About this file

This document is a Questions and Answers (Q&A) file for federal contract opportunity W9124D-26-Q-A071, the JCLC Island Venture solicitation.

The requirement calls for operating a turnkey, established camp facility in San Sebastian, Puerto Rico, with hardened structures (not primitive field conditions). The facility must accommodate lodging for 140 personnel with all lodging, dining, and training facilities co-located within a 500-meter walking distance. Existing infrastructure includes an industrial kitchen, medical building, climate-controlled classroom, on-grid electricity, running water, a rappel tower, and pool/lake access. The contractor bears responsibility for all operational execution, including service management, staffing certified lifeguards, providing medical supplies and personnel, managing food service, and arranging delivery of potable water and ice. The requirement has been successfully executed at Camp Guajataka in San Sebastian for over 15 years, supporting 150-180 cadets simultaneously with full compliance to Cadet Command Regulation (CCR) 145-2. The execution model is structured as a partnership where the contractor leverages the camp's existing assets to focus on program delivery, safety management, and logistics rather than facility construction.

Industry Questions – W9124D-26-Q-A071 – JCLC Island Venture

Q1: Could you please provide some additional insight into how the location and services are currently envisioned within the scope of this requirement?

Specifically, whether the contracted facility in San Sebastian has existing support services in place (pool/lake, electricity, buildings, water...). If so, to what extent?

A1: The requirement is for a turnkey, established camp facility in San Sebastian, Puerto Rico. The facility consists of hardened structures and is not a primitive “field-only” site.

All lodging, dining, and training facilities must be co-located within a 500-meter walking distance (PWS para 5.1). While the facility provides the core infrastructure, including lodging for 140 personnel (PWS para 5.3.1), an industrial kitchen, a medical building (PWS para 5.7), a climate controlled classroom (PWS para 5.5.7), on-grid electricity (PWS para 5.3.4 & para 5.7), running water (PWS, para 5.7), a rappel tower (PWS para 5.5.6), and pool/lake access (PWS para 5.5.1), the Contractor is responsible for the operational execution. This includes managing all services, staffing certified lifeguards (PWS para 5.5.1), providing medical supplies and personnel, managing food service, and arranging for the delivery of potable water and ice (PWS para 5.2.10).

Q2: Can you provide any context on how this has been structured or executed in previous efforts?

A2: This requirement has been successfully executed at Camp Guajataka in San Sebastian for over 15 years, as it is the only facility in Puerto Rico that meets all technical needs. Historically, the operation supports 150-180 cadets simultaneously and is structured to ensure full compliance with Cadet Command Regulation (CCR) 145-2.

The execution model is a partnership where the contractor leverages the camp's existing assets to focus on program delivery, safety management, and logistics rather than facility construction.
