, or should all remaining beverages be removed from the facility each day?

a. Contractors are required to provide one beverage per ordered noon meal each day. All ordered meals (to include beverages) should remain at the MEPS each day.

6. The Performance Work Statement requires the contractor to clean the dining area upon completion of meal service. Would the Government permit the contractor to deliver and set up meals prior to the service window, depart the facility, and return after meal service concludes to perform the required cleanup and retrieve any remaining materials? Or is the contractor expected to remain on-site throughout the entire meal service period?

a. IAW the PWS, contractors should be prepared to serve noon meals by the serving time identified in the PWS, remain onsite during the serving time to serve meals, and check in/out with the MEPS staff.

7. For Mission Day meal service, the PWS indicates that additional selections, such as hot sandwiches, may be offered. Does the Government have preferred hot sandwich selections, or may the contractor propose appropriate options that meet the intent of the requirement?

a. If the contractor elects to provide hot sandwiches for mission day meals, the contractor may choose the hot sandwich selection(s).

8. What is the current contract amount and unit meal rate?

a. The awarded total contract value was $546,360.00 (Estimated). The Government cannot disclose the awarded unit meal rate.

11. The PWS requires ham, turkey, roast beef, and vegetarian submarine sandwiches, along with multiple beverage choices. Will the daily order provided by 8:00 a.m. identify the required quantity of each sandwich type and beverage selection, or should the contractor determine the daily distribution?

a. IAW PWS paragraph 5.18., the MEPS will notify the contractor by 8:00 a.m. daily with the number of meals required for that day. The contractor is required to provide an assorted variety of sandwiches, IAW the specifications in the PWS, based off the MEPS specified quantity of meals.

Meals will only be ordered by quantity not by sandwich type. The only sandwich that ordered specifically by type is the veggie sandwich.

12. Please confirm whether the complete daily meal quantity must be delivered, set up, and ready for service by 10:30 a.m. Please also confirm whether contractor personnel must remain onsite throughout the entire 10:30 a.m.-2:00 p.m. service period or may depart after all scheduled applicants have received meals, the required documentation has been completed, and the dining area has been cleaned.

a. Please review the Wage Determination, 2015-5017, Revision 34, dated 8/12/2026 located at https://sam.gov for an explanation when Executive Order (EO) 13706 applies.

16. If the Department of Labor issues a revised wage determination before an option is exercised, will the Government incorporate the revised wage determination and permit the applicable contract-price adjustment under FAR 52.222-43 or another applicable clause? Should offerors price all base and option-period CLINs using Revision 34, or include anticipated wage-and-fringe increases in the option-period prices?

Please also identify any required transaction-level information or payment-allocation procedures.

a. IAW with PWS paragraph 5.20.4., the contractor will prepare one consolidated (detailed) invoice by Armed Services Codes. The contractor will process separate payments across the applicable cards.
